地下儲槽系統申報資料勾稽查核及管理計畫(第三期)

中文摘要 環保署賡續辦理「地下儲槽系統申報資料勾稽查核及管理計畫(第三期)」,除維持歷年申報管理計畫之重點,並進一步依歷年執行經驗回饋地下儲槽辦法、驗證污染風險評價、提升資料庫正確性,同時針對潛在納管對象研提管理策略,以保護土壤及地下水的環境品質。本計畫已評析美國、加拿大、歐盟、澳洲、日本、中國及韓國等涵蓋歐美及亞洲之地下儲槽系統相關法令規定,並檢討修正地下儲槽辦法,亦完備貯存物質管理,修正水污法第33條第1項指定之物質;同時針對貯存燃料油及符合未來貯存設施業別之地下儲槽系統,完成23家現勘作業及後續管理建議;更提升環保署既設網路傳輸申報系統之服務與管理功能,強化系統資訊安全;並利用地下儲槽系統污染評價機制篩選高、中、低風險35站,完成現場驗證作業,並依結果回饋修正機制;亦於計畫期間協助推動相關管理工作。

The Inspection, Consultation and Auditing of Declaration Reports for Underground Storage Tanks Project (III)

英文摘要 The Environmental Protection Agency (EPA) has continued to implement the "The Inspection, Consultation and Auditing of Declaration Reports for Underground Storage Tanks Project (III)". In addition to continuing the focus of the reporting management plan which has been conducted over the past years, this project also provided further feedback on the underground storage tank method based on the implementation experience to the verify the Pollution Risk Assessment results, improve the accuracy of the database, and at the same time develop management strategies to protect the environment of soil and groundwater. This project reviewed relevant laws and regulations of the underground storage tank systems from various countries, including the United States, Canada, the European Union, Australia, Japan, China and South Korea (covering Europe, America and Asia). The Regulations for the Installation and Management of Facilities and Monitoring Equipment for Preventing Groundwater Pollution in Underground Storage Tank Systems as well as the Announced and Designated Substances under paragraph 1, Article 33 of Water Pollution Control Act were reviewed and revised. A total of 23 site visits and associated recommendations for the site management were completed. The existing EPA website of transmission declaration system and its information security were upgraded. A total of 35 stations with high, medium, and low pollution risks were selected using the underground storage tank system pollution risk assessment module. Confirmation sampling results were obtained to revise and correct the module.
