107年度連江縣土壤及地下水污染調查及查證工作計畫
| 中文摘要 | 計畫截至107年12月20日前，已完成計畫所有應執行工作，各工作項目成果摘要如下，工作完成數量說明如表1。 1.農地土壤調查工作完成北竿鄉坂里村農地(95處，17樣品，經XRF篩測後共分析4點次)及南竿鄉未曾耕種土地調查(9處，XRF篩測共計18樣品)，且重金屬濃度並無偏高情形，皆低於「食用作物農地之監測標準值」與「食用作物農地之管制標準值」。 2.軍事場址調查工作完成南竿鄉仁愛舊保修廠及東引鄉雙柱加油站調查，且揮發性有機化合物及總石油碳氫化合物濃度並無異常，皆低於「土壤污染管制標準」。 3.高污染潛勢區域監測工作完成北竿鄉午沙廢棄加油站場址外圍(至上方廢棄軍魂油庫之油管路線)土壤調查，計1點次土壤樣品之TPH(1140 mg/kg)超出「土壤污染管制標準」。 4.完成2口監測井設置及每半年一次之11口次監測井巡查(第一、四季額外各完成二次外觀巡查)，並辦理2口次井體維護更新、2口次井況評估後，各完成1口次異物排除及再次完井。 5.地下水監測工作完成上、下半年各4口次監測，其中Z00092監測井之總溶解固體物、氯鹽、總硬度及氨氮；Z00093監測井之總溶解固體物、氯鹽、硫酸鹽及總硬度超過地下水監測標準。 6.年度完成106年第3次及107年第1次及第2次之地下儲槽網路申報及資料審查，申報率皆為100%；並完成12站次地下儲槽系統之現況輔導及稽查，計有三處地下儲槽之防溢設施功能不足；另完成1站次地下儲槽功能測試及油氣檢測作業，檢測結果並無異常情形。 7.已執行北竿鄉午沙廢棄加油站控制場址12次巡檢工作，1~8月巡查無異狀，9月時發現圍籬損壞，10月已修復完畢，惟未張貼告示牌，12月份巡查時已張貼告示牌，另風山復育場自1月起巡查發現土方遮蔽物已破損，已要求軍方儘速復原；津沙靶場與梅石靶場等兩處7條5場址，亦已完成各6次巡檢工作，並無異狀。 8.針對縣內事業完成1場次地下儲槽設置管理規則之法規宣導說明會；完成5場次土壤及地下水環境污染防治校園說故事宣導；完成每季1次，共計4場次軍事聯繫會議；完成1場次長官、專家或學者之連江縣污染場址現場勘查暨座談會。 9.辦理3件次緊急應變作業，分別為南竿鄉電池山2號井地下水監測、北竿鄉午沙廢棄加油站地下水調查及南竿鄉青檀澳地區民井地下水及土壤調查，皆無異常狀況。 | ||

The Investigation of Soil and Groundwater Contamination of Lienchiang County in 2018
| 英文摘要 | For the environmental sustainability, the program of “The Survey of Soil and Groundwater Contamination in Lienchiang County in 2018” has been advanced, which involves: 1) To investigate soil of farmland, military stronghold and high pollution potential martial sites. 2) Groundwater monitoring wells maintenance and groundwater investigation in both dry and wet season. 3) To assist and supervise declaration and facilities improvement of gas stations. 4) To supervise control sites. 5) The advertisement and education of gas station regulations. 6) Dealing with emergency cases, and administrative assistances. The plan has been executed from January 1th 2018 to December 20th 2018, and the results of implementation are summarized as follows. The soil investigations of Nankan farms and Peikan unused farms, the results were below the monitoring standards. The soil investigations of two military stronghold site, the results were below the control standards. The soil investigations of Wu sha control site, the results showed that the TPH concentration(1,140 mg/kg) exceeding the control standards. The task of groundwater monitoring wells inspection was implemented twice this year averagely and there were totally 22 maintenance works finished. The one groundwater monitoring well screens also were completed, and two purges of monitoring well were implemented according to the screen results. Besides, there were 4 monitoring wells surveys accomplished in both dry and wet season, and whose results indicated that the 1 groundwater of monitoring wells with exceeding monitoring standard of total dissolved solid, chloride, hardness and ammonia. With respect to the mission of to assist and supervise declaration and facilities improvement of gas stations, the three times of declaration checks, gas stations assistance and one stations of soil gas monitoring were completed.
