As the issue of air pollution has gradually been taken seriously by the public, the government has gradually disclosed relevant information for public inspection and supervision. The Continuous Emission Monitoring System (CEMS), which has the functions of immediate and continuous monitoring, enables the stationary sources to check the operation of air pollution prevention equipment, and enables the competent authority to monitor the discharge status of stationary sources in the jurisdiction and to achieve the purpose of pollution control. Through the open data platform of government, it realizes the public’s right to know. In order to comply with the regulatory amendments, the relevant control measures can be synchronized with the start-up to ensure that the overall CEMS control can be steadily improved. The main work priorities of this project include: (1) Assist in reviewing CEMS regulations and handling batch specifications, cooperate with legalization to promote business operations and assist in the completion of regulatory amendments; (2) Assist in handling CEMS counseling and auditing, promote CEMS monitoring and control operations, and master pollution source emission control; (3) Promote CEMS e-report operation, maintain the transmission stability of information disclosure, expand the CEMS monitoring information integration system function and related supporting control operations for building and monitoring the national CEMS database.; (4) Assist in the evaluation of the implementation effectiveness of the CEMS business of each EPB and the assessment of administrative operations, and to handle the CEMS business related briefings to enhance the overall regulatory capacity of CEMS in EPBs.
The project has continuously collected and mastered the latest CEMS management system and technical specifications, as well as the collection and reconciliation notice correction, research and public hearings, briefings and special consultations, and the opinions of the participants. To raise practical implementation issues, conduct a survey, analyze the possible causes of problems and provide solutions to practical implementation, continue to develop relevant control measures and evaluate their feasibility, and assist the EPA in drafting amendments. On May 3, 107, the "Year of the 107-year continuous monitoring of fixed pollution source air pollutants related to the control business promotion briefing" was held, and the local environmental protection bureaus exchanged opinions on the draft amendments. After the meeting, the guidelines set by the regulations were continuously consulted and negotiated the appropriateness and rationality of the draft amendment.
The project has been revised in accordance with the CEMS management method to implement the CEMS system and regulatory compliance counseling operations in public and private venues for a total of 22 sessions. The project has collected the difficulties of implement of the stationary sources, illustration the purposes of the law amending and the point for attention of the stationary sources. In addition, the demonstration project of the particulate matter concentration monitoring facility (PM CEMS) was carried out in three sessions to assist the voluntary demonstration of the PM CEMS monitoring facility confirmation procedure in stationary sources, and to understand the feasibility and difficulty of the implementation of the draft PM CEMS performance specification and research and development of relevant amendments. There were 17 CEMS business implementations of various local environmental protection bureaus were visited to assist the EPA in grasping the problems that may be faced in the implementation and management of the current regulations and amendments. It has also assisted the EPA to complete the second notice of the draft amendment to the CEMS Management Procedure on August 20, and assisted in the preparation of the 2 revised draft research and public hearings on August 31, and collected the revised draft contents of various opinions. Make regulations more relevant to the needs of implementation and management.
In response to future CEMS management amendments, new monitoring items and regulatory objects, current CEMS transmission content, including monitoring items, data status, related operational parameters, data encryption/decommissioning, management objects, data acquisition rate, integration platform, data the contents of the library, etc., need to be adjusted and revised. The data control structure should be updated, the central and local CEMS database and management system should be adjusted, expanded and corrected, and the relevant transmission modules and decoding programs should be revised. The operational characteristics of the controlled objects, adjustment and expansion of the electronic file system, enabling the relevant systems to interact with the information system management and complete the overall management system.
