To make Chiayi a low-carbon communities and a blissful city that people yearned for, Chiayi City Government implemented many relevant low carbon project and action hoping to match the development vision of low-carbon life city.
The implementation period of the project in 2019 lasts from February 25th to November 30th , 2019 with Chiayi City to promote implementation of greenhouse gas regulations and reinforcement of operating system in low-carbon sustainable home, the results of which are demonstrated as below:
I.Evaluation and supervision on operation system with implementation of maintaining and strengthening a low-carbon sustainable home The task team has provided assistance in persisting and operating the low-carbon sustainable home promotion system in Chiayi City, maintaining and updating“ the Network of Low-carbon Sustainable Home in Chiayi”with a completion in tracking the application for and enrollment in “Infonet of Low-carbon Sustainable Home”.
II.Tutoring in participation in evaluation and certification on the low-carbon sustainable home
The team has continued the maintenance and assistance to the city with relevant operations in participating in the low-carbon sustainable home assessment and certification with 6 towns successfully completed for registration, 2 got bronze level and 1 got silver level, making the city not only Number One among villages in the participation rate but also No. 1 nationally in the highest rate with achievement of the first and silver certificates.
Additionally, to those subsidized communities in this city in 2017, 19 of them have been completed in their results of maintenance and management as well as the tracking of verification operation; besides, another 26 communities of the copper level or above have been verified; meanwhile, the default situation in the first half of the year has been improved in the second half.
III.Maintaining or improving projects on low-carbon sustainability actions along with enhancing replication and spillover effects
The project of this year is subject to select the most effective towns for implementation, proposing a construction plans of 7 action tasks in 6 areas at first; yet with investigation and evaluation on the carbon reduction benefits by experts and scholars, include：Electric Motorcycles Recharging、Rainwater Harvesting、Green Fence and Waste Recycling，a revision of 5 tasks in 4 areas have been finalized and completed thereafter with an annual electricity consumption able to be reduced by 4,500 kWh, with the water consumption by 200 tons, with the green area by 42 square meters, with the waste reduction by 30 kg, and with the total CO2e emissions by 52,836 kg.
In order to encourage more communities to practice leading a low-carbon energy-saving green life and increase the participation rate of evaluation and certification, a total of 5 low-carbon ceremonies have been held with more than 50 participants respectively, in which totals 348 attendees. The tours to existing low-carbon communities for various low-carbon facilities have allowed more people to become better conscious and aware of low-carbon communities; besides, another 10 campaigns have took place integrating low-carbon sustainable homes with green consumption promotion activities with above 50 attendees in each, enhancing the understanding of actions related to low-carbon sustainability with townspeople.
Ⅳ.Implementing the audit operations on greenhouse gas in the administrative districts
The team has completed the identification of greenhouse gas emission sources and the quantification of emissions data in the administrative districts in Chiayi City of 2017 with corresponding reports on total greenhouse gas emissions of 1,244,800.54 ton CO2e and on forestry carbon storage of 6,261.19 ton CO2e, between which emissions in category 1 accounts for 579,436.29 ton CO2e, while emissions in category 2 amounts for 665,364.25 ton CO2e. In terms of the carbon emission structure in Chiayi City, electricity consumption (scope 2) accounts for approximately 52%, which stands the dominating reason for the increase in carbon emissions.
Ⅴ.Assisting the implementation of other works in the city to promote low-carbon sustainability
2 conferences of action plans have been conducted and held on energy-saving at government agencies and schools, inviting associates from Chiayi City government-affiliated agencies and school-related contractors for participation as well as asking all units regularly to fill in the information for application.
