The main tasks of the plan include auditing of unscheduled vehicles, improvement of the rate of regular inspections, promotion of low-polluting vehicles, management of regular inspection stations, maintenance operations of charging stations, and handling of publicity activities…etc. The reporting period is from January 1, 2019 to December 31st, 2019, and the preliminary implementation results of various tasks are shown in Table I below.
According to the implementation of the plan, the promotion of various operations was completed in December 2019. From the initial reduction or qualitative benefits of the plan implementation, the Environmental Protection Agency announced statistical data that the county's regular inspection rate for the year 2019 was 78.3% compared with the year 2018 has increased by 3.7%, the best result since the county's promotion of locomotive regular inspection operation, and since 2016, during our company's implementation period, the rate has been higher than Taiwan average, and the remote area regular inspection rate and key township inspection rates are higher than in 2018. The increase rate was 7.1% and 4.6%, and it was also the year with the highest growth rate of remote area inspections.
In the plan, the two-stroke decommissioning and new purchase of low-pollution vehicle operations were completed. As of December 31, 2019, a total of 6,877 cases of subsidies for phasing out two-stroke locomotives were reviewed; 6,632 cases of subsidies for new purchases and exchanges for electric motorcycles were accepted; in 2019, a total of 12,846 two-stroke locomotives were eliminated in the county during the year, and the estimated reductions in pollution emissions were TSP: 10.84 metric tons, PM10: 7.96 metric tons, PM2.5: 6.46 metric tons, NOx: 12.77 metric tons, NMHC: 99.16 metric tons, and CO: 127.07 metric tons.
In the inspection quality control operation of the regular inspection station, although among various inspections flaws still occur, they have improved significantly after counseling. The proportion of flaws has improved by 43.9% compared with the year 2018. In 61 stations, vehicle inspection has been completed, 3 of which were not qualified, and the inspection station has been assisted to improve the inspection by means of counseling and counting points. This year's gas check mainly focuses on the county's exhaust analyzers that have reached the age of more than 10 years. The main purpose of the operation is to ensure the accuracy of the exhaust gas analyzer and avoid the owner's rights and interests being affected by the inaccuracy of the instrument when the vehicle owner undergoes exhaust gas inspection at the regular inspection station. At this stage, 66 gas comparisons have been completed, and 4 of them failed the test and immediately the inspection station had been asked to ask the maintenance company to carry out maintenance operations. At present, they have all passed the re-inspection.
In recent years, the county has focused on the establishment and promotion of control measures for the air quality clean area. According to statistics, in 2019, 4 air quality clearance areas in the county were controlled, including Xiaoliuqiu Area, Kenting Area, Aboriginal Cultural Park, and Liudui Hakka Cultural Park. The inspection rates are all the best results over the years. In addition, a five-column battery charging column has been set up in the Liudui Hakka Cultural Park for public use in expectation that a good charging environment will be established to promote the use of low-polluting electric two-wheelers.
In addition, for Xiaoliuqiu air quality clearance area, this plan assists the Liuqiu Township Office to obtain the Central Islands Construction Fund from the central government and provides Liuqiu Township residents with subsidies for the replacement of old two-stroke fuel vehicles and purchase of electric vehicles. It also cooperates with rural and island inspections. The operation is expected to eliminate the old two-stroke vehicles on the island, increase the use of electric vehicles in Liuqiu Township, and continue to move towards the goal of a low-carbon island. This plan is also dedicated to assisting Xiaoliuqiu area to strengthen the management of unchecked locomotives. In addition to monthly inspections, a fixed license plate recognition system has been set up at Donggang Pier to control unchecked fuel locomotives entering Liuqiu area. According to statistics, 209 cases have been reported in 2019. The regular inspection rate reached 88.1%, which is the best result in years.
