107年度新竹縣土壤及地下水污染調查及查證工作計畫

中文摘要 本計畫經費共計新台幣10,700,000 元整,計畫期程自107 年1 月1 日起至107 年12 月31 日止,統計至11 月9 日提交期末報告時已完成進度100 %,茲摘錄工作成果說明如下。 至11 月9 日止持續列管中場址共17 處,包含︰4 處整治場址(二重埔加油站、華淵電機公司、台亞湖口北上加油站、關西鎮大旱坑段大東坑小段1-1 地號)、6 處控制場址(台亞湖口南下加油站、新竹科學園區二三路、全興避震器公司、中國化學製藥公司、精鈺金屬公司、新豐鄉新豐段797 等3 筆地號)、7 處依土污法第7 條第5 項採取應變必要措施場址(國軍退輔會3 家工廠、默克先進科技公司、台惟工業公司、台神工具公司、台豐印刷電路公司、欣興電子公司新豐廠、新竹汽車客運公司湖口站),其中3 處為106 年11 月後列管場址,均已進入行政程序陸續展開改善作業。本年度契約工項需辦理5 處改善後驗證工作,列管場址有3 場,分別於7 月完成默克先進科技公司土壤驗證(8 點位)惟仍有污染潛勢,8 月完成二重埔加油站土壤及地下水驗證(5 點位、4 口次)惟仍有污染潛勢、10月完成國軍退輔會3 家工廠土壤及地下水驗證(10 點位、1 口次)建議解除管制,轄內追蹤場址有2 場,分別於10 月完成新豐鄉西濱快速道路68.5 公里處工程誤擊油管應變後污染查證工作(4 點位)建議解除管制,及新豐鄉後湖村沼渣施灌用地土壤污染應變改善後驗證工作(5 點位)建議解除管制。 本計畫針對列管中場址依照查核頻率定期前往巡查監督,減少場址發生進度落後或未依核定內容施工之情形,必要時亦請環保局、環保署協助出面輔導,積極提升場址如期完成改善之達成率。本年度針對新竹客運湖口站辦理地下水污染查證(1 口次)、新竹科學園區二、三路周界達監測標準地區查核、精鈺金屬公司管制區外圍地區氟鹽污染情況查核(1 口次)、新豐鄉新豐段797 等3 筆地號(4口次)辦理污染範圍周界查證,目前各場址污染範圍仍於掌握中;另針對新豐鄉新豐段797 等3 筆地號場址內疑似新污染物質,辦理補充查證工作(2 口次),查 證結果改善單位自設井檢出2,4,6-三氯酚及五氯酚超過地下水污染管制標準;此外,針對地下水污染解列場址統一精工竹東加油站(4 口次),辦理最末次追蹤監測結果已無污染情事發生,故於本年度辦理廢井工作,中油新湖口加油站(2 口次)本年度監測MTBE 濃度已降低,後續如再次追蹤仍無污染情事,建議可安排廢井工作,詳細內容請參第2.3 節、第3 章、第4 章。 本年度針對地下水污染濃度達監測標準地區、高污染潛勢地區等,持續辦理監測工作,掌握污染物濃度變化情形與周邊事業狀況;監測結果霄裡溪流域沿岸地區(8 口次)、飛利浦竹北廠下游地區(含泰和工業區)(6 口次)等均無異常情形,惟環保署移交之運作中工廠含氯有機溶劑調查監測井中,台灣田邊製藥公司(1 口次)地下水中氯仿濃度超過地下水污染管制標準,建議於108 年度啟動訪查與確認工作,儘快掌握可疑之污染來源後,依法公告列管;另有錸寶科技公司(1 口次)及穩好高分子化學公司(1 口次)地下水中氨氮均超過地下水污染監測標準,未來仍需持續注意;三陽工業公司新豐廠(4 口次)持續檢出三氯乙烯濃度達到地下水污染監測標準,仍具高污染潛勢;三陽工業公司新竹廠(4 口次)地下水中氨氮超過地下水污染監測標準,又地下儲槽周邊檢出揮發性有機物,未來仍需持續關注;針對新興污染物辦理追蹤監測(3 口次),相關新興污染物質檢出濃度均偏低,將彙整成果提供相關單位參考,詳細內容請參第5 章;原高速達金屬股份有限公司地下水質監測,因監測井J00303 遭不明土石方掩埋且經開挖無法尋獲,故本計畫工項依減做辦理。 列管事業管理情況︰針對轄內87 處地下儲槽事業協助進行申報資料審查工作(部份於年中因營業或歇業而有數量異動),並篩選11 處進行書面資料勾稽與測漏管查核工作,現場測漏管查核均無達警戒值情形,其餘缺失改善事項已要求站方儘速辦理。針對轄內列管事業辦理土污法第8、9 條管制行為時,應依法提出土壤污染評估調查資料,本計畫協助辦理實質審查工作,自107 年1 月1 日至自107 年11 月9 日已累計審查33 件事業新提資料(11 件事業設立、12 件登記變更、10 件辦理歇業),數量與歷年統計結果大致相當(每年30~40 件)。本年度平均補正次數為1.62 次、自繳費至通過審查約需59.31 日,行政效率相較106 年已有顯著提升,目前已有29 件通過審查,尚有4 件於補正審查中。針對工業區申報備查資料,協助檢視資料完整性、正確性及有無異常情形,並妥善彙整資料提供未來污染案件發生時,資料調閱與參考評析,本年度執行唐榮高科技園區土壤及地下水品質調查,及中崙工業區土壤及地下水污染調查及查證等工作。詳細內容請參第6 章。 其他協助事項︰完成上、下半年度監測井巡查工作,並執行監測井外觀與內部維護、篩選無監測必要之監測井執行廢井工作。協助辦理13 場校園宣導活動、1 場民眾土水污染防治宣導活動、1 場國際研討會,每月提供工作月報,維護更新土水系統資料,額外提供宣導活動教具設計、事業參考用簡易版法規彙編等,積 極完成績效考評統計之業務內容,詳細內容請參第7 章。

