This is a continuous administrative controlling project. The main work of the project can be divided into three parts. The first part is carrying out the management of stationary source permit. The second part is providing economic incentive strategies, including charging air pollution fee, awarding, and subsidies. The last part is implementing various types of air pollutant reduction work. These works are performed to enhance current understandings of the pollution characteristics and emissions situation of stationary pollution sources in the Taoyuan city and assist in the implementation of stationary sources on air pollution controlling program in order to maintain the city's air quality.
The working period of the project's final report starts from 23 March 2018 to 31 December 2018, and all the quantitative work is more than 100% of the contract specifications. The business includes stationary source permit, air pollution fee and emissions review, inspections, pollution reduction, database maintenance and management.
In the section of stationary source permit, Taoyuan City has issued 2,130 manufacturing processes, accepted 1,136 permit review case, and issued 665 permits, that is including 19.2% new permits. In addition, we performed site survey as well; all of the audit missing has improved on-site by counseling. Therefore, the stationary source permit will be issued after the improvement confirmed.
In the section of air pollution fee review, there are 1,688 stationary pollution sources on list. About NT$130,044,000 per quarter can be levied. The settlement has done at 2 July 2018. There are 221 manufacturers have not paid for air pollution fee, with NT$19,061,220 needed to be paid. There are 220 manufacturers have paid NT$13,156,127 totally.
In the section of fugitive pollution source inspection, 209 stationary pollution sources are inspected. It has 28% of audit missing percentage at first inspection, and they are improved on-site by counseling. On the other hand, according to DEP,Taoyuan’s “Taoyuan city stationary pollution source and pollution control equipment real time monitoring management self-governance articles”, we have guided 16 gravel plants to install and connect CCTV.
In order to improve the air quality of PM2.5 effectively, Taoyuan City have promoted using clean fuel on former burners. Taoyuan City have promulgated “Taoyuan City’s subsidy project in using clean fuel on former boilers.” at February 18 2018 and renamed into “Taoyuan City’s subsidy project in using clean fuel on former burners” at August 22 2018. During the project, there are 76 boilers have changed the fuel(the particulate matter has deducted by 39.7 tons, sulfur oxides by 390.2 tons and nitrogen oxides by 202.5 tons respectively). 26 boilers are improving, 69 boilers are planning. The remaining 64 boilers which doesn’t have willingness to improve, the DEP will arrange for an inspect examination, and require that the manufacturers should either use clean fuel for boilers or add pollution control equipment.
We were listed and regulated 2,466 stationary pollution sources by enforcing permit management, air pollution fee review, and spot inspections. The emissions we grasped are respectively 2,925 metric tons per annum (non-metallic mineral products manufacturing 38.7%); sulfur oxides: 5,331 metric tons per annum (textile products manufacturing and finishing of textiles 24.3%); nitrogen oxides: 14,937 metric tons per annum (electricity, gas and water 49.89%); and volatile organic compounds: 23,536 metric tons per annum (e.g. semi-conductors manufacturing, tape industry, motor vehicles manufacturing 36.21%).
Apart from the terms of this project, we are continuously executing the business including:
• Guiding installation and connection of gravel plant’s CCTV.
• On site guiding of air pollution fee declaration system.
• Setting of "The reviewing principles of using coal boiler".
• Promoting and reviewing Taoyuan City’s subsidy project in using clean fuel on former burners.
