This project started on December 1, 2017 (the next day the bid was awarded) and ended on November 30, 2018, for a total of 12 months. Each work detail of this project was carried out on schedule with quantified results provided as below:1.Audit Works for Resource Recycling (Waste Sorting):Regarding audit works for resource recycling and waste sorting at the place of discharge, a total of 410 community buildings, schools and institutions have been checked, among which 19 were found to be inaccurate with their waste sorting at the places of discharge. After on-site consultation, improvements have been made.2.Documentation and Management by Recycling Business Operators:During the project period, the Environmental Protection Bureau of Kaohsiung City Government was assisted with the reviews of 34 recycling business operator registrations and applications.During the project period, a total of 81 registered recycling business operators have been guided to report their business volumes to the designated website of the Environmental Protection Administration before the 15th day of each month.During the on-site inspection and counseling, a total of 292 on-site inspections were carried out for the registered recycling business operators, among which waste lighting recycling business operators accounted for 20. In cooperation with the relevant government agencies, a total of 418 inspections were carried out for the loot and theft in the recycling business operators. So far, no violations have been found.According to the Environmental Protection Administration of Executive Yuan, the project assisted the Environmental Protection Bureau of Kaohsiung City Government in the monthly CCTV instant connection surveillance system to remotely monitor the subsidized recycling business operators. Every month, 10 such companies (16 materials) are inspected, and each material is judged for more than 1 hour. The results of the inspection are in compliance with the facility standards.3.Audit Works for Business Operators in Charge and Other 14 Large Vendors:There are 3 major achievements in the management of business operators in charge: 1. a total of 276 cases required by EPA correspondence were closed; 2. a total of 244 cases from other counties or cities were closed; 3. a total of 110 violating products sold on the market within the jurisdiction were actively investigated. All cases were tracked in accordance with the requirements of the Environmental Protection Administration and most of the business operators cooperated to make improvement after receiving consultations and guidances.During the project, audits and consultations were carried out for 5,425 times on the business operators (with 621 times for 8 major vendors, 3,335 times for chain drink stores, 560 times for convenience stores, 107 times for lighting sellers, 132 times for supermarkets, 84 times for chain cosmetics retailers, and 586 times for electronic appliance sellers), among which 5 business operators were found that their recycling locations were not labeled and their receipts were not kept safely. Nonetheless, the business operators cooperated to make improvement after receiving consultations and guidances.4.Accounting Guidance for Business Operators in Charge:During the project period, audit works were carried out for a total of 337 business operators, among which 144 under-reported and accrued a liability of NT$2,194,968 in total while 21 over-reported and made a over-payment of NT$51,598 in total. Business operators who under-reported shall be reminded to bridge the gap by making proper payment. Business operators shall also establish a file for their audit results on the EPA recycling management system.5.Counseling and Management for Electronic ＆ Electric Sellers:During the project period, a total of 116 and 586 on-site checking and counseling works were provided to the electronic ＆ electric recyclers and the electronic ＆ electric sellers, respectively. Among 33 business operators, a random sampling of 2,450 joint forms was carried out and 1 business operator was found unable to keep the joint form safe and lost it. A warning ticket was issued to remind the business operator to follow the laws and regulations.6.Assessment for Assisted Recycling Performance:To assist the Environmental Protection Administration of the Executive Yuan, Environmental Protection Bureau of Kaohsiung City Government convened a review meeting for the assessment of recycling performance on February 5 & 6, 2018 and write annual results reports and review meeting presentation based on the results of various recycling performances in 2017. After competing with other competitors, the city was awarded an annual silver medal from Environmental Protection Administration of the Executive Yuan. In response to the 2018 recycling team performance assessment of each district, a total of 23 site surveys and 5 review meetings were carried out.7.Waste Reduction At the Source and Green Measures:On the eve of Chinese New Year, Dragon Boat Festival, Chinese Valentine's Day, and Mid-Autumn Festival, the dedicated personnel were sent to the sellers' premises within the jurisdiction where 684 gift boxes were checked without finding any significant violation. Upon reception of a letter from Environmental Protection Administration of the Executive Yuan on the eve before site survey, a total of 3 messages were published on the official website of Environmental Protection Bureau of Kaohsiung City Government to inform the general public of this latest news.
Checks on the plastics trays and gift box reduction have been carried out for a total of 238 business operators during the project period, all of whom have reduced the use or foud substitutions in accordance with the project content.In conclusion, with the promotion of this project, the Environmental Protection Bureau of Kaohsiung City Government was assisted to achieve the preliminary performance in relevant policies and regulations on resource recycling, the fairness in law enforcement to the violating cases, and the management of various recycling channels.
