107年環境影響評估審查會議支援暨評鑑考評專案工作計畫
| 中文摘要 | 本計畫主要目的為協助辦理相關審查會議，藉由蒐集、彙整及分析各次會議的相關意見，提供環評審查委員參考並掌握歷次審查情形以延續前次會議之進行，並於會議結束後整理相關資料以製作會議紀錄，以提升環評會議辦理效率及審查之品質。本計畫執行期間支援辦理環評審查會議共154場，協助審查會議之各項庶務行政事宜及審查意見之綜整分析，包含(1)協助彙整會前書面意見共101件；(2)完成62件開發行為會前預擬資料之提列共95場；(3)完成81件開發行為歷次會議審查意見之蒐集及彙整，並綜整各類別開發行為主要關切議題，針對要求補正事項進行分析，提出改善建議；(4)建立範疇界定延續會議進度追蹤紀錄機制，共完成6件開發行為、12場二階環評範疇界定延續會議進度追蹤紀錄，其中5件開發行為已完成界定評估範疇；(5)協助完成142場會議及112件書面審查之核銷作業，以及(6)130場會議紀錄製作等工作。 為提升環評技術顧問機構之專業技術能力與環評書件之撰寫品質，本計畫亦協助依據「107年至108年環境影響評估技術顧問機構評鑑計畫」辦理評鑑作業，並協助辦理地方環保機關環評審查績效考評作業，以及環評業務檢討會，促使地方政府積極推動環評業務，並透過相關機關之交流，提供相關建議，促使我國環評業務之執行得以更加完善。 | ||

Project for Assistance on Holding EIA Review Meetings in 2018, Evaluation of EIA Technical Consulting Organizations and Performance Appraisal of Local Environmental Protection Agencies
| 英文摘要 | The main objective of this project is to improve the efficiency and quality of the Environmental Impact Assessment (EIA) review by assisting with holding the EIA meetings, collecting and organizing the comments of each meeting. During the operation period, this project assisted with holding 154 meetings and the tasks completed as follows: (1) collecting and organizing the comments of 101 document reviews, (2) drafting the conclusions of 62 development actions in 95 meetings, (3) collecting and analyzing the comments of the EIA meetings held of 81 development actions in 2018, (4) recording and tracking the progress of 6 scoping meetings in 12 development actions , 5 development actions's scoping meetings were finished (5) writing off receipts of 142 meetings and 112 document reviews, and (6) taking the minutes of 130meetings. Through this project, the evaluation procedure is conducted in accordance with the measure since Jan 9, 2018. To improve the performance on EIA affairs, the performance appraisal of local environmental protection agencies is conducted in this project and the appraisal results are collected and calculated. In addition, by holding one review conference, the local environmental protection agencies and relevant authorities were gathered to review the achievements of EIA affairs, to improve the ability of the authorities to conduct EIA affairs and to make the EIA system more mature. | ||
