The total cost of this project is NT $ 9,500,000, and the overall working period ended on December 20th, 2019. However, until November 8th, 2019, all works have been finished and the results of works were described as follow.
As of November 8, there are 14 sites that have been announced of the control or remediation site in Hsinchu County, including: 4 remediation sites, 6 control sites, 4 sites may adopt necessary response measurement by Soil and Groundwater Pollution Remediation Act Article 7 Paragraph 5. During the year, a total of 5 sites were completed first time verification work and 3 sites were revoked.
In order to avoid polluted sites improvement progressing behind, this project carried out the regular inspection and supervision according to the frequency of checking. If necessary, the Environmental Protection Bureau and the Environmental Protection Administration also visit the sites to assist in the counseling. During this year, we completed the groundwater pollution sites scope verification work in Taiwan Tanabe Seiyaku Co., Ltd. In addition, Xinhukou Gas Station, which was revoked, groundwater quality monitoring results had not exceeded the groundwater pollution monitoring standards. Details of the work, please refer to section 2.3 and chapter 3.
In this year, this project continued to monitor the groundwater contaminated area of which the concentration exceeds the groundwater pollution monitoring standards. The result of monitoring was normal in the groundwater of the river basin of Xiao-Li River. The trichloroethylene (TCE) concentration of groundwater in Sanyang Motor Co., Ltd in Xinfeng township was exceeded the groundwater pollution monitoring standards as usual. This project completed the reviewing the underground storage tank declaration reports on the system, 4 gas stations were selected for conducting soil gas detection and reports check. Among them, Jianshi gas station and Changyuan gas station were checked the concentration of PID/FID in monitoring wells reached 250 ppmV. This project has completed relevant tracking, monitoring and pollution verification works. This project also assisted to review the documents pursuant to Articles 8 and 9 of Soil and Groundwater Pollution Remediation Act, total in 30 new application businesses, from January 1stto November 8th, 2019. During this year, the average corrections was 1.79 times, and from payment to pass the review was about 80 days. At present, 23 applications have passed the review, and 7 applications were in correction progress. This project investigated soil and groundwater quality in high pollution potential areas, and also assisted to check the monitoring data of industrial parks. Details of the work, please refer to chapter 5.
This project also supported the EPB on the investigation and verification works of pressing soil and groundwater pollution cases, completed twice-yearly inspections of monitoring wells, maintained the wells function, diminished useless wells, and assisted in holding 31 campus education activities, 1 session soil and groundwater pollution prevention instructor training camp, and 2 sessions soil and groundwater pollution prevention law regulation orientations.
