土壤及地下水相關計畫檢測數據品質提升計畫(II)-土壤及地下水污染物環境檢測機構管理強化計畫
| 中文摘要 | 鑒於目前環境檢測市場之交易制度與管理機制未臻完善，且對於環境檢測機構與檢測技術人員僅透過管理辦法進行規範，再加上對人員的責任義務定義尚有不足，以及檢測市場供需失衡等環境因素下，導致環境檢測數據品質有逐漸下降之虞，降低外界對政府在環境管理上的信心。因此迫切需要檢討規範檢測之「環境檢驗測定機構管理辦法」及相關問題。 為解決上述問題，將涉及環境檢測的「管理辦法」提升至法律位階，研擬「環境檢測法」草案，並於環境檢測法中納入事業單位與檢測機構之責任義務，將有助於制定及推行共同一致之環境檢測作業，以提升環境數據品質，並增進環境檢測業之發展，落實數據品質提升之相關精進作為，其中包括建置第三方支付（代收代付）平台、成立環境檢測基金、檢測技術人員證照制度、檢測過程錄影等方式，期促進環境檢測業之良性競爭及平衡。 本計畫遵照計畫書之規劃，均如期於各規定期限完成提送「環境檢測法」之架構及草案條文及相關對照表等資料至環檢所。 | ||

The Quality and Management Improvement Plan of Soil and Groundwater Pollution Analysis Data
| 英文摘要 | In view of the imperfect trading system in the environmental market, manage inspection agencies and technicians by ”environmental analysis organization management regulations”, and the definition of responsibility for technicians is unclear, and the unbalanced demand-supply in environmental analysis market. Therefore, there is an urgent need on the legislat ion of “environmental analysis act” which will elevate the legal status of current “environmental analysis organization management regulations”. This act is set up for the purpose of the establishment and use of uniform standards in order to promote standardization. Promote environmental analysis standardization to improve the quality of environmental data, and promote the development of the environmental testing industry achieving relevant improvements in data quality. This includes the establishment of a third-party collection and payment platform, established an environmental analysis fund, environmental analysis personnel certification system, promote excellent competition and balance in the environmental testing industry. This project finished all the jobs including the act framework, adapted management strategy, the draft and other results by request before the due date. | ||
