The implementation period of this plan has been from August 14, 2018 to August 13, 2019. The summary of the implementation results of this plan is described as follows:
1.Annual Governance Projects
Improving laws and regulations, implementing quality management, developing key technologies and promoting remediation and restoration are the main tasks of the administration from 2020 to 2023 pursuant to our business and goal. For business promotion, 3 ranges for the promotion have been established. In addition, the system of OKR has been introduced to review the key outcomes every half year to acquire the progress of the implementation and confirm the progress after the feedbacks are received for the purpose of achieving the key outcomes. With respect to administrative assistance, we have provided assistances to formulation of the policy implementation program and related package operations for 2019 and 2020. Furthermore, we have effectively improved the smoothness of filling forms in the Governance Projects Network Management System of Soil and Groundwater Remediation Fund Management Board, completed the revision and planning of the operating procedures of the management system and accelerated the handling of subsequent administrative procedures.
2.Routine Funding
In order to assist the EPA in reviewing and revising its funding practices and facilitating reviews on routine funding, a session of consultation meeting for "Key Points of the Subsidy" （Revised Draft） And "Appropriation Criteria" （Revised） was held on February 22, 2019 and the finalization of "Key Points of the Subsidy" And "Appropriation Criteria" was completed on February 27, 2019. In addition the key work of 2020 was defined on May 8, 2019 according to annual key work of the Soil and Groundwater Pollution Remediation Fund Management Board. And 4 conferences of the Routine Funding Project of Fiscal Year 2020 Review Conference, have been held in June 19 and 20, 2019 for reviewing the 2020 routine funding.
3.Annual Performance Assessment and Award Ceremony
In order to present and evaluate the performance of soil and groundwater business of Environmental Protection Bureaus, we have assisted the EPA to prepare 2019 Annual Performance Assessment Plan and conducted a session of consultation meeting for 2019 Annual Performance Assessment （Draft）. Furthermore we have assisted the Environmental Protection Bureaus to understand the content of 2018 and 2019 Annual Performance Assessment through establishment of the Assessment system, compilation of guidance manual and setup of a customer service line. In addition, the 2018 Annual Performance Assessment Award Ceremony was held according to the implementation of 2018 annual performance assessment by Environmental Protection Bureaus. We also have collected data relevant to use of the rewards in 2017 to help the EPA to grasp the use of incentive funds in Environmental Protection Bureaus, analyze purpose and concerned problems of the use of incentive funds and complete the revision of the 2018 incentive funds use plan.
4.Results and Achievements of Soil and Groundwater Business
It has been planned to assist the Environmental Protection Agency to write and print 2017 and 2018 Annual Reports on Soil And Groundwater Pollution Remediation in Chinese and English to provide an accurate understanding on the Achievements of soil and groundwater business of the Environmental Protection Agency over the years and compile the annual reports data in 200 flash drives to allow the Board to propagandize the implementation performance of soil and groundwater business in Taiwan when holding various events and publicizing the results. In addition, the plan on the section for achievement exhibition of 4 major categories and the section of concerned pollution sites on the official website of the Board has been completed and a lazy package about relevant introduction of the businesses of the Board and concerned sites of Sinopec and RCA has been produced to promote concerns about soil and groundwater.
