This project executed for 10 months from March 2, 2018 to December 10, 2018 and the major subjects included air pollution fee of construction, inspection and control operations of construction, and build its cloud system which could apply to tablets, extend the recognition system of road pollution, self-managed site, forecasting and warning of management, constructing control and counseling promoting, innovations for constructing control, form submitting and information analysis and etc.
Regarding to the collecting of air pollution fee, here has completed 3,016 cases which include 16 free fee cases and the total amount of collection was NT$ 158,982,361. All reported case were completed data filing with the rate of collection reached 97.2% and the rate of notification for 89%. About settlement of construction, here has completed 1,842 cases. The notification through message has 57 new consents agreeing to apply and it has sent 46 messages till now. In air pollution fee online system, it has completed 848 cases, and Zhongli, Yangmei, and Guanyin administrative district were used much more than others, then the second degree construction and RC, SRC kind of construction submits most applications. The online application rate of constructions(RC、SRC) has been reached 59%.
For the inspection of subjective construction sites, the project has completed 13,384 times of inspections in response to the Implementation of Measures for the Administration of Construction Engineering Air Pollution Control Facilities (Hereafter referred to as the Measures for the Administration). It has inspected 87.8% of emissions with 78.3% of inspection rate, and emission reducing rate reached 58% in December 10, 2018. For cases didn’t achieve the emission standard of the Measures for the Administration, it has been required to make improvement within limited time. Furthermore, it has reached 94% at the compliance rate of the management regulation.
For the promotion of self- managed site, it has promoted 97 road adoptions surrounding the site with total length of 122,943.4 kilometer. In addition, it also processed 57 times of checking operations at the areas where having more possibilities for causing pollution, the using rate about car-washing equipment at construction’s exit and entrance is 96%, all completed making improvements.
Regarding to caution managing operations, it has completed 21 times aerial photography when excavation and set up 36 PM2.5 wireless surveillance systems. There were 3 guidance instructions held during the project executing time with all-time average participants of 30 to90 people which indeed achieved the effect of promotion and counseling.
