檢討增修公告回收項目及推動生產者延伸責任制度專案工作計畫
| 中文摘要 | 蒐集日本、德國、中國及法國回收及延伸生產者責任制度內容與執行成效，並研擬我國廢清法自主回收修法建議，包括中央主管機關得指定公告責任業者，成立聯合回收處理組織，並向中央主管機關繳納回收清除處理費。 評估廢PV模組回收作法，規劃初期由能源局代扣回收清除處理費，並先由能源局保管，待廢棄物清理法修法後，再轉入環保署資源回收回收基金。另配合生產者延伸責任規劃，建議由太陽能光電模組業者規劃回收處理系統之推動。在檢討評估增加公告回收項目部分，相關評估項目包括電風扇、平板電腦、電冰箱、洗衣機、冷暖氣機及個人電腦等6項目，評估結果建議擴大列管冷、暖氣機、電風扇、可攜式電腦及個人電腦等4項，並修正相關定義。 經查目前廢塑膠袋因材質複雜，導致處理業者較無意願處理。本計畫研提廢塑膠袋回收標準，並提供宣導資料置於環保署網頁供下載使用。另進行廢寶特瓶容器標籤輔助燃料試驗，所製成之RDF熱值在5,000大卡/公斤以上。 本年度辦理第五期「廢行動通訊產品回收合作備忘錄」簽約事宜，並訪查MOU簽署門市行動通訊產品回收及標示張貼情形之門市共154家，另為了解手機組成成分，本計畫拆解智慧型及按鍵式2種手機，其主要組成分別為電池26.9%及塑膠31.9%。 | ||

Review of updated regulated recyclable waste and promote the Producer Responsibility Extension system.
| 英文摘要 | The project collected and compiled information on the content and implementation efficacy of the resource recycling and extended producer responsibility system in Japan, Germany, China and France and offered suggestions for the amendment of articles pertaining to voluntary recycling in the Waste Disposal Act, including the central competent authority designating and announcing responsible enterprises to establish a joint recycling body and pay relevant recycling, clearance and disposal fees to the central competent authority. The recycling approach of waste PV modules was evaluated. Preliminary plans call for the Bureau of Energy to withhold the recycling, clearance and disposal fees, which shall be kept in an escrow account by the Bureau of Energy and transferred to the Environmental Protection Administration's Recycling Management Fund after the amendment to the Waste Disposal Act. In conjunction with the push for producer extended responsibility, it is recommended that solar photovoltaic module companies should launch a recycling system. After reviewing 6 categories of items, i.e. electric fans, tablet computers, refrigerators, washing machines, air-conditioners/heaters and PCs, to be added to the list of officially announced regulated recyclables, it is suggested that 4 of those items, i.e. air-conditioners/heaters, electric fans, portable computers and PCs, should be subjected to the regulations, and relevant definitions shall be revised. Investigations showed that waste processing facilities are hesitant to handle plastic bags due to the complex variety of their materials. This project studied and proposed recycling standards for plastic bags, while providing promotional materials on the EPA website for download. In addition, an auxiliary fuel test was conducted for labels on PET bottles, and the RDF calorific value was above 5,000 kcal/kg. The fifth Memorandum of Understanding on Recycling Waste Mobile Devices was signed this year. A total of 154 stores that signed the MOU and posted signs of the recycling were visited. On the other hand, to better understand the components of mobile phones, two types of phones were dissembled, i.e., smartphones and push-button cell phones. Results showed that the main components are batteries (26.9%) and plastics (31.9%). | ||
