This project is being carried out since 1 Jan 2018 under a signed contract, looking into the final report based on quantitative work result, which dated till 31 Dec 2018, every monthly completed tasks and accumulated progress fulfilled the objectives requested by the contract. Results of the project are being summarized as below.
About the promotion of stationary sources permit system , within 252 cases of permit examination, 126cases of permit application were being examined fully; 126 cases were being examined substantially, 42 premises stated in the officially announced lists(The 1st and 2nd batch) required to report emissions quantities were made inventory. 951 fixes were made accordingly to EPA check results of monthly correction database abnormal columns. About the examination, issuance and checking of permit, new technicians were hired to assist with examinations this year, while 8cases were being appointed to them. 123 manufacturing process checking were done, 12 cases were found non-comply to issuance, 8follow-up tracking improvement were completed, checking compliance rate is97%.
The continuous promotion of air pollution reduction tasks, for all of the operation permits issued this year, there are 5 manufacturing process complete pollutants reduction tasks, the reduction way includes: reducing the raw material used, reducing the fuel used…, pollutants decreased387.6ton were reduced, sulfur oxides decreased 410.1tons were reduced, nitrogen oxides decreased115.6tons were reduced, this project will continuously promote the reduction control operation to improve air quality.
1,881data on inspection record were built this year, 1,639 cases of implementing regulation compliance , 242 cases of inspections. 12 times of Ambient /Flue physiological functional test of odor were carried out; 26 random sampling tests on sulfur content of oil and coal comply the regulatory standards. 4 times detection of flue dioxin and heavy metal were carried out respectively. Based on the inspection and detection results, 28 cases were given penalty this year, with fine amount sum up to 496million dollars, while 26 cases were being ameliorate , giving an improvement rate of 93%.
In total of 106 cases of air pollution control fees(includes VOCs) on-site inspection were done dated up until 31 Dec 2018,503 air pollution control fees examinations were completed, total emission amount of SOx is 3,143tons, NOx is 9,346tons, giving accounting amount of 10,501,711 dollars, VOCs accounting amount of 3,311,087 dollars,Par、dioxin and heavy metal accounting amount of 50,878 dollars, accumulating to air pollution control fees total amount of 108,863,676 dollars. Every seasonal online declaration rates are 100%.
Dated up until 31 Dec of 2018, industrial regulatory compliance inspections were done on 218 companies that were registered in the industry list , giving an inspection rate of 100%; 4 times of updates were made on EPA emergency contacts and equipment information system. Deep inspective operations were carried out on 2 factories respectively, one being done in ACC Hualien factory during 8th~23th June of 2018, while another were completed in CHPC Hualien mill during 30th of July till 10th of August, the operations consisted of on-site inspection, committee on-site assessment, document inspection, night inspection, unknown gaseous sampling analysis(GC/MS)and other major tasks etc.
Checking operations targeting stationary pollution source fugitive control list within Hualien county were carried out, 1,048 checking were done in total, with 771of it completed regulatory compliance checking, giving regulatory compliance rate of92.7%; Co-operative negotiations with rock soil and ready mixed concrete industry were being held seasonal , 253 and 92 cases of negotiations were made respectively; Dump truck’s pollution photographic evidence taken 56 times , tracking 714 trucks in total, photographic results showed that 42 trucks’ wastewater collection pipe failure, which has been resolved now; On promoting road adoption program, 76 firms participated in adoption, road adoption length summed up to 55.8km, cleaning road lengths up to 25,575.17km; Project inspection control targeting harbor area are done 79 times respectively, inspected firms were demanded improvement within specific period; About dump trucks automatic vehicle identify system, the system recognized 125,287 dump trucks at the exit/entrance in harbor area, while precisely identified 114,890 of it, giving an identification rate of 91.49%. Another set of large site dump truck vehicle identify system in total monitored 45,714 dump trucks, precisely identified 41,543 of it, giving a total identification rate of 90.43%, with no discovery of traffic violations.
