「執行汽、機車新車抽驗、使用中召回改正調查測試與相關措施研訂」專案工作計畫

中文摘要 在新車排氣管制工作方面,2018年計有1,269,208輛新汽機車領牌使用,其中有1,255,056輛採新車型審驗合格證明辦理,另有14,152輛採逐車測試方式辦理。新車型審驗計核發汽機車756件審驗合格證明,其中有包含274個新引擎族申請,其餘則為既有引擎族之沿用、延伸或修改,測試認證值多分布於排放標準值的一半以下;新車量產品質一致性管制,廠商執行新車品管測試計有3,765輛,測試結果與審驗值及分布範圍相近;配合環保署對30家廠商抽驗280輛新車,測試結果多分布於排放標準值的70%以下;召回改正調查依據汽機車排放相關資料,選取汽車7個引擎族40輛與機車8個引擎族40輛進行調查測試,依召回改正辦法判定,各引擎族各污染物測試平均值均符合排放標準;國外進口使用中汽機車逐車測試計有12,839輛,98%以上的汽油車採美國聯邦測試程序(FTP-75)測試,70%以上的機車採全球機車測試程序(WMTC),排放多低於排放標準一半以下;環保車評選,定期更新新車環保推廣網站資訊,2018年環保機車銷售45萬餘輛,占機車總銷售量約58%,顯示民眾對於環保車款逐漸重視。 國外法規蒐集部分,歐盟2018年9月起,加嚴執行汽車六期管制,導入實車道路排放(RDE)測試流程;美國自2017年起,逐年推動汽車第三階段標準(Tier III)規定,提高符合此標準之車輛比例;歐盟於2016年1月起實施機車四期法規,行車型態採用全球機車測試程序,2018年再對車載診斷系統(OBD)門檻值測試實施時程、使用效能監測(IUPR)、耐久測試等相關法規進行修訂;新車管制法規修訂部份,配合空污法之修訂,進行汽機車審驗辦法及相關測試程序草案、空氣污染防制設備管理規則、排放標準、汽車遙測篩選標準、使用中車輛之認定、古董機車管理辦法等法規修訂,以利相關管制業務推動;汽機車排放管制加嚴之研究測試,完成歐盟汽車24小時與48小時蒸發測試程序差異之比較,碳罐吸附丁烷的程序時間,置於熱靜置測試之前一天或當天測試前,對熱靜置測試無重大的影響;19輛老舊使用中車輛污染排放測試,結果顯示更換觸媒與排氣管對老舊使用中車輛污染排放有明顯改善效果,調整機車化油器之空燃比,對機車污染排放無明顯改善效果。

Implement of new model conformity of production inspection, the in-used vehicle recall investigative tests, and the emission control measures research for the gasoline vehicle and motorcycle

英文摘要 As to the task of implementation of new vehicle emissions control measures: in 2018, there were 1,269,208 new gasoline passenger vehicles and motorcycles being registered. Within which 1,255,056 vehicles were being certified by adopting the new vehicle type approval certification process and the other 14,152 vehicles were adopting the individual testing certification process. Total 756 new vehicle emission certificates were being issued which included 274 engine families others were categorized as carry over, extending or modification of the existing engine families. The type approval emissions testing values all were below half of the certification standard limit values; As to the task of new vehicle Conformity of Production (COP) tests: there were 3,765 COP tests being performed by the manufacturers, the distribution of testing results were close to the certification values; This project also cooperate with EPA to perform selective tests on 280 new vehicles manufactured by 30 different brands, the test results showed that the distribution of their emissions values were below70% of their related certification values; As to the task of recall and correction investigations: according to the vehicles’ emissions information, 40 passenger cars covering 7 engine families and 40 motorcycles covering 8 engine families were being selected and performed the investigation test. According to the recall and correction prescribed method, the average emissions values for all the engine families were in compliance with the emissions standards; There were 12,839 imported in-use gasoline passenger cars and motorcycles that being certified by adopting individual test within which over 98% of the gasoline cars were adopting the US FTP-75 test driving cycles and over 70% of the motorcycles were adopting the WMTC test driving cycles, the results showed that most of the emissions values were below half of their related standard limit values; As to the tasks of eco-friendly green vehicles evaluation: the information of the environment protection promotion website were updated and more than 450,000 green motorcycles were sold accounted for 58% of the total motorcycles that being sold in 2018 which showed that the selected green vehicles are gradually being recognized by the Public.
