108、109年應回收廢棄物回收處理業管理輔導及受補貼機構管理機制檢討精進專案工作計畫

中文摘要 本計畫以協助環保署辦理受補貼機構申請案件審查為主軸，延伸至督導環保局辦理回收處理業登記及審查，以強化對應回收廢棄物回收處理業及受補貼機構之管理效能，提升案件審核效率。主要成果包括：1.協助督導回收處理業審查管理，完成複查資料共404件，並協助督導各環保局全面性稽查輔導回收處理業，現場稽巡查率超過100%（稽巡查次數14,461/目標家數2,285），有助於掌握現況、避免環境污染，以提升其產業形象；協助督導地方主管機關辦理登記審查及管理作業，辦理2場次實務講習暨業務檢討會議，並完成廢機動車輛類、廢乾電池類、廢照明光源類之設施標準圖鑑及稽巡查手冊、應回收廢棄物回收處理業申請審核作業文件指引。2.協助辦理回收處理業輔導作業：辦理北、中、南、東共8場「從業人員教育訓練」，亦設立專線，提供業者諮詢服務計有1,915通，以加速完成申請，並完成應回收廢棄物回收處理業申請登記文件範例。3.協助辦理受補貼機構申請案之書面與現勘審查：完成270件申請案書審及25場現勘審查，平均每案審查天數約為24天，經過輔導後採取網路申請方式之比例已達100%，申請及審查作業之電子化有助於整體電子化管理，並製作受補貼機構申請範例供業者參考及完成應回收廢棄物受補貼機構申請審核作業指引。 另在精進作為部分，因應資源回收廠火警發生頻繁，本計畫協助擬定回收處理業火警應變通報作業原則，透過縣市環保局即時回報災情，以利迅速掌握是否影響整體回收體系；另為降低火警之發生，亦協助擬定回收處理業消防安全訪視及輔導計畫，透過縣市環保局與消防局至回收處理業進行環境與消防安全訪視與輔導，並辦理消防安全講習與演練，提升回收處理業者之防災觀念。而在管理面，為全面納管回收處理業，除透過回收處理業管理辦法將達一定規模以上之業者納入登記、申報營業情形外，亦研擬訂定未達一定規模資源回收業管理指導原則，要求縣市將未達一定規模之業者進行輔導，以健全回收處理業之管理。

Improvement Plan on Management and Guidance for recycle and treatment business enterprises and subsidy management mechanism.

英文摘要 The main aspect in this project was to assist the Environmental Protection Administration in the reviewing and approval of applications for regulated recyclable waste subsidized organizations, as well as to supervise local environmental protection bureaus in the management of registration and review of recycling and disposal enterprises so as to enhance the overall management efficiency. The major achievements include: 1. Assistance to local environmental protection bureaus in the management of supervision and reviewing for recycling and disposal enterprises with the completion of a total of 404 cases of reviews as well as assistance to local environmental protection bureaus to achieve the field investigation rate of more than 100% surpassing the originally set target (the number of enterprises audited was 14,461 V.S. the targeted 2,285 enterprises), which has helped for the understanding of current situation to avoid environmental pollution and to improve the enterprise image. The project also assisted the supervision for local environmental bureaus in implementing registration reviews and management by conducting 2 workshops that provided lecture courses and business review discussion. Other achievements included the edition of facility standards and auditing manuals for waste vehicles, waste batteries, waste lighting sources, and guidance documents for the reviewing and approval of applications for regulated recyclable waste recycling and disposal enterprises. 2.Assistance to provide consultation to regulated recyclable waste recycling and disposal enterprises. The project held 8 informative workshops at each of the north, central, south and east area for “business operators educational training” as well as established hotline to provide services to more than 1,915 calls received from business operators that expedited on the application process. The project also completed the edition of demonstration documents to show the application for regulated recyclable waste recycling and disposal enterprises. 3.Assistance in both documentary review and field investigation for the approval of qualification for subsidy. A total of 270 application reviews were completed including 25 field investigations that the average day required for the reviewing of each case was about 24 days. The consultation provided to applicants has increased the rate of online application to reach 100%, the electronic application reviewing system has effectively enhanced the overall management for the operation. The project also provided reference for subsidized organization application to business operators and completed the guidance for regulated recyclable waste subsidized organization application review. In addition, the project in response to the frequently occurred outbreak of fire in resource recycling plants, has assisted to draft the recycling and disposal enterprises fire alarm response and reporting operation rule to expedite on the judgement of whether the fire hazard would cause any impact to the overall operation of the recycling system through immediate reporting of the fire situation from local environmental protection bureaus. Besides, in order to reduce the occurrence of fire alarm, the project also assisted to draft the recycling and disposal enterprises fire safety visiting and guidance program through cooperation between local environmental protection bureaus and fire departments in visiting the recycling and disposal enterprises for environmental and fire safety consultation, conducting fire safety workshops and fire drills to enhance recycling and disposal enterprises concept in fire hazard prevention. In order to mandate all recycling and disposal enterprises under supervision by regulation other than only those above the currently set scale to register and report, the project also drafted the guidance rule for the management of resource recycling businesses below scale to be guided by local environmental protection bureaus so as to enhance the overall management of all the recycling and disposal enterprises.
