提升焚化再生粒料應用技術及環境友善評估專案計畫

中文摘要 本計畫目的在持續精進底渣再利用管理方式、執行底渣再利用計畫相關業務,並依底渣再利用執行現況,提出建議供環保署參考,並針對焚化再生粒料流向管理系統維運及強化。主要工作成果摘要說明如下: 1.為精進底渣再利用管理方式,本計畫針對縣市環保局、焚化廠、再利用機構、加工再製機構,工程單位等對象設計問卷蒐集相關意見,並彙整各單位意見提出六項問題檢討與三項精進建議,使管理制度更完備,並提出「垃圾焚化廠焚化底渣再利用管理方式」修正草案。 2.為能與國際接軌亦蒐集彙整6個國家焚化再生粒料環境面規範,研析國內氯離子、pH值及硫酸鹽等標準;另針對焚化再生粒料刨除料進行試驗分析,均符合底渣再利用管理方式標準,且工程性能部分仍符合規範要求,可納入剩餘土石方,替代天然細粒料可減少資源開採對環境的破壞。 3.為提升焚化再生粒料之工程應用技術,已完成修編「低密度再生透水混凝土」及「瀝青混凝土鋪面」施工綱要規範之草案,亦完成編修「級配粒料底層」及新訂「基地填築及路堤填築」使用手冊,並辦理三場次專家諮詢會完善修編內容,提供工程單位設計及施工使用。 4.為使焚化再生粒料流向管理系統(RAMS)更符合使用者需求,已完成7大功能建置,且已執行8次資訊安全檢點作業、56件問題諮詢回覆作業、49項資訊需求維護作業等,並完成辦理二場次系統教育訓練,降低系統操作錯誤率;此外針對舊有的申報系統(DISP)執行退場機制,並於現行系統提供資料查詢。 5.為有效降低審查人員之業務負擔,本計畫已建立底渣再利用審查項目,亦協助審查一件試驗計畫成果報告(高雄市)。 6.為研析我國未來底渣再利用管理策略,蒐集5個國家管理政策,研析國內焚化再生粒料推動面臨五大問題與挑戰,並提出未來國內底渣再利用三大管理策略。

Enhance the application technology of construction use and ensure that recycled aggregates from bottom ash are environmental friendly

英文摘要 This project aims at improving the management of bottom ash recycling, conducting relevant works of bottom ash recycling project, providing suggestions to the Environmental Protection Administration (EPA), and maintaining and strengthening the operation of Recycled-Aggregate Management System (RAMS). Further explanations concerning this project are as follows: 1.To improve the management of bottom ash recycling, this project designed a questionnaire for local environmental protection departments, incinerators, recycling facilities, reprocessing facilities and engineering sectors to gather relevant advice. Through analyzing the data collected from the questionnaires completed by aforesaid respondents, six questions for review and three suggestions for improvement were proposed and compiled in this project to make the management system more comprehensive. And therefore, an amendment draft on the “Methods Governing Recycling Remains of Incinerators” was proposed. 2.To keep up to date with the latest progress of international community, this project compiled relevant regulations on the environmental aspects of incinerator bottom ash aggregates (IBA aggregates) from six countries, and analyzed domestic standards set for chloride ions, pH, and sulfate. Results showed that the crushed material collected from IBA aggregates meets the standards of “Methods Governing Recycling Remains of Incinerators” and its engineering performance also meets relevant requirements through analyzing and testing. Therefore, such material can be included into remaining earthwork as alternative material to natural aggregates and preserve natural resources. 3.To enhance the engineering application techniques of IBA aggregates, a draft on outline specifications for public construction for “regenerated low-density pervious concrete (RLDPC)” and “asphalt concrete pavement” were completed. This project also edited the manual for “Subbase Aggregate,” and made a new manual for “Road Base and Embankment Filling.” Three sessions of specialists consultation meetings were held for the completion of these two manuals for the use of construction and relevant units. 4.To make Recycled-Aggregate Management System (RAMS) meet users’ demands, seven functions were established, eight times of security testing were conducted, fifty-six replies to users’ questions were made, forty-nine items for maintenance were provided, and two training programs were carried out to reduce error rate when operating the System. Besides, decommissioning of the old system DISP was completed, and RAMS provides services for users to search for information that was on DISP. 5.To effectively reduce the workloads that were put on the examining members, this project established items to be examined for the reuse of bottom ash; besides, this project also helped examine a project report (Kaohsiung city). 6.To research and analyze the future management strategies of bottom ash in Taiwan, relevant information from five countries were compiled in this project. Three future management strategies for the reuse of domestic bottom ash were proposed through analyzing five challenges and difficulties encountered when urging the use of IBA aggregates.
