The implementation period of this annual project was from Jan. 01, 2018 to December 31. In this project, the main goals were to assist environmental protection bureau to implement the management of all kinds of regulations and systems, pollution source audit and control and quantity reduction counseling, present pollution situation update and survey and data archiving and regulation announcement; therefore, fixed pollution sources of Hsinchu County can be effectively controlled, and the air quality of this country can be improved and maintained. The specific control actions and results of this year were described as follows:
I Description of present status and change of listed and controlled public and private sites
In 2018, the statistically listed and controlled company number was 741, which showed an increase as compared to that of 2017. Statistically, 2018 total release quantity was particulate pollutants of 464 tons, sulfides of 858 tons, NOx of 1,903 tons and volatile organic compound (VOC) pollutants of 4,934 tons. For the surveyed release quantity of each type of pollutant, as compared to that in 2017, the increase or decrease situations were respectively as: particulate pollutants were reduced by 62 tons, SOx was reduced by 75 tons, NOx was reduced by 314 tons, and VOC was reduced by 307 tons.
II Audit control and quantity reduction counseling of all regulations and system
(1) For the permit system management, the permit application data will be reviewed more strictly, 229 permit applications were received, a total of 105 permits were issued, among them, in 23 permit reviews, the prevention equipment had been requested to be enhanced or updated, and the pollution quantity has been requested to be reduced. Meanwhile, 12 case-times of application data were consigned to expert and commissioner for assistance in double review.
(2) Moreover, the permit review principle was revised, and several important regulations were included, for example, hazardous air pollution control was included, and pollution source collection efficiency confirmation was also added, VOC prevention equipment efficiency enhancement was included, and quantity reduction of existed pollution source was also included.
(3) From fourth quarter, 2017 to third quarter of 2018, the air pollution fee payment received rate and web reporting rate were all of 100%. In the reporting quality aspect, air pollution fee web reporting classroom was held to conduct one on one online reporting teaching, meanwhile, the reporting counseling teaching of particulate pollutant air pollution fee added for the third quarter was enhanced, and air pollution fee reporting correct rate of 100% was achieved.
(4) Five company-times of report checking of incoming and sale product of public and private sites were made, among them, three companies need to add the payment, and a total of air pollution fee added was 1890 thousand and 2,382 NT dollars.
(5) For SOx, NOx and VOCs, through audit and test method, comparison operations of related release coefficient, cutting rate and VOC content in raw material were conducted, a total of added value for air pollution fee was 530 thousand NT dollars, for this project, letter has been sent each plant for payment supplemental operation on behalf of environmental protection bureau.
(6) Assist the review of air quality worsening emergency response plan for public and private sites of this county, then air pollution worsening notification and reporting systems were set up for fixed pollution sources, including specific reporting web pages and Line@(app) real time online notification and emergency response group.
(7) Reinforce the audit for catering industry, 28 companies of catering industry that were complained by the public were instructed to install oil and smoke prevention equipment, meanwhile, checking of setup situation of oil and smoke prevention equipment for catering industry in Chutung business circle was conducted, and instruction for installation was provided.
(8) 37 root-times of audit and test were completed, wherein 2 root-times had exceeded the release standard, and data had been collected to be submitted to environmental protection bureau for alleging and penalty operation and for conducting improvement follow-up.
(9) Assist the planning of all kinds of pollution quantity reduction and control operations, through the implementation of control actions such as active audit and counseling for quantity reduction (prevention equipment efficiency verification, process improvement counseling, and the implementation of low pollution fuel, etc.), 8 companies had been finished for adding or replacing the prevention equipment, 7 plants had changed to use fuels of low pollution, a total of reduction was: TSP: 18 tons, SOX: 55 tons, NOX: 42 tons, VOCS: 290 tons.
For this project, in addition to the completion of all kinds of contract works, and counseling was provided to the plant actively for pollution quantity reduction and related odor pollution improvement, consequently, air quality can be enhanced, and satisfaction for people in this county can be enhanced.
