環境部門行動方案成果彙整檢討與清冊數據統計更新專案工作計畫

中文摘要 本計畫係依據IPCC 2006指南更新我國2017年廢棄物部門(Waste Sector)溫室氣體排放清冊。2017年廢棄部門總排放量為3,978.5千公噸二氧化碳當量,其中掩埋占20.97 %,堆肥占0.97 %,焚化占3.18 %,生活污水占36.95 %,事業廢水占37.93 %;排放氣體比例,甲烷占88.5%,氧化亞氮約8.2%,二氧化碳約3.3%。除清冊更新工作,本年度主要工作成果如下: 1.檢討7個國家清冊報告(National Inventory Report, NIR),比較其統計方法與計算差異,並分析歐盟、美國與日本之循環經濟政策、沼氣回收與管理措施、相關計算參數建立等文獻,以做為我國廢棄物管理政策之研擬參考。 2.實地訪查5廠具沼氣回收潛力之污水處理廠,蒐集其沼氣處理現況,並探討導入沼氣回收之可行性與效益。 3.實際量測4廠造紙業之溫室氣體,嘗試建立本土排放係數。經2018及2019年之量測及分析,4廠造紙業處理排放係數平均(加權平均數)為1.55×10-3 kg CH4/kg COD 及4.00×10-5 kg N2O/kg-N。 4.完成污(廢)水廠沼氣回收雛型流程與後續工作規劃,包含排放源審查、設施改善、現地抽查、系統申報、獎勵制度與抵換專案等。 5.完成4場區域座談會議,除說明溫室氣體減量與沼氣回收理念外,並發放調查問卷蒐集各區域相關人員之建議。 6.精進未納管生活污水,及事業廢水處理程序之估算,檢討統計方法、參數值引用合理性。 7.以高斯法、蒙地卡羅法模擬計算2017年部門排放量不確定性(Uncertainty),分析近三年不確定性之改善。蒙地卡羅法較高斯法之不確定性評估,負向偏差減少約3.6 %,正向偏差亦減少約1.9 %。 8.辦理3場次專家會議,探討污(廢)水廠沼氣回收雛型制度與後續作業、部門精進項目,及本土化事業廢水排放係數合理性。 9.協助環保署提報統計結果至清冊登錄平台、彙整部門行動方案執行成果及配合國家清冊審議會議辦理相關事項等。

A project for summarizing results of Environment-Related Action Plan and updating Taiwan National Greenhouse Gas Inventory of Waste Sector

英文摘要 This project was to compile and update the 2017 Taiwan National Greenhouse Gas Inventory of Waste Sector using the recommended methodologies in 2006 Intergovernmental Panel on Climate Change Guidelines for National Greenhouse Gas Inventories (IPCC 2006 Guidelines). The total emission of Waste Sector in 2017 was 3,978.5 kt-CO2 eq. Among the waste sector emissions, the largest contributor was industrial wastewater treatment accounting for 37.93%, followed by domestic wastewater treatment accounting for 36.95%, solid waste disposal accounting for 20.97 %, incineration of waste accounting for 3.18 %, and biological treatment of waste accounting for 0.97 %. Breakdown of emissions in 2017 by GHG showed that the largest contributor to the emissions was CH4 accounting for 88.5 %, followed by N2O accounting for 8.2 %, and CO2 accounting for 3.3 %. In addition to the National Greenhouse Gas Inventory updation of Waste Sector, other results of this project were as followed: 1.Evaluated and analyzed 7 National Inventory Report of Annex I parties in 2019 to understand and identify the latest international trends, emission characteristics, and focal points of inventory review reports. Furthermore, the European, the U.S., and Japan policies towards the circular economy, initiatives of biogas recovery and reusing, emission parameters, and other strategies and evaluation of achieving GHG emission reduction targets were also reviewed for developing Taiwan's waste management strategies. 2.Visited 5 domestic wastewater treatment plants that have the potential to biogas recovery to gather the real status of biogas treatment, and interpret the possibility and benefits for implementing biogas recovery. 3.Measured on-site GHG emissions of each wastewater treatment process in 4 paper factories, so as to establish the country-specific emission factors. Through analysis of measuring results, the emission factors of 4 paper factories in Taiwan were 1.55×10-3 kg CH4/kg COD and 4.00×10-5 kg N2O/kg-N (Weighted arithmetic mean). 4.Planed a prototype of biogas recovery and reporting procedures for wastewater treatment plants, including mission source review, facilities improvement, on-site spot check, rewards, offset project application, and etc. 5.Held 4 regional workshops to promote the concept of greenhouse gas reduction and benefits of biogas recovery, and issue questionnaires to collect real needs and suggestions from stakeholders. 6.Discussed the calculation rules and parameters for CH4 emission from unmanaged domestic wastewater, and CH4 emission from different treatment processes for industrial wastewater. 7.Implemented uncertainty analysis of waste sector emissions in 2017 using “propagation of error method” and “Monte Carlo method”, and analyze the uncertainty trend from 2015 to 2017. The uncertainty analysis results of Waste Sector total emission by Monte Carlo method will reduce 3.6 % negative deviation and 1.9 % positive deviation in comparative to propagation of error method. 8.Held 3 expert meetings to discuss the prototype of biogas recovery and reporting procedures for wastewater treatment plants, the suitable improvement items of National Greenhouse Gas Inventory of Waste Sector, and the rationality of country-specific wastewater treatment emission factors for the paper industry 9.Assisted Taiwan EPA to submit the related estimation to the National Greenhouse Gas Inventory platform, summarize results of Environment-related Action Plan, and cooperate with the committee of National Greenhouse Gas Inventory to conduct the relevant affairs.
