The project was implemented on July 18, 2018. As of December 22, 2018, all task items have been completed. The implementation results of this plan is summarized as follows:
The project began to be implemented, a task team was set up and operated to control the reduction of granular materials of the sand and gravel washing plants and the dredging area, and the CCTV monitoring system was also prepared. At the end of September, 16 road monitors were set up in the zone of sand and gravel washing plants. There are 4 road dust monitoring systems, 2 license plate recognition systems, 10 road pollution monitoring systems, and online connection monitoring operations with the monitoring and command center of this project. During the season of poor air quality, through the monitoring mode of CCTV technology the monitoring and command center investigated 1,225 of times of dump trucks in violation during the transportation process, of which 402 of times of trucks were identified by the license plate recognition systems. The driver or company in violation were notified to attend the violation re-education courses. In the monitoring of road dust and pollution, it was investigated that 177 of times of road dust and 128 of times of road pollution caused by truck traffics. The above-mentioned pollution cases were informed on the team of air pollution control sub-project to implement improvement operations through the sand and gravel washing plants zone monitoring and command center, and the rate of pollution control effect was 100%. In the case of traffic dust or road color difference in the main transportation sections of the sand and gravel washing plants zone, the incidence of pollution violation continued to decrease from November to December.
The innovation of this project is based on the unmanned aerial vehicle (UAV) integrated with Youtube live broadcast mode and combined with the air quality pollution control sub-projects to simultaneously carry out the investigation of pollution sources, quickly grasp the defects of working pollution in the sandstone field and dredging area in the sand and gravel washing plants zone, and make up for the difficulty in manpower inspection operations to strengthen the effectiveness of inspection control. Thirty-three times on execution of UAV inspection and control operations were completed in the sand and gravel washing plants zone. Among them, 28 company or 314 of times of sand and gravel washing plants zone airborne inspections were carried out, and 141 of times sand and gravel washing plants were found defects, which was 2.6 times more than those implemented only by manpower in 2017. The overall defects rate found by the airborne inspections in the sand and gravel washing plants was 45%, which was 32% higher than those inspected only by manpower in 2017. For the case of river dredging, 5 fields or 10 of times of dredging area were carried out by airborne inspections in 2018, and it was found that there were 3 defects, and the rate of defects found was 30%.
In 2018, public participation in pollution control operations was promoted through the handling of the pollution notification meeting of the village head in the sand and gravel washing plants zone, the training of seed teachers on emission pollution notification of the school and community in the sand and gravel washing plants zone, the on-site pollution judgment observation activities in the gravel and dredging control area, and handling of education promotion on pollution control of the gravel and dredging control area on campus, etc. Through the handling of various seminars and training, 72 members of dust control defense team were successfully recruited in the sandstone zone. The defense team members utilize the “Line@ group” tool created by the monitoring center to conduct pollution notification, and report 6 cases of road dust and two cases of sandstone trucks driven on unpermitted road, 8 cases in total. The monitoring center immediately sent a case execution notification to the sub-project team for counseling and improvement, and reported the results.
For the case of effectiveness evaluation, the measurement results of the PM2.5 collected from the air quality monitoring station set up in the Shinnan Elementary School of Gaoshu Township were statistically analyzed. During the monitoring period, the PM10 concentration decreased by 5.9% and the PM2.5 concentration decreased by 5.2%. The results of handheld aerosol monitoring showed that the TSP improvement rate of the main transportation roads in the sand and gravel washing plants zone was 61.6-65.4%, the PM10 improvement rate was 60.2-66.3%, and the PM2.5 improvement rate was 29.0-46.8%. In the sand and gravel washing plants zone, the street dust loading measurement and analysis of the outward joint roads showed that the street dust loading of each road was reduced, and the reduction range was between 55 and 83%. The road cleanliness of the main outward joint roads in the sandstone zone was reduced from 15.5 to 4 km for the C grade road, increased from 2.5 to 10.5 km for the B grade road, and raised from 1.0 to 4.5 km for the A grade road. In this way, the control effects by technology monitoring integrated with the air quality control sub-project team can be comprehended in the sand and gravel washing plants zone.
In addition, the project leased and constructed a real-time air quality LED panel in Shinnan elementary school of Gaoshu Township, and broadcast the real-time air quality measured value online connection with the Pingbei PM2.5 air quality monitoring station, so that the people in the sand and gravel washing plants zone can keep abreast of the air quality status. It also contracted with the Guansheng Cable TV Station and Pingnan Cable TV Station to broadcast the poor air quality news on screen caption, 7 days in total and with the Best Radio Station to broadcast for 20 days. The "National Demonstration and Observation Conference on Technology Monitoring Pollution in the Sand and Gravel Washing Plants Zone of Pingtung County” was held and completed on 17 of December in 2018.
In order to continuously reduce the emission of particulate pollutants in the sand and gravel washing plants zone, the project is based on the pollution facts of the sand and gravel washing plants in the zone of this year, and according to the regulations concerning the management of the air pollution prevention and control facilities on the emission of particulate pollutants of the stationary pollution source released by the Environmental Protection Administration of the Executive Yuan to formulate 8 advanced "standards for the installation of air pollution control facilities in the sand and gravel washing plants zone of Pingtung County. In the future, we will be able to guide the owners in the sand and gravel washing plants zone as soon as possible to meet the advanced goals and reduce the overall PM emissions in Pingtung County.
