To continue promoting the work of resources recycling, the Environmental Protection Bureau, Chiayi City carries out project and plans of guidance, audit, inspection, campaigns, and image reformation for responsible enterprises, distributors, restricted targets, the recycling and disposal industry, and individual operators on a regular basis.
As of December 6th, 2019, the execution achievements of the Plan include the following: We have completed the duly registration, filings, payment, and recycling labels guiding operations for responsible enterprises. A total of 210 distributors have actively provided 372 merchandises for audit, and 54 violating articles of responsibility, and the accumulated completion rate was 100%. We have performed audits and disposition for violating responsible enterprises not registered, not make filings and payment on time, and not using recycling labels, being assigned by the Environmental Protection Administration, and moved in (transferred) from other counties/cities. We have archived the audit results and the agenda for subsequent follow-ups and reported to the webpage designated by the Environmental Protection Administration or in writing; a total of 36 guiding cases have been completed. Guided responsible enterprises within our jurisdiction to file their operating volume or imported volume online in due course and make payments. Filings shall be made once each period (two months), and the number of filing enterprises for each period shall be subject to the actual quantity. Regarding the inspection and promotions work for distributors in terms of the guidance on reverse recycling, audits for 685 enterprises being monitored within our jurisdiction have been completed, and the accumulated execution rate was 100%. Furthermore, for audit works, achievement compilation, and general affairs evaluation related to recourses recycling, we have executed the audits on resources recycling and classification for communities, schools, and organizations for a total of 679 times, covering 542 communities, 27 agencies, 75 schools, and 39 organizations. Regarding restaurants, motels (including hotels), department stores (including marketplaces), and other non-operating commercial office buildings, business districts, and traditional markets, and audits have been executed and completed for a total of 201 enterprises being monitored within our jurisdiction; the accumulated completion rate was 100%. We provided guidance to the automobile maintenance industry in the City regarding engaging other parties for the disposals of waste tires according to the Waste Disposal Act, and carried out the audit and guidance work according to the hierarchical administration system; we have completed the audits for a total of 105 enterprises being monitored within our jurisdiction, and the accumulated execution rate was 100%. Also, regarding the recovery disposal enterprises, on-site guidance and audit are executed once per month, and a total of 347 enterprises have been audited. We executed the bag-breaking audit operations, and found a total of 501 broken bags during the period with 28 disqualified bags and 473 qualified bags, and issued an aggregate of 28 warnings. The “2019 Cycling Environmental Economy Resources Recycling Army Project” by the Environmental Protection Administration have matched 50 and above resources recycling individual operators to enter village resource recycling stations, communities, or schools for providing the resources recycling services, as well as provided guidance to 30 individual operators and listed them for follow-up and improvements. We carried out works in relation to achievement compilation for waste automobile tagging and towing according to Environmental Protection Administration’s audit planning, and completed the work for 351 automobiles; the accumulated execution rate was 100%. Regarding subsidies provided to set up resources recycling stations or image transformation for the past years (2016-2018), a total of 42 stations have completed the follow-up for their current operating conditions and updated and maintained their basic information. Regarding the image transformation or subsidized establishment of resources recycling within the jurisdiction, a total of 12 stations have been completed, including six buildings, and six agencies, organizations, and schools.
To encourage citizens to implement the resources recycling policy, the Plan organized a total of 18 sessions of “Agriculture Containers and Glass Container Recycling Tour” with an aggregate of 261 participants; organized “Chiayi City 3C Recycling Alchemy Exchanges the Best for You” to recycled and exchanges a total of 700 3C items; organized the “Exchange the Love with Empty Cosmetics Containers” with an aggregate of 405 participants; organized the “Chiayi Waste Battery Recycling” with an aggregate of 405 participants; and participated in other departments’ events and set up stands (such as “Join the Post for Actions of Plastic Waste Reduction,” “Chiayi City World Environment Day – Anti-Air Pollution in Our Loves; Low-Tax, Lohas in Chiayi” with an aggregate of 326 participants, “Starlight Glass Jars DIY Event” an aggregate of 180 participants) for the exchange of resources recycling items, allowing citizens to get used to environmental friendly behaviors in daily lives. Organized on-the-job training for sanitation workers (garbage class and resources recycling class) regarding the resources recycling work, to enhance the correct resources recycling concepts. We organized a total of four campaigns for waste lighting source breakage-proof operations (recycling, disposal, and classified storage stages) with an aggregate of 359 participants joining the training. We also held three regulatory briefings (electronics, responsible enterprises, recycling and disposal enterprises) with an aggregate of 126 participants joining, to enhance the promotion of resources recycling concepts.
Currently, the overall resources recycling rate is 54.3%, representing a slight increase as compared to the recycling rate of 47.18% last year. This year, we focus on the achieved, and we will improve the management regarding guidance on resources recycling, including bag-breaking audits and Houhu Industrial Park garbage reduction and classification, promoting the resources recycling classification guidance at two locations, active report for recycling volume in communities, obtaining the sales certificate for individual operators, regular reports for recycling volume by recycling operators, and the strengthening of all tasks and operations. At present, the total recycling volume has amounted to 71,344 tonnes.
