褐地場址活化及管理推動計畫

中文摘要 為加速我國場址污染改善與永續利用土地資源,本計畫延續前期計畫成果精進管理制度與配套措施,輔導與研析具潛力場址活化作法,達推廣制度與促成示範案例之目的。計畫精進土污法第24條第4項的作業程序,研提場址活化作業的審查原則,以提升行政作業效率;並提出場址績效考評納入活化作業之規劃,鼓勵地方政府辦理申請案件。污染土地設置光電設施方面,則盤點地下水事業場址與農地場址面積,並研議污染改善與光電設置併行制度與管理措施,達加速污染改善與提升再生能源發電量之目標,以及節約土污基金用於農地場址39%的支出。在配套措施方面,分析我國場址污染特性與整治費用關係,納入估價手冊中提供估價師參考;參考美國環保署用於褐地活化的污染擴散控制工程手段,編製我國的場址活化風險管理手冊。為推動活化示範案例,計畫篩選國內20處具活化潛力場址,透過輔導團隊宣導與研議推動作法,歸納出5類場址活化樣態與作業程序,以及遴選2處場址進行整體規劃。制度宣導方面則辦理4場專家諮詢會議,32場制度說明會共計448人參加,1場研討會共計153人參加,以及赴德國與加拿大進行參訪與經驗交流。前述工作成果已達成環保署後續推動褐地場址活化政策的階段性規劃。

The Promoting Project of Revitalization and Management of Brownfield Sites

英文摘要 In order to promote the efficiency of remediation work, and sustainable development of land resources in Taiwan, the project continuing the results from the former project. The related management system and complementary measures were improved, and the sites with revitalized potential were counseled. For advancing the administrative efficiency, the project modified the process of article 24, paragraph 4 in Soil and Groundwater Pollution Remediation Act, and developed review principles for site revitalization. Revitalization works were drawn up to be merged into site performance indicators to encourage local government to implement the strategy. For the policy of installing solar power on contaminated land, the project made an inventory of site area including the factory with contaminated groundwater and the contaminated farmland. Also, the system for concurrent remediation of pollution and installation of solar power was drawn up in order to promote the efficiency of remediation work, and achieving the goal of promoting renewable energy. This system reduces the Soil and Groundwater Pollution Remediation Fund expenditure on contaminated farmland about 39%. Additionally, the project analyzed the related information between contaminated characteristic and remediation costing, in order to build up detail information in the contaminated land appraisal guideline for appraisers. Moreover, the project screened out 20 sites with revitalized potential in Taiwan, by discussing implementation measures on these sites with the counseling group, 5 types of revitalized procedure were generalized, and completed revitalization planning for 2 sites were made. In order to advocate the brownfield site revitalization policy, the project held 4 expert consultant meetings, 32 explanations with 448 participants and a conference with 153 participants. Moreover, the project made experience sharing in Germany and Canada. Taiwan EPA’s strategies of promoting the brownfield site revitalization policy have been accomplished with the consolidated results of the aforementioned works.
