107年嘉義市空氣品質感測物聯網布建計畫

中文摘要 1.空氣品質感測物聯網前置作業:提交感測器布建細部規劃書並通過備查,選用符合規範要求之感測器並通過工研院量測中心之實地場域測試與實驗室測試,感測器於安裝前在嘉義測站通過一致性比對要求標準,完成安裝及巡檢標準作業程序。 2.完成布建規劃與後續執行:細部規劃經過兩次專家諮詢會議後修正通過執行,完成路燈主管單位附掛協調同意,用電協調與台電完成協調,因環保署及環保局經費中目前編列電費,尚未編列小型器具包燈制的線路補助費,經環保局簽辦至環保署請求協助協調後,環保署於第四次進度會議中答覆已列入行政院科技會報中列管工作,並請台電儘速擬定供電方案資費。8月30日前已完成200站布建並將監測數據上傳至環保署IoT平臺。9月份開始依據數據品質巡檢與維護作業標準,完成巡檢作業及現場維護. 3.感測數據資料上傳:已完成9月30日前200台感測數據依規範要求上傳環保署平臺,並達成90%以上完整率。 4.感測資料分析及應用建議:環保署IoT平臺除了提供資料蒐集外也提供污染告警功能與PM2.5告警事件於地圖上回播感測數據變化,本團隊也提供網頁分析工具,除了PM2.5以外還另外提供VOCs監測數據回播,事件感測器監測值歷史趨勢折線比對圖,搭配署平臺提供告警事件可分析污染時段高值範圍及時間序列變化比較,輔以署平臺的陳情資料,兩個平臺功能可以搭配使用以輔助稽查作業。 5.其他:完成依進度要求提交工作月報,工作進度報告,新聞稿,相關工作交辦事項,依規範要求提供駐局行政工程師及駐局車輛。 依據過去2個月微型感測器監測歷史資料顯示,除了境外污染傳輸外,也發現在後湖工業區南半部為PM2.5內部污染熱區,因此於平台上客製後湖工業地區5分鐘PM2.5即時平均值與標準差,並且依過去歷史記錄以標準差17為高值門檻,可即時發現異常,再連動平台時空分析功能,透過污染擴散與否來輔助區別污染事件出現或感測器瞬間跳升. 平台也提供PM2.5 日均值監測數據AQI轉換,篩選出日均值AQI>100佔天數比較多的熱區6處,並就周邊環境特徵及附近工廠資訊進行調查,提供未來管制策略參考.

2018 Air quality internet-of-thing sensor nodes deployment project of Chiayi city

英文摘要 1.Air quality IoT sensor node deployment project pre-operation: Submit the sensor deployment detailed plan and pass the inspection, select the sensor that meets the requirements of the specification and pass the field test and laboratory test of the ITRI measurement center. Before the installation, the sensor passed the consistency comparison standard at the EPA Chiayi station, complete the installation and inspection standard operation procedures. 2.Completion of the construction planning and follow-up implementation: The detailed planning has been revised and implemented after two expert consultation meetings, and the coordination of the street lighting authorities have been completed. The coordination of power electricity with Taipower has been completed. The electricity fee are included in the project funds of the EPA and CYCEPD. However, the electricity line subsidy fee has not been included in the project funds. After the CYCEPD request assistance and coordination from EPA, the EPA has announced, in fourth progress meeting, that this action item has been included in follow-up items in the the Science and Technology Report Meeting of Executive Yuan. Please Taipower to define a new power supply plan tariff as soon as possible. Also, 200 stations have been installed by August 30 and the monitoring data has been uploaded to the EPA platform. In September, according to the data quality inspection and maintenance operation standards, the inspection operation and on-site maintenance were completed. 3.Sensing data upload: all the sensor data of 200 nodes have been uploaded before September 30 according to the requirements, and achieved more than 90% complete rate. 4.Sensing data analysis and application suggestions: In addition to providing data collection, the EPA platform also provides pollution warning function and PM2.5 alarm events to review sensor data changes on the map. The team also provides webpage analysis tools. Besides PM2.5, VOCs monitoring data playback, sensor monitoring value historical trend comparison chart are provided. Cooperation with the EPA platform provided alarm events, we use historical trend chart to analyze the high value range of the pollution period and time series changes, supplemented by the platform's information. Two platform functions can be used together to assist in auditing operations. 5.Others: Completion of work monthly report, work progress report, press release, related work assignments according to the progress requirements, and provide resident administrative engineers and resident vehicles according to the requirements of the regulations.
