A. Refuse Incineration Plant Portion
In order to ensure the effective supervision of the management of refuse incineration plants, the Environmental Protection Administration (EPA) has conducted following tasks and prepared relevant laws, regulations and systems from year 2001:
The propagation of ‘The implementation guidance for operation, examination and performance appraisal of the operated refuse incineration plants’ on April 20, 2001. (amended on April 18, 2002 and abolished on July 26, 2006)
The propagation of ‘The essentials of the examination and appraisal of refuse resource recovery from incineration plants for the EPA’ on April 13, 2004. (amended on July 13, 2005 and July 26, 2006 and August 10, 2009)
The main implementation results of the project during 2019~2020:
1. Handling the management and appraisal work of 24 refuse incineration plants in operation. Including monthly reorganization, review and analysis of operation data, review of annual operation results report, conduct irregular inspections, conduct the appraisal of Taitung plant construction subsidies, conduct the committee meetings, technical forums, and handling the matters assigned by the EPA and committee.
2. The function of SWIMS was added, screening and provides various reports and consulting, sharing the information to the other EPA systems.
3. Sampling and analysis of exhaust gas dioxin from 4 incineration plants.
B. Landfill Portion
In order to solve the problem of the gradual reductive volume of the original landfill, but still need the space to bury the incineration bottom slag, fly ash stabilizing compound and unsuitable waste, and temporarily place the post-disaster wastes in response to the incineration plant's old repair and natural disasters, the EPA subsidizes local governments to carry out the old landfill activation project. Through the existing survey and supervision methods to ensure the construction quality of the activation and construction projects to create recycling and reuse benefits.
In addition, the EPA conducts a 3rd level inspection of environmental protection facilities such as landfills, transfer stations and closed/ rehabilitation sites to grasp the current status of its operation and maintenance and the supervision of the Environmental Protection Bureau.
The main implementation results of the project during 2018:
1. Handling 10 site survey and visit counseling works at Luzhu Dist., Kaohsiung City、Minxiong Township, Chiayi County and Annan Dist., Tainan City and track the progress of each project and compare the contents of the three activation projects.
2. Co-organized the 3rd level inspection of environmental protection facilities in 90 sessions, and provided suggestions for improvement to the Environmental Protection Bureau and the management units in response to the current situation for the landfill can be function properly handle or temporarily dispose of the waste.
3. The function of the landfill information system was added, and the 3rd level inspection results of the EPA were added to provide users with quick information and progress.
