新北市營建工程施工機具加裝濾煙器示範運行計畫

中文摘要 本計畫執行期間自107年7月19日至107年12月31日止,執行期程5.5 個月,目前執行人力共計3人,本計畫工作規劃方向為:1.營建施工機 加裝濾煙器審查作業。2.營建工程施工機具加裝濾煙器輔導作業。3. 施工機具工況運行調查作業。4.施工機具不透光率檢測作業。5.施工機 具加裝濾煙器宣導說明會。執行摘要如下。 一、營建施工機具加裝濾煙器審查作業 依據本計畫契約書之履約標的,廠商應協助辦理補助申請案件 之審核、協助撥款及查核業務,包括申請案件之收件整理、審查、 製冊、進度追蹤管制、不符合案件之退補件通知處理及案件資料彙 整、建檔、歸檔等作業。本計畫將協助建立及管理補助申請案件相 關之文書檔案,並進行進度管考及查核之登錄。依機關需求辦理相 關考核業務並提供成果統計報表。 現階段因施工機具管制政策尚未明確,部分業者表示待管制規 範明訂後再決定是否配合加裝濾煙器。 二、營建工程施工機具加裝濾煙器輔導作業 本計畫之施工機具調查,篩選工程階段屬於整地、基礎開挖、 土方回填等較易有機具施作的時機進場查核,總計調查449輛施工機 具資料,就行政區來看以板橋區(51輛)、八里區(50輛)、三重區(48 輛)及新店區(48輛)等四區為最多,五股區(37輛)及土城區(37輛)居 次,行政區分布概況可帶出高密度使用施工機具的區域。 本計畫共執行營建工地施工機具加裝濾煙器輔導及宣導220 處工地,計宣導對象業主及承包計407件,宣導行政區以三重區34 處工地宣導47件最多,板橋區30處工地宣導51件居次,其次依序為 中和區22處工地宣導33件第三,土城區18處工地宣導30件,五股區 18處工地宣導32件,新莊區14處宣導27件,林口區14處工地宣導20 件及新店區11處宣導26件。行程區分部概況可帶出高密度使用施工 機具的區域,工程類別以RC建築類工程(184件)最多、SRC建築類 工程(71件)居次、第三為其他類工程(51件),整體來說建築類工程使 用施工機具較為頻繁,為本計畫主要宣導對象。 三、施工機具工況運行調查作業 本計畫共執行66次營建施工機具工作狀況調查作業,調查機具 種類包括挖土機35輛、發電機14台、輪式/履帶式起重機11輛、推 土機4台及堆高機2輛,調查過程中根據監視器讀取數據發現,有零 星機具在完成工況調查設備裝置後並未啟動機具或運行操作時間 過於短暫不利於資料判讀者,這部分資料予以剔除,另透過資料讀 取發現排氣壓力並無明顯變化。 依現階段施工機具工作狀況調查結果可得知,多數施工機具 尾氣排氣溫度未能符合被動式再生條件(排氣溫度大於250℃),且 由於施工機具高輸出動力但運行時間短,對於部分定時啟動(每4 小時啟動)再生條件的主動型濾煙器也不適用,目前以被動式再生 型濾煙器較適合施工機具安裝。 四、施工機具不透光率檢測作業 本計畫之施工機具不透光率量測共169件,以挖土機84件最多, 其次是發電機31件、輪式/履帶式起重機30件,此為營建工程施工機 具不透光率量測記錄。不透光率量測結果超過0.6m-1者有10件,現場 除鼓勵業者可藉助定期維修保養調整噴油嘴、噴嘴泵浦等項,以降 低黑煙及PM2.5排放狀況。 五、施工機具加裝濾煙器宣導說明會 為推動新北市營建工程施工機具加裝濾煙器示範運行計畫,已 於107年8月29日於環保局402會議室辦理「營建工程施工機具加裝濾 煙器宣導說明會」,針對新北市營建工地施工機具加裝濾煙器補助 申請方式進行說明,期能藉由協商方式使與會者理解法規原意,並 付諸實際行動,共同解決施工機具污染問題。為推動新北市空品治 理行動計畫中的施工機具加裝濾煙器行動措施,已於107年8月29日 於環保局402會議室辦理「營建工程施工機具加裝濾煙器宣導說明 會」,針對新北市營建工地施工機具加裝濾煙器補助申請方式進行 說明。另為有效協助環保局推動施工機具加裝濾煙器宣導計畫於107 年9月3日辦理「新北市營建工程施工機具加裝濾煙器專家諮商會」 及107年9月4日辦理「新北市營建工程施工機具加裝濾煙器廠商說明 會」。 六、施工機具加裝濾煙器之改善成效 榮工工程股份有限公司率先於107年12月28日提出施工機具 加裝濾煙器補助申請,並於108年1月28日完成機具安裝濾煙器作 業,經本計畫針對欲安裝濾煙器之施工機具進行安裝前後不透光 率檢測,安裝前不透光率為0.64m-1,安裝後為0.05m-1,黑煙去除 率達92.2%,施工機具加裝濾煙器後可有效降低黑煙排放情形。建 議為強化老舊施工機具管制效益,除加強宣導維護保養觀念外, 另車齡介於約11至18年的施工機具加裝濾煙器可大幅減少黑煙排 放,以提升新北市空氣品質。
