107-109年度桃園市農地土壤污染控制場址適當措施改善計畫(第3期之3-2)污染改善工作-桃園大圳第三、四支線等灌區(乙)

中文摘要 為持續對於農地進行整治,桃園市政府環境保護局於107年8月辦理「107-109年度桃園市農地土壤污染控制場址適當措施改善計畫(第3期之3-2)-桃園大圳第三、四支線等灌區」,針對轄內農地進行改善作業,達土地永續利用及維護人民健康之目標。 本計畫需使用挖除法及耕犁法進行農地污染改善工作,合約數量為147筆,改善面積為26.0934公頃;另新增工項為13筆坵塊,改善面積為1.1290公頃(經第四次契約變更後數量),透過改善作業使土壤中重金屬濃度降至食用作物農地管制標準以下及符合農民耕作需求,並依土壤及地下水污染整治法規定解除污染列管。 依據細密調查結果,本計畫內147筆污染農地(面積為26.0934公頃)及新增工項13筆污染農地(面積為1.1290公頃),其超過食用作物農地管制標準之污染物均為重金屬「銅(Cu)」,其中本計畫內屬耕犁法坵塊有91筆,面積約17.1188公頃,屬挖除法坵塊有56筆,面積約8.9746公頃;新增工項內屬耕犁法坵塊有10筆,面積約1.0561公頃,屬挖除法坵塊有3筆,面積約0.0729公頃,於計畫規定期程內皆已完成改善並經監督單位驗證通過。同時針對計畫內坵塊皆已完成地力恢復工作並取得農民完工同意書,且皆已協助環保局解除列。 本計畫除依計畫預定工作內容與契約書之相關規定執行外,另配合環保局及監督單位,就本計畫執行之品質要求與進度控管,參與26次工作檢討會、27次工作討論會,提送26份工作月報。

2018-2020 Farmland Soil Pollution Control Sites Appropriate Measures Improvement Plan (No. 3,3-2) in Taoyuan City - Taoyuan Canal 3rd and 4th Extension Canal and Other Irrigation District (B)

英文摘要 "2018-2020 Farmland Soil Pollution Control Sites Appropriate Measures Improvement Plan (No. 3,3-2) in Taoyuan City - Taoyuan Canal 3rd and 4th Extension Canal and Other Irrigation District" was conducted by Taoyuan Department of Environmental Protection (TYDEP) on August 2018 for the continuous remediation of farmland to ensure sustainable use of land and conservation of public health. The remediation measures of this project included soil exchange method and soil dilution method to improve farmland pollution. There were total 147 farmlands, 26.0934 hectares improvement area based on the contract. After the fourth contract amendment, there were total 13 farmlands, 1.1290 hectares improvement area. The project was to confirm the concentration of heavy metal pollution below food crop farmland pollution control standard, met the farming needs and relieved from announced control list according to Soil and Groundwater Pollution Remediation Act. According to the results of the exhaustive investigation, there were 147 contaminated farmlands (26.0934 hectares) and 13 contaminated farmlands (1.1290 hectares), respectively. The pollutants of exceeding food crop farmland pollution control standard were all heavy metal copper (Cu), which were soil exchange method on 91 polluted farmlands (17.1188 hectares) and soil dilution method on 56 polluted farmlands (8.9746 hectares), respectively. In add item, there were soil exchange method on 10 polluted farmlands (1.0561 hectares) and soil dilution method on 3 polluted farmlands (0.0729 hectares), respectively. The other all of them have been improved and verified by the supervision unit within the project schedule. All areas have completed the restoration of soil fertility and obtained farmers completion agreement as well. This project has also assisted to relieve from TYDEP announced control list. This project was conducted within the content of contract and project schedule. In order to manage quality assurance, quality control and project schedule, 26 work review meetings, 27 work discussion meetings and 26 monthly reports have been held in coordination with TYDEP and the supervision unit.
