108年度南投縣室內空氣品質管理計畫

中文摘要 本計畫主要目的為協助南投縣政府推動室內空氣品質改善,計畫期間配合南投縣環保局執行公私(公告)場所之室內空氣品質管理巡檢作業(巡查內容含專責人員之設置情形、維護管理計畫之撰寫及備查情形、室內空氣品質檢驗測定紀錄、檢驗測定結果公布之情形等業者應辦事項)。 本計畫自4月29日開始執行,截至11月20日止本團隊共計完成90處場所95家次之室內空氣品質巡查及90處場所338個空間872點次二氧化碳巡檢作業。室內空氣品質巡檢作業經巡查檢90場次共計有10%場所超標,巡檢結果顯示圖書館、醫療機構、幼兒園及健身中心等場所易產生室內空氣品質不良之疑慮,其生成原因為人員密集,通風換氣不足所致,適當開窗及控制室內人員密度可避免二氧化碳濃度超標,其中超標場所中的健身中心為本年度考評場所,因此本團隊會盡力協助改善使其擁有良好的室內空氣品質。54場次TVOC檢測結果有13處場所有超標情形,超標場所主要為地下停車場、醫院、健身中心及幼兒園。本團隊於巡檢項目亦使用手持直讀式PM2.5檢測儀檢測63處場所,檢測結果多介於0至23 μg/m3間符合法規標準;而在PM10的方面則有2處地下停車場高於法規標準值。 縣內12處第二批公告場所應於今年完成第二次定檢並於定檢完成後上傳申報資料,目前已有10處完成,本團隊也將協助剩餘2處場所完成其應辦事項。 依合約規定需完成5處室內空氣品質定檢,其名單則以巡檢超標場所或環保署公告列管場所、逐批公告場所及相關類型場所或局方指定依序選擇,定檢五處場所已於11月14日全數作業完成,5處定檢場所分別為2處地下停車場、2處幼兒園及1處國民小學,定檢結果全數符合標準。針對本年度巡檢超標之場所篩選2處,邀請專家學者進行輔導並提供改善建議協助其改善室內空氣品質,此項作業亦於10月31日完成。1場次列管場所應盡事項教育訓練及1場次宣導說明會已於8月中旬及10月初舉辦,另跨局處會議已訂於11月21日舉辦;已完成2篇新聞稿撰寫,另1篇新聞稿將於12月初完成;500份之宣導品購置已於10月30日完成驗收;至11月20日止本團隊已進行4場次校園及公私場所之室內空氣品質宣導,使民眾及學童建立正確之室內空氣品質維護觀念,並將觀念分享給家人或朋友,以達到本計畫宣導的目的。

108th Nantou County Indoor Air Quality Management Plan

英文摘要 This study aims to help the Nantou County Government promote indoor air quality improvement projects. During the research period, the research team cooperated with the Environmental Protection Bureau of Nantou County to implement patrol inspections of indoor air quality management in public and private (declared) venues. The inspection content included establishment of responsible personnel, writing and future reference of maintenance management plans, indoor air quality test and measurement records, declaration of test and measurement results, and other tasks the operators should complete. This study started on April 29. As of November 20, the research team completed air quality patrols at 90 venues and 95 businesses, as well as CO2 patrol operations at 872 spots of 338 spaces in 90 venues. Among the 90 venues undergoing indoor air quality patrols, 10% exceeded required thresholds. The patrol results revealed that venues such as libraries, medical institutions, preschools, and fitness centers easily induce concerns for poor indoor air quality because of dense gathering of individuals and inadequate ventilation. Appropriate opening of windows and control of indoor personnel density can avoid excessive concentration of indoor CO2. Among the venues with excessive CO2 concentrations, fitness centers are the focal point of the yearly review; therefore, the research team will endeavor to help fitness centers achieve favorable indoor air quality. In total volatile organic compound inspection in 54 venues, 13 venues exhibited values exceeding the threshold. Such venues were mainly underground parking lots, hospitals, fitness centers, and preschools. During the patrols, the research team used handheld direct-reading PM2.5 sensors to inspect 63 venues. The readings revealed that most of the venues had a PM2.5 concentration between 0 and 23 μg/m3, conforming to legal requirements. However, in 2 underground parking lots, PM10 concentration exceeded the legal threshold. In Nantou County, 12 second-batch declared venues should complete the second regular inspection this year and upload their declaration information after the inspection. So far, 10 venues have completed the procedures. The research team will assist the remaining two venues to complete the required procedures. According to the contract requirements, the research team must complete indoor air quality regular inspection at 5 venues. The list for patrol was selected from venues exceeding the legal requirements, venues declared by the Environmental Protection Bureau as venues classified for monitoring and inspection, batch-based declared venues and relevant venues, or venues designated for patrols by the Environmental Protection Bureau. Regular inspections of the 5 venues (2 underground parking lots, 2 preschools, and 1 elementary school) were completed by November 14. The regular inspection results indicated that all the 5 venues conformed to required standards. Among venues that were detected with excessive pollutant concentrations this year, 2 venues were selected for which experts were invited to provide guidance and improvement suggestions to help them improve their indoor air quality. The procedures were completed by October 31. In mid-August and early October, an education and training session for instructing the tasks the venues classified for monitoring and inspection should complete and a session of promotional explanation were held, respectively. Interdepartmental meeting was planned to be held on November 21. Two press releases were completed and another press release will be completed by early December. Procurement of 500 demonstration items was completed and passes inspection on October 30. As of November 20, the research team completed 4 promotional sessions of indoor air quality in the campus and public and private venues to impart correct indoor air quality maintenance concepts to the public and students, who can then share the concept with their families or friends. Consequently, the promotional goal of this study can be achieved.
