The Management Policy Guidelines, Toxic and Concerned Chemical Substances Control Act was promulgated by the President on January 16, 2019. To assist in the comprehensive planning and compilation of relevant results by the Toxic and Chemical Substances Bureau based on "The Framework of Taiwan’s Chemical Substances Management Policy Guidelines," it will follow 5 major key items of chemical management capabilities as its policy of implementation to facilitate the content of 23 strategies of promotion and action plan as its basis, and help compiling first half-year results of the white-paper for relevant ministry and committee as well as the Annual Policy Report for the Toxic and Chemical Substances Bureau. In addition, it will also record all of the business achievements since the establishment of the Toxic and Chemical Substances for the last two years, and help compose records and films of policy of implementation for years 2018 in order to promote its communication with the community and outside opinions.
To strengthen the communication channels between the Toxic and Chemical Substances Bureau with relevant ministry and committee, the project will sponsor a session of encouragement camp for the Toxic and Chemical Substances Bureau, the Environmental Inspection Institute, and Soil and Underground Water Pollution Remediation Foundation to help with related management executives and staffs to cultivate their leadership and command, communication and coordination, and team-work spirit. Besides, 35 sub-laws in relations to the Management Policy Guidelines, Toxic and Concerned Chemical Substances Control Act should be enacted revised or one year within the promulgation of the control act. Hence, a session of training camp for encouragement is held for competent executives and staff in charge of legal regulatory affairs is held in view of revision of legal regulations, administration of business promotion, and focused directions and priorities for discussion and reports.
To help with the consultation and analysis of acts and bills, and collection of related data and information compilation for the Toxic and Chemical Substances Bureau, it will work with law amendment process of the Management Policy Guidelines, Toxic and Concerned Chemical Substances Control Act, assist in checking related sub-laws on the Management Policy Guidelines, Toxic and Concerned Chemical Substances Control Act, analyze sustainability assessment information on chemical industry product portfolio, and analyze dozens of related laws and information that are violation of the Management Policy Guidelines, Toxic and Concerned Chemical Substances Control Act. For administrative cooperation, it will assist in sponsoring relevant meetings for the Toxic and Chemical Substances Bureau, including inter-departmental meeting on Taiwan's Chemical Substance Management Action Plan (draft), and 10 sessions of elaboration and discussions as well as briefings on the Management Policy Guidelines, Toxic and Concerned Chemical Substances Control Act and also help in the production of business briefings, picture-cards.
