廢二次鋰電池資源化處理與高值技術開發

中文摘要 本計畫目標為針對國內廢鋰電池回收處理技術之評估與建立,透過計畫統計國內鋰電池的廢棄量與流佈情形及預估至2025年所導致可能廢鋰電池廢棄量可達到883噸/年,並評估國內廢鋰電池處理廠之可能需要投入之處理成本估算。根據國外先進國家之技術作優缺點之比較,作為輔助國內處理產業技術升級之依據,再者,透過計畫的運行,調查國內鋰電池的回收與處理現況,目前台灣的廢鋰電池大部分的都沒有得到有效的處理,處理業者在取得廢電池初步的物理粉碎後向環保署基管會領取補貼,接著以低價賣給國外廠商進行進外處理,造成鋰電池中的有價材料流向國外,經濟利益無法留於國內,技術也無法獲得提升。 經分析結果目前處理廠之再生料未到下游廠家進料之允收規格,僅可應用於低階材料。故後續將三階段提昇國內處理廠之再生料品質,以達國內廢二次鋰電池處理業再生料價值可達高階產品應用材料,解決再生料雜質過多及混雜問題,逐步提升國內廢二次鋰電池處理業再生料價值可達高階產品應用材料。本年度計畫執行提升再生料品質之第一階段,透過物理分選機制之不同網目的篩網將大顆粒雜質去除分離,如鐵、銅、鋁等雜質,可有效降低雜質的含量進而使含鈷量由13wt%提升至23wt%,另外,為了達到再生料高值去化,利用酸鹼溶與沉澱反應將再生料製成硫酸鈷與氧化鈷等化工原料,提高再生料之附加價值。

Development of a Recycling and High Value Process for Spent Lithium Secondary Batteries

英文摘要 The goal of this project is to evaluate and establish the waste lithium batteries recycling technology, and to calculate the waste lithium battery and flow indicator and estimate the possible waste lithium battery waste to reach 883 tons/year in 2025. The replacement of processing costs that may be required for waste lithium battery treatment. According to the comparison of advantages and disadvantages of foreign advanced countries, as a basis for assisting industrial technology upgrades, and further, through the operation of the project, investigate The current status of waste lithium battery recycling and processing. At present, Taiwan's waste lithium battery is large. Some of them have not been processed. After obtaining the initial physical smash of the waste battery, the processing company will receive compensation from the EPA Foundation Management Committee, and then sell it to foreign manufacturers at low price in foreign countries, the high value of material cannot be left in Taiwan, and technology cannot be improved. According to the analysis results, the reclaimed materials of the treatment plant have not reached the acceptance specifications of the downstream manufacturers that can only replace the low-grade materials. The quality of recycled materials in domestic treatment plants will be upgraded in three stages and the value of recycled materials in domestic waste secondary lithium battery processing industry can reach high- grade product application materials, solve the problem of impurities and confounding of recycled materials, and gradually increase value of waste lithium batteries. The value of recycled materials in the lithium battery processing industry can reach high-order product application materials. The first stage of improving the quality of recycled materials is implemented. Large particles of impurities such as iron, copper, aluminum and other impurities are removed and separated through the screens of different meshes of the physical sorting mechanism, which can effectively reduce the content of impurities so that the cobalt content is reduced from 13wt% to 23 wt%. In addition, in order to achieve the high value of the recycled materials, the recycled materials are made into chemical raw materials such as cobalt sulfate and cobalt oxide by using acid-base solution and precipitation reaction to increase the high value of the recycled materials.