Project of Soil and Groundwater Pollution Survey and Investigation in HsinChu Country,2018

英文摘要 The total cost of this project is NT $ 10,700,000, and the overall working period ended on December 31th, 2018. However, until November 9th, 2018, all works have been finished and the results of works were described as follow. As of November 9, there are 17 sites that have been announced of the control or remediation site in Hsinchu County, including: 4 remediation sites, 6 control sites, 7 sites may adopt necessary response measurement by Soil and Groundwater Pollution Remediation Act Article 7 Paragraph 5. During the year, a total of 5 verified work were completed and 3 sites were revoked. In order to avoid progressing behind, this project carried out the regular inspection and supervision according to the frequency of checking. If necessary, the Environmental Protection Bureau and the Environmental Protection Administration also visit the sites to assist in the counseling. During this year, we completed 4 groundwater pollution sites scope verification work, which were Hsinchu Bus Co., Ltd in Hukou township, Hsinchu Science Park, Jing Yuh Metal Industrial Co., Ltd and Xinfeng Township Xinfeng Section 797 and other 3 land numbers. At present, the pollution area of each site is still under control. In addition, for the suspected new pollutants in Xinfeng Township Xinfeng Section 797 and other 3 land numbers, we carried out supplementary verification work, the results showed 2,4,6-trichlorophenol and pentachlorophenol exceeded groundwater pollution control standards. Beside, the control or regulatory site listing has been cancelled, Seiko gas station and Xinhukou Gas Station, groundwater quality monitoring results had not exceeded the groundwater pollution monitoring standards. Details of the work, please refer to section 2.3, chapter 3 and chapter 4. In this year, this project continued to monitor the groundwater pollution of which the concentration exceeds the groundwater pollution monitoring standards, and high pollution potential areas, also to keep following the trends of pollutant concentration and surrounding business conditions. Results of monitoring were normal, such as in the groundwater of the river basin of Xiao-Li River and the downstream areas of the Philips Zhubei manufacturing plant (including Taihe industrial district). However, the chloroform concentration in the manufacturing plant of Taiwan Tanabe Seiyaku Co., Ltd exceeded the groundwater pollution monitoring standards. It is recommended to take necessary measures and investigate work in the year of 2019, to find the suspicious-sources of pollution as soon as possible, and announce it according to law. The NH3-N concentration of groundwater in RiTdisplay Corporation and En Hou Polymer chemical industries Co.,Ltd exceeded the groundwater pollution monitoring standards. The trichloroethylene (TCE) concentration of groundwater in Sanyang Motor Co., Ltd in Xinfeng township was exceeded the groundwater pollution monitoring standards as usual. The NH3-N concentration of groundwater in Sanyang Motor Co., Ltd in Hukou Township exceeded the groundwater pollution monitoring standards, and volatile organic compounds were detected around the underground storage tank. This project also monitored the emerging contaminants, the detected concentrations of related substances were low. Details of the work, please refer to chapter 5. Besides, because the monitoring well J00303 in Gaosuta company was buried by unknown wastes, so could not be found, the groundwater monitoring number was reduced. This project completed the reviewing the underground storage tank declaration reports on the system, 11 gas stations were selected for conducting soil gas detection and reports check. This project also assisted to review the documents pursuant to Articles 8 and 9 of Soil and Groundwater Pollution Remediation Act, total in 33 new application businesses, from January 1stto November 9th, 2018. During this year, the average corrections was 1.62 times, and from payment to pass the review was about 59.31 days. The administrative efficiency has been significantly improved compared with 2017. At present, 29 applications have passed the review, and 4 applications were in correction progress. This project also assisted to check the industrial reporting data about the comprehensive, correction and abnormal check. This year, the investigation of soil and groundwater quality in Tang Eng Science Park and the investigation and verification of soil and groundwater pollution in Zhonglun Industrial district were carried out. Details of the work, please refer to chapter 6. This project also completed twice-yearly inspections of monitoring wells, maintained the wells function, diminished useless wells, assisted in holding 13 campus education camps, 1 soil and groundwater pollution prevention public activity, and 1 international seminar.
