107-108年度研擬化學物質基金、法規、政策及管理專業技術人員計畫
| 中文摘要 | 本計畫已彙整國外化學物質管理方式、管理經驗及所需經費，並依據「毒性及關注化學物質管理法」第47條規定，研擬「化學物質運作費收費辦法」草案及其課費架構，課費對象建議為毒化物運作業者，依其領有之許可證、登記與核可文件種類及登載數量設計收費方式草案，分為基本運作費及增量運作費；並統計過去毒化物申報資料，評估各課費項目費率、課費總額及產業衝擊影響。此外，協助擬定「毒物及化學物質管理基金收支保管及運用辦法」草案及「毒物及化學物質管理基金獎勵及補捐助作業辦法」草案等有關基金設置之配套法規。 彙整「國際化學物質管理策略方針」(UN Strategic Approach to International Chemical Management, SAICM)過去沿革及2020~2030年後續推動方向，據以分析我國「國家化學物質管理行動方案」草案，提出我國之比較；並借鑒品質管理概念，擬定績效指標及管考機制。 協助研擬毒性及化學物質之專業技術管理人員查核流程，並以此流程實際完成9季之線上查核作業，第1季查核專業技術管理人員設置等級與人數不合格之廠商原有47家，經督導改善後，於109年5月查核與複查已無設置等級與人數不合格之廠家。此外，依據查核實務經驗，提出「毒性化學物質專業技術管理人員設置及管理辦法」之修正建議，並協助化學局辦理「毒性及關注化學物質專業技術管理人員設置及管理辦法」修正草案研商會議相關事宜。 協助進行108年及109年之民意調查（共8次），瞭解民眾對於化學局業務瞭解程度及滿意度，並分析2年調查成果之差異，據以提出政策建議；亦藉此問卷得知民眾對於化學局業務瞭解程度及施政滿意均有上升。 除政策研擬外，亦協助辦理法規說明會、研商會等13場會議，及2場次專家諮詢會議。 | ||

| 英文摘要 | The project compiled information for the international method of chemical substances management, experience, and necessary funds. In compliance with “Toxic and Concerned Chemical Substances Control Act”, Article 47 refer to formulate, implement, and supervise the draft for the Chemical Fee Collection for chemical substance and framework, and check of targets from which the fees are collected. According to the reported information and data, calculated basic handling fees and increased the rate of handling fees, and based on historical reported information to evaluate fee rate, total fee, and the conflict of industry. In addition, determined the Supplementary measure for the Chemical Substance Management Fund Revenues and Expenditures, Safekeeping, and Utilization Regulations and Toxic Chemical Substances Management Fund Reward and Donation Regulation. This project also compiled information for UN Strategic Approach to International Chemical Management and future promotion for 2020~2030, to analyze the draft of the National Chemical Substances Management Policy, use quality management concepts for reference, and then make the comparison, and equipment standard and mechanism of monitored oversight. Coordinated with assisting the procedure of The Toxic and Concerned Chemical Substances professional technical management personnel and completed online inspection. The First season inspected the level of professional technical management personnel and there are 47 enterprises failed at first. However, there is no failed enterprise after improvement. Additionally, with regard to the practical experience of inspection, suggested the revision for The Toxic Chemical Substances professional technical management personnel. A total of 8 public opinion polls in two years are completed in order to understand the satisfaction and understandings for chemical substances management. As well as “Toxic and Chemical Substances Bureau” could determine the rates of increase, effectiveness of advocacy and enhance policy understanding through questionnaires. In addition to formulate, implement, and supervise policy, a total of 13 regulation seminars and 2 expert consultation meetings are completed. | ||
