108年臺中市全球環境教育夥伴(GEEP)亞洲中心籌備計畫

中文摘要 本計劃為臺中市政府環境保護局委託國立臺中教育大學執行之「108 年臺中市全球環境教育夥伴(GEEP)亞太中心籌備計畫 」,至期末規劃時 程內應達到之工作項目、數量及相關要求均以達成,達成率為100%,並 亦額外進行相關工作。 整體而言,環境教育本身具有良好之彈性及整合特性,應可嘗試與其 它單位及民間團體等進行跨領域合作,在以環境關懷及環境永續的架構下 進行分別擅長的議題推廣,由環境教育做為不同議題之連繫方式,應能以 達到環境教育推廣之最大效益。目前臺灣及臺中市所推動項目及方向與各 國所著重方向其實並無大異,然於跨領域合作部份,目前在台灣則需要以 類以建置跨單位平台方式進行橫向單位上的彼此連繫與合作做為相互推廣 方式。考量亞太中心長遠發展所需,未來應朝向建立完整特化型環境教育 (Specific EE for Engineers and Scientific Workers)以環境意識的提昇 (Awareness Promotion)、環境友善的落實(Friendly Implement)、環境 行動的參與(Activity Participation)及環境知識的增強(Professional Knowledge Enhancement)等方向為中心執行的優先目標。 是故,全球環境教育夥伴亞太中心之發展策略著重於基於臺灣本身既 有資源整理,發展具特色及富技術性之環境教育教材教案,藉此塑造具臺 灣特色外,同時以拓展環境教育之影響力為目標,並藉此與國內外社會企 業、團體乃至政府單位建立合作關係,並培養青年青領袖且進行經驗傳 承。因此在後續的中心發展上,應能以實驗性質去嘗試不同的環境教育教 學與環境保護觀念傳達方式。

108 Taichung City Government Global Environmental Education Partnership (GEEP) Asia Pacific Center Preparatory Plan

英文摘要 This Project is the “108 Taichung City Government Global Environmental Education Partnership (GEEP) Asia Pacific Center Preparatory Plan” entrusted by the National Taichung University of Education by the Environmental Protection Bureau of the Taichung City Government. All are achieved, with a 100% achievement rate, and additional related work has been carried out. “Analysis of successful cases of international promotion of environmental education” (1), “GEEP Asia Pacific Center Opening Ceremony” (one session), and “Taiwan-U.S. Exchange Experience Promotion Seminar” (2 sessions), “Air Quality Monitoring &Experience Exchange Camp” (5 sessions), “Environmental Education for Youth Leader Training Camp” with online courses (55 people) and seminars (64 people),“Environmental Protection and Promotion Experience Exchange Conference” (109 people), Participation for“2019 Global Environmental Education Partnership Conference and NAAEE 2019 Annual Conference “, “Set up the GEEP Asia Pacific Center Webpage” for promotion and information exchange , “Set up a consultation line”, and proposed a proposal for the GEEP AsiaPacific Center structure, and also Cooperate with civil science organizations, NGOs and online communities, such as the LASS Public Welfare Open Network, and cooperate with Wikipedia in the “2020 Wiki Love Earth” photo competition, gradually expanding the Asia Pacific Center to work with international civil organizations. On the whole, environmental education itself has excellent flexibility and integration characteristics. It should be possible to try to cooperate with other units and non-governmental organizations in cross-sectoral cooperation and promote the topics that they are good at under the framework of environmental care and environmental sustainability. Education, as a link between different issues, should be able to achieve the maximum benefit of environmental education promotion. Currently, the projects and directions promoted by Taiwan and Taichung are not much different from those of other countries. However, in the cross-field cooperation part, now, in Taiwan, it is necessary to build a cross-unit platform for horizontal unit connection. Department and cooperation as a way of mutual promotion. Considering the need and requirements of the long-term development of the Asia-Pacific Center, future work should be towards establishing a complete and specialized environmental education (Specific EE for Engineers and Scientific Workers). With the promotion of environmental awareness (Awareness Promotion), the implementation of environmental friendliness (Friendly Implement), and participation in environmental actions (Activity Participation) and the enhancement of environmental knowledge (Professional Knowledge Enhancement) are the priority goals of the central executive. Therefore, the development strategy of this center focuses on organizing and developing unique and technical environmental education teaching materials and teaching plans based on its own existing resources. In addition to shaping its own characteristics, it aims to expand the influence of environmental education, and at the same time, cooperate with domestic and foreign Social enterprises, organizations, and even government units establish cooperative relationships, train young youth leaders and carry on experience inheritance. Therefore, in the subsequent platform construction and stratospheric breakthroughs, it should be possible to experiment with different teaching and concept transmission methods.
