This project has been implemented since May 01, 2019. As of April 30, 2020, various supervision and verification mechanisms are carried out to ensure the quality and quantity of all task items. In addition, the task team also actively contact with other units for their results to present the status of overall road washing and sweeping operations of the county. All task items at this stage of the year have been implemented in accordance with the predetermined goals and progress. The results of this year are summarized and described as follows:
At the start of the project, several measures were immediately to carry out including the inspection of specification and performance of street washing and sweeping vehicles, specification of street washing water filling station, street pollution grade investigation, measurement of street dust loading, and planning for the optimal washing and sweeping sections. The street washing and sweeping tasks were also supervised through the inspection of water cnsumption, GPS driving recorder, and the network real-time monitoring and tracking system, etc.
On April 24, 2019, during the beginning of the project, the task team with the staff of Environmental Protection Bureau of Pingtung County Government (PTEPB) inspected the washing and sweeping vehicles and equipment of the Xinxin Company to confirm that the execution unit can provide sufficient washing and sweeping vehicles with expected performance for the street cleaning work. Inspection items covered the washing and sweeping functions of vehicles, and the proficiency of vehicle operation on-site. They all passed the tests after the inspection together with the staff of PTEPB. In addition, the six water filling stations for street washing and sweeping operations, including Heshenglu Road Station in Pingtung City, Danrong Road Station in Wandan Township, Xingan Road Station in Xinyuan Township, Linhai Road Section 2 Station in Jiadong Township, Ping No. 10-2 Township Road Station in Ligang Township, and Guangchun Road Station in Chaozhou Town, are all in compliance with the regulations.
In order to ensure the quality and quantity of the washing and sweeping operations, the task team monitors and checks the path, time, speed, water consumption, etc. every day according to the regulations. The street washing and sweeping mileage approved is 28,095.7 and 17,403.8 km, respectively, and their completed rates are all over 100.0%. While the street washing and sweeping mileage checked is 29,287.0 and 18,647.4 km, respectively, and their completed rates are also all over 100.0%. The overall is in compliance with the expected progress. The number of on-site inspections of street washing and sweeping operations were 178 times with an average of 3 times/week, while increased to an average of 4 times/week during the bad air quality season from October to next February. The number of defects of on-site inspection on street sweeping included a total of 11 times for residual dust or garbage found after sweeping, 6 times for fugitive dust during operation, 1 time for fugitive dust emitted from the air vent of the vehicle during operation, 2 times for the insufficient length of sweeper or not fully used, and 8 times for not followed the scheduled operations. In terms of street washing, there were 3 times for insufficient spraying amount or water replenishment, 5 times for residual dust found after washing, 1 time for not parked by the road shoulder for street washing operation, and 1 time for flushing width less than 3 m, 5 times for not followed the scheduled operations, and 1 time for insufficient water spray pressure. For the deficiencies found during the inspection, those which can immediately improve on the spot, verbally advise the staff to improve straightway, and complete 11 review meetings on the operation defects.
The plan aims to improve the cleanliness of the county's roads. This plan also integrates the road rights units including the Third District Maintenance Construction Office of Directorate General of Highways of Ministry of Transportation and Communications, and the Department of Public Works of Pingtung County Government, as well as various township and municipal offices, civil organizations, and the related projects of the air pollution control section of PTEPB such as construction project control plan, gravel yard plan, Kaoping river fugitive dust control plan, Pingnan industrial zone plan, and odor control of industrial zone plan, etc. Through the monthly road survey and regular inspection operations of this plan, if the pollution sources and dirty spots of roads are found, the task team will immediately contact the road authority or relevant projects of air pollution control section to carry out the improvement measures on pollution sources or dirty spots and report the improvement results. In this year, the road right authority and related projects of air pollution control section notified a total of 23 and 28 times on dirty road sections, respectively. During the year, the length of street sweeping of the Third District Maintenance Construction Office, Pingtung City Office, and Ligang Township Office completed a total of 40,960.2, 2,875.70, and 307.20 km, with an average of 3,413.35, 239.64, and 25.6 km/month, respectively. The reduction amounts of TSP, PM10, and PM2.5 were 1,237.0, 248.5, and 54.41 metric tons, respectively. In addition, integration of washing and sweeping resources of related air pollution control projects completed a total of 30,535.88 km and the reduction amounts of TSP, PM10, and PM2.5 were 421.39, 79.39, and 18.53 metric tons, respectively. Therefore, for this year the total washing and sweeping length of the county completed was 120,178.48 km and the corresponding total reduction amounts of TSP, PM10, and PM2.5 were 1658.46, 312.46, and 72.95 metric tons.
According to the public satisfaction questionnaire in this year, "Whether the street washing and sweeping operations have improved the cleanliness of the roads in the county", of which "slightly improved" (66.91%) is the most, followed by "significantly improved" (20.36%), "slightly deteriorated" (6.45%). Overall, this year the public perception to the improvement of road cleanliness is 87.27%. Compared with 57.4% of respondents in the year 2018 who indicated an improvement of road cleanliness, satisfaction in 2019 increased by 29.87% compared to the year 2018. Compared with 12.9% who responded the road cleanliness significantly improved in 2018, satisfaction in 2019 increased by 7.46% compared to the year 2018. It shows that the public is affirmative to carry out the street washing and sweeping operations to improve road cleanliness.
