108年度「屏東縣空氣品質感測物聯網布建計畫」

中文摘要 一、 108年6月14日昱山字第108D0048號檢送細部規劃書初稿1式3份。108年9月9日昱山字第108D0092號檢送細部規劃書修正稿。108年10月24日昱山字第108D0119號檢送細部規劃書定稿本3份。 二、 108年8月22日至8月25日於屏東測站進行及完成一致性比對測試。 三、 感測元件效能依照行政院環境保護署指定之單位進行測試驗證,驗證通過。本公司檢附實驗室測試報告、實地場域測試報告(IMV=5.3%、相對器差= -1.9%、相關數據R2=0.92、0.94、0.92),符合契約(環保署)規定【IMV≦10%、相對器差≦30%、R2≧0.7】。 四、 完成100台感測器布建,包含組裝、比對測試驗證規劃,並制定快速安裝固定、線路及電源連接等運作之標準作業流程。 五、 完成107年度已布建之300台感測器維運服務,自備最少2組手提式分析檢測器執行巡迴感測品質管制作業位址及其各類相似特性分群(即相鄰3台感測器為一群,每年巡檢2次,108年07月22日至108年09月18日止完成第一次巡檢;108年10月15日至108年11月22日止完成第二次巡檢,巡檢結果資料均符合規定【bias≦30%、CV≦0.2】。 六、 配合行政院環境保護署執行兩次第三方績效查核作業。第三方查核時間為108年8月21日及108年12月12日,其品質滿意度於冷季品質滿意度98.28%,資料完整率99.25%;暖季品質滿意度79.17%;平均濃度於冷季為26.0 μg/m3、暖季為15.7 μg/m3;資料完整率部分均有98%以上之表現。 七、 107年度300台感測器於11月之月平均完整率為95%、12月之月平均完整率為97%;108年度100台於10月之月平均完整率為93%、於11月之月平均完整率為95%、12月之月平均完整率為94%。 八、 單台感測器逐月數據完整率,統計本計畫之感測器共計900筆完整率計算中(100台*3個月及300台*2個月),共有31筆未達到完整率90%,其中共29筆已取得第三方之佐證資料(詳附件九),統計不可抗力因素中,共有27件路燈線路異常或故障、1件施工導致及1件係外在環境因素(鹽害導致主機板鏽蝕)導致,另有2件無法取得不可抗力因素。 九、 運作400台規模之空品物聯網,利用空氣品質感測物聯網輔助環境智慧治理,解析各感測點污染物濃度時序變化情形,經融合風速、風向數據分析,標定污染熱區、排放潛勢區及污染時間熱點,縮短蒐證及稽查時間,有效打擊空氣污染業者,並於108年應用於環境執法稽查,查獲告發違規5件行為。

2019 Pingtung County air quality sensors IoT deployment project

英文摘要 I. The first draft revision plan attached in triplicate by Wisdom No.108D0048 on Jun 14,2019. The Revise first draft plan attached by Wisdom No. 108D0092 on September 9,2019. The final plan attached in triplicate by Wisdom No. 108D0119 on October 24,2019. II. Pingtung sensor station has accomplished field evaluation prior to deployment on August 22 to August 25,2019. III. Sensing element effectiveness passed EPA specify test. Our company attached laboratory test report and field test report (IMV = 5.3%, relative device difference = -1.9%, related data R2 = 0.92, 0.94, 0.92), all in compliance with EPA contract requirements [IMV ≦ 10 %, Relative difference ≦ 30%, R2 ≧ 0.7]. IV. Completed the deployment of 100 sensors, including assembling, sensor-performance testing and verification platform planning, and formulated a SOP of operating procedures for installation and fixing, wiring and power connection. V. Our company has accomplished the deployment of 300 sensors maintenance service in 2018, assort every 3 sensors as a group to execute sensor-performance quality controlling tour task with at least two portable air analyzer , two inspections per year, Completed the first sensor-performance quality controlling tour task on July 22,2019 to September 18,2019;Completed the second sensor-performance quality controlling tour task on October 15,2019 to November 22,2019, the inspection results were in compliance with the regulations [bias ≦ 30%, CV ≦ 0.2]. VI. It executed twice third-party cheque with EPA. The third-party cheque date was on August 21, 2019 and December 12, 2019. The clod season quality satisfaction was 98.28%, data completion rate was 99.25%;The warm season quality satisfaction was 79.17%;The average density in clod season was 26.0 μg/m3,in warm season was 15.7 μg/m3;The data completion rate was over 98%. VII. The 300 sensor of average completion rate in November 2018 was 95%, in December 2018 was 97%;The 100 sensor of average completion rate in October 2019 was 93%, in November 2019 was 95%, in December 2019 was 94%. VIII. A single sensor data completion rate by monthly, to perform statistics calculation of 900 sensor data completion rate, thirty-one of among were failed to reach 90% completion rate, twenty-nine of among were obtain supporting information from third parties, twenty-seven of among were abnormal or faulty street light line, one of among was caused by construction, and one of among was an external environmental factor, two of among were by un-resistible factors. IX. Operated 400 air quality sensors IoT, assisted environmental in intelligent maintenance management through data analysis by air quality sensors IoT, analyze the variation range of the pollutant concentration at each sensors, analyze the wind speed and wind direction data, formulate the pollution zone, the potential pollution zone and the spot time of pollution, reducing the search and inspection times, to combat the air pollution makers effectively, applied experience to practice in the environmental inspection in 2019, seized 5 violations.
