107年河川巡守隊經營運作輔導計畫

中文摘要 一、加強及輔導河川(水環境)巡守隊組織經營 臺中市水環境河川巡守隊共計30支隊伍,人數共計694人,志工以61~70歲比例最高(37%),其次為51~60歲(35%)。 1. 本年度完成超過30場次訪視,每個月定期進行電話訪問,面臨主要問題為經費、人力及活動三大問題。 2. 本年度依照山區、海區、屯區及市政區辦理完成4場次分區座談會,參與隊員及幹部共計72名。 3. 本計畫辦理完成2場次參訪作業,參加人數達241人,藉由參訪優良巡守隊伍,吸取績優隊伍之運作經驗,以建立巡守隊在地化、特色化及多元化之元素,並彼此分享經驗與心得,增進各隊感情。 4. 本計畫辦理完成1場次巡守特殊教育訓練,總計完成特殊訓練者48人,相關結業證書、河川巡守志工證及志工手冊等已印製完成並發放給各隊,截至101~106年度取得環保局核發之志工手冊有283人,並協助37位巡守隊隊員取得志工手冊,志工人數共計320人,志工人數約占總隊員人數46.1%。 5. 本計畫完成推薦豐原區東湳社區河川巡守隊為本年度優良巡守隊並完成製作一部本市推薦參加行政院環保署舉辦之全國優良巡守隊評鑑隊伍之微電影;另外製作一部人物專訪特輯;也製作一部關於今年度本市巡守隊整體經營運作情形之影片,預計於12月5日舉辦年終檢討會時播放給巡守志工們觀賞。 6. 本計畫依據臺中市水環境巡守隊經營運作實施計畫之評比原則,每月依各巡守隊活動辦理及綠網成果登錄運作情形,進行巡守隊積分評比,統計至11月,前三名分別為葫蘆社區河川巡守隊、豐田社區河川巡守隊、竹仔坑河川巡守隊、南嵩社區河川巡守隊及永隆康河水環境巡守隊。並定於12月5日舉辦本市水環境河川巡守隊年終成果檢討會,表揚辛苦努力的河川巡守隊員及增進各隊間的情誼。 二、 巡守隊組織之運作推動 1. 本計畫辦理完成5場次淨溪水質監測活動,其淨溪活動內容包括淨溪、水質檢測及教學,總計參與人數257人,共清理1,134公斤垃圾。巡守隊自主辦理轄內淨溪及水質監測活動達57場次,參與人數總計1,364人,共清理14,484公斤垃圾。 2. 本計畫辨理完成1場次世界水質監測競賽,其中安排水質大富翁、生活pH等闖關遊戲,希望讓民眾藉由遊戲的過程中,學習水環境相關知識,邀請海風里民及海風巡守隊共同參與。實際檢測大甲溪水質,監測水溫、酸鹼值、水體溶氧及濁度,共檢測48組數據,並上傳於國內外水質監測網站。 3. 本計畫輔導鼓勵各巡守隊定期進行水質檢測,以瞭解巡檢區域河川的水質之變化。水質監測網上傳204筆數據。綜合本年度水質檢測結果發現,溶氧量(DO)0~ 4 mg/L,而酸鹼度(pH)大部分介於7~8,屬於中性,少部分呈現微酸或微鹼,濁度因各水域不同而有較明顯差異。 4. 本年度計畫針對巡守隊操作及維護更新之工作要項包含:(1)輔導各巡守隊熟悉E化操作、(2)每月10日前完成更新前一月份之河川巡守相關資料及文書檔案管理、(3)協助巡守隊髒亂點7件及水污染7件之通報作業、(4)統計巡守隊巡守時數約3,756小時,志工時數約10,500小時。 5. 本計畫於每月10日前完成更新前一月份之河川巡守相關資料及文書檔案管理,並將執行成果填報於Eco-Life(綠網)及水質保護網,本計畫已協助建置相關活動發布有136件次(如教育訓練、各巡守隊淨溪活動、各區座談會等)活動。協助各巡守隊登錄巡守時數於志願服務網中,截至目前統計今年度實際協助各巡守隊志工登錄服務時數,總計約10,500小時。 三、 輔導巡守隊污染案件通報 1. 本計畫協助輔導各巡守隊主動進行通報案件,截至107年11月初止,巡守隊通報案件已完成查報髒亂點或水污染案件為14件。 2. 本計畫共計輔導9支巡守隊進行水污染源列管社區之法令宣導作業。共計輔導45處社區。

2018 River-patrolling tutorship program of Taichung City
