108年度前瞻河川水質環境管理計畫(北區)

中文摘要 行政院環境保護署為推動前瞻基礎建設-水環境建設計畫之「全國水環境改善計畫」及「加強水庫集水區保育治理計畫」子項計畫,辦理水體污染削減、水質改善管理、水環境營造及集水區生活與農業污染削減相關工作,截至108年經濟部核定71項資本門計畫、16個縣市之水環境改善工作,並補助12個縣市辦理水質監測、14個縣市業務支援及14個縣市執行清淨河面計畫。核定12項資本門計畫共6縣市執行水庫污染削減工作,3縣市執行4項水庫總量管制或總磷削減計畫,協助機關掌握地方政府已核定計畫案件發包執行情形,資本門83項計畫已決標有70項(含已完工14案)、9項招標中、待公告4項;經常門計畫共核定48項,已決標47項,撤銷1項。 本計畫係協助前瞻基礎建設計畫管理與追蹤執行績效,每月列席前瞻基礎計畫預算執行會議,並辦理全國縣市前瞻計畫研商及檢討會議共3場次、協辦至少6場次地方現勘或督導會議。另為展現前瞻基礎建設計畫執行成效,本計畫完成1部前瞻基礎建設成果影片與北區工程紀錄片攝製2處,本計畫延續「美麗臺灣 愛水就是我」粉絲專頁宣傳成果,經營粉絲專頁已有超過2.6萬人次按讚數,完成辦理5件次社群網站圖文影音創作,貼文總曝光數達26,590人次,其中愛水導演徵件活動與地方政府合作,共徵得130部以上創意短片、粉絲專頁共獲得7,200個以上讚數、心情留言及分享達2,714次以上,有效觸及民眾認識地方水環境營造的感知。定期彙整提供環保署水質保護公開網頁相關資訊,擴大宣傳推廣河川水質改善成果,展現政府施政績效,提升民眾對前瞻水環境建設計畫的知曉度、增強民眾對水環境工程、水質改善成果的瞭解。 本計畫亦針對北區3條指定河川(淡水河、南崁溪及新豐溪)改善河段或進行水質改善策略研擬與整治措施成效追蹤,搭配今年執行北區畜牧糞尿資源化調查,共完成水質水量補充調查51處次、重金屬81項次調查,更新繪製3條指定河川污染負荷魚骨圖,提出後續整治執行建議。同時籌辦3場次河川整治追蹤檢討及關鍵測站考核研商會議,藉由會議辦理凝聚各單位整治共識,滾動檢討污染整治策略,以利110年全國無嚴重污染測站目標的實現。 為持續推動國內水體污染總量管制作業,本計畫透過辦理4場次農業水土污染管制跨部會合作研商會議,及1場總量管制及加嚴放流水標準管制成效檢討會議,持續檢討更新總量管制水體清單,並評估地方總量管制推動執行成效及修訂考核機制,目前高污染潛勢圳路已從44條解列至10條,經農政機關及環保單位共同合作水質監測及污染源稽查作業,水質改善成效顯著。 為減少畜牧廢水排放污染河川並落實循環經濟回收氮肥政策,本計畫今年擇定宜蘭縣礁溪鄉為北區畜牧糞尿資源化示範鄉,建立畜牧糞尿資源化推動作業流程及輔導機制,完成北區縣市共10家畜牧場申請畜牧糞尿資源化申請案、20家小型養豬場提出廢水管理計畫及辦理4場次畜牧糞尿資源化相關研商及協談會議,農牧媒合兩鄉同時有17位農民有意願提供農地配合施灌,展現北區畜牧業稽查及輔導資源化推動成效。 為協助環保署掌握環境保護政策與水質改善績效,透過本計畫執行成果,分別完成前瞻基礎建設計畫執行績效報告、全國廢(污)水排放總量管制計畫成果報告、全國水污染防治方案執行情形、北區指定河川整治規劃報告及整治大事紀要,並以整治措施或重要事件完成後比對水質改善趨勢。

Forward-Looking Plan for River Water Quality Management in Northern Taiwan, 2019

英文摘要 To promote the “National Water Environment Improvement Project” and “Water Conservation Strategy for Reservoir Watershed Project,” which have been designed to achieve the objectives of the Forward-looking Infrastructure Development Program pertaining to the water environment, Taiwan’s Environmental Protection Administration (EPA) has initiated a project related to water pollution reduction and water quality improvement management. The Ministry of Economic Affairs not only approved 71 projects belonging to capital accounts in 16 counties/cities but also aided 14 counties/cities to approve projects belonging to current accounts in 2019. By the end of 2019, there are 83 projects belonging to capital accounts and 48 projects belonging to current accounts are awarded.   The goal of this project is to assist the Forward-looking Infrastructure Development Program management test and tracking performance. The project attended the budget tracking monthly meeting, conducted three national forward-looking project review meetings, and co-organized six local government supervision meetings. Moreover, to preview the implementation performance of the Forward-looking Infrastructure Development Program, the project completed four outcome films and two engineering documentary in the Northern Taiwan, which established and managed the forward-looking water environment community website. (@iwater TW). Through cooperation with online celebrities, we promoted five pieces of graphic and audio productions, and collected information from the EPA’s water quality protection public website. In this way, the promotion of river water quality improvement results have expanded, which can be demonstrated through the government’s performance. Meanwhile, it is expected to raise public awareness of river remediation, thereby not only making people more aware but also increasing participation.   The project also aims at improving the effectiveness of water quality improvement strategy research and remediation measures for three designated rivers and treatment of animal excreta for recycled use in Northern Taiwan. Yet, the water quality supplement survey (including 51 surveys for general water quality and quantity and 81 heavy metal surveys) was completed, three designated cause-and-effect diagrams of river pollution load was updated and drawn. Apart from what is mentioned above, three river remediation tracking reviews were organized to discuss the pollution remediation strategy by coordinating the rectification of various units, thereby achieving the goal of having no severely-polluted stations in Taiwan by 2021.   So as to continue to promote the total quantity control methods of water pollution in Taiwan, the plan involves conducting four review sessions of the Agricultural Water and Soil Pollution Control Inter-departmental Cooperation Conference and local government total quantity control methods’ meeting. Thus, the updating of the list of total quantity control methods of water pollution was completed, and the effectiveness of the implementation of the total quantity control methods of local government and the review of the assessment mechanism was also evaluated.   Based on the reduction of pollution caused by livestock waste water discharge, and the implementation of circular economy for recycling nitrogen fertilizer policy, this project selected Jiaoxi Township of Yilan County as the demonstration town of treatment of animal excreta for recycled use in this year to establish and promote the operation process as well as counseling mechanism. At present, the application for animal excreta for recycled use of 10 livestock farms in the Northern Taiwan has been completed, and a total of 20 small pig farms proposed wastewater management plans and 4 research treatments and animal excreta for recycled use have handled. Furthermore, it presents the effectiveness of the inspection and counseling resources of the animal husbandry in Northern Taiwan.   To assist the EPA in mastering the synergy between environmental protection policies and water quality improvement, the Forward-looking Infrastructure Development Program performance report, total quantity control methods of national wastewater discharge report, implementation of national water pollution prevention report, remediation planning reports and a summary of designated river remediation events in Northern Taiwan were completed through the implementation of the project.
