107年~109年細懸浮微粒(PM2.5)手動監測品保查核專案 工作計畫

中文摘要 本計畫執行期限為自107年10月27日至109年10月26日止,主要對PM2.5手動採樣器執行現場查核、實驗室秤重查核及精密性比對等品保作業,確保採樣作業及秤重分析品質,提升數據可信度目的。 現場儀器查核主要確認採樣器功能,共完成132站次,整體查核滿意率為99.1%;另現場操作程序查核共完成396站次,各查核缺失項皆已完成改善。 實驗室秤重查核主要針對濾紙調理秤重、實驗室品質管理等查核,確保秤重品質。本計畫共完成24次實驗室秤重查核,查核缺失項均完成改善。另完成4次實驗室間秤重比對,比對結果皆符合允收規範。 現場平行比對依據環檢所公告方法,與測站手動採樣器同步採樣,以確保數據可信度。本計畫共完成249站次,其中239筆濃度大於3 μg/m3,且比對濃度差值多數為0~±1 μg/m3間,顯示監測數據具高度可信度。 監測數據品保審查主要確認採樣表單填寫、濃度計算、品保品管等,與檢測方法符合性。本計畫共審查7,533筆監測數據,其中「暫停採樣」11站次、「採樣失敗」119站次、「品保失敗」2站次、「有效數據」7,401筆,整體數據可用率為98.2%。 無論現場查核、實驗室秤重查核等作業所發現之缺失項,皆於每次月維護會議中提出檢討,並由三區採樣單位提出改善狀況,後續由環保署及本計畫執行缺失改善追蹤。

Quality Assurance Program for (FRM) PM2.5 Performance Evaluation(2018~2020)

英文摘要 This report provides information of quality assurance for PM2.5 sampling activities from October 27, 2018 through October 26, 2020. The mission of the project comprises implementation of inspection, performance audit, and collocated comparison for field sampling and laboratory analyzing, so that requirements and goals for PM2.5 monitoring will be fulfilled. The performance audit used independent instruments and standards to inspect the deviation between the monitoring value and the standard value (accuracy). 132 stations were completed in two years. The acceptance rate was 99.1%. In addition, 396 stations, 2 items of procedure check for field operators were also included. And must follow up tracking the results of defects improvement. A quality system check for laboratory refers to the organizational resources, processes and procedures to implement quality management. 24 Laboratory system audits and 4 inter-lab weighting comparisons have been accomplished in two years. All samples are within the criteria, indicating overall good inter-laboratory agreement between the test laboratories and QA-Laboratory. The sampler collocation measurement is mainly based on the published method NIEA A205.11C by EPA Environmental analysis laboratory, to enhance the reliability of monitoring data. 249 field stations collocated comparisons were done in two years. 239 times valid comparisons were under circumstances of PM2.5 concentrations greater than 3 μg/m3. 0~±1 μg/m3 of concentration bias indicate a high credibility of PM2.5 manual monitoring data. Data verification and validation were mainly focus on worksheet filling, concentration calculations and quality management of laboratory, to meet the requirement of NIEA method. 7,533 pieces of data validations were carried out in this project. Among these data, 119 were marked “sample failed”, 2 were marked “quality assurance failure”, and 11 were marked “not executed sample.” The overall rate of available data is 98.2%. All defects from field performance audit and Laboratory check will be require to improve within certain days discussed in monthly routine data reviewing meeting, The EPA and this project will track situation of defects improvement.
