中文摘要 計畫執行摘要 計畫名稱:108年度土壤及地下水污染調查及查證工作計畫-新竹市 委辦單位:富聯工程顧問股份有限公司 計畫簽約期程:108年01月01日至108年12月20日 執行量化目標統計區間:108年01月01日至108年11月30日 執行摘要說明: 本計畫自簽約日起至108年11月30日止,累計工作進度為100%,工作成果說明如下: 一、場置性地下水井監測工作 執行轄區內地下水高污染潛勢區1年2次(枯、豐水期)地下水採樣分析,針對東光段地下水限制使用區內之監測井,於3至4月進行枯水期地下水質定期監測作業,並於下半年度7月進行豐水期地下水定期監測作業,檢測項目為地下水污染管制標準所列之揮發性有機物(VOCs),以掌握地下水質情形。108年度枯水期監測數量共12口次,豐水期監測數量共12口次,共計24口次。 二、監測井巡查工作 本計畫已執行251口次監測井外觀巡查作業,頻率為上下半年度各一次,其中上半年包含15口次區域性監測井及114口次場置性監測井,下半年度共計122口監測井,並且填寫監測井外觀巡查維護記錄表,相關電子檔已上傳至環保署「土壤及地下水管理資訊系統-土壤及地下水污染整治網」中。 三、監測井外部井體維護及內部功能維護 本計畫已執行13口次井體維護更新及8口次井體設備修復等外部井體維護作業;內部功能維護作業已執行25口次地下水井況評估、依實際狀況實行4口次異物排除及13口次再次完井作業等工作,以確保監測井井況良好,監測所得地下水水文及污染資訊來源可信。 四、地下儲槽系統業者查核及污染調查 本計畫已針對新竹市59家加油站及1家電子零組件製造業進行現場查核作業,篩選6家進行測漏管功能測試及油氣檢測PID/FID篩測,結果皆低於500ppmv,無須進行土壤氣體檢測。 五、列管場址巡查工作 新竹市108年度污染列管場址共計13處,本計畫每月定期執行監督及巡查工作,總計巡查138次,其中A+級場址巡查22次,A級場址巡查21次,B級場址巡查41次,C級場址巡查54次。 六、污染場址改善完成驗證工作 本計畫已執行3處污染場址改善完成驗證工作,分別為台灣中油股份有限公司-四維加油站、新竹科學園區園區19號井及週邊區域、新竹市東光段661地號;中油四維加油站已公告解除控制場址及土染污染管制區,園區19號井及東光段661地號預計召開第四次土推定期會審查是否解除列管。 七、廢井作業 本計畫已完成3口簡易井(台灣中油北大加油站、聚亞股分有限公司2口)及5口標準井(國立交通大學博愛校區-淺井、深井,福佑宮-淺井、深井、愛買旁綠地)廢井作業。 八、宣導(傳)工作 本計畫針對新竹市所有地下儲槽業者辦理1場次「地下儲槽系統管理辦法暨現場查核作業之宣導說明會」,以推動業者加強自主管理及有效傳達政策理念及法令重點;完成各1場次業務人員教育訓練及列管場址人員教育訓練;完成1場次第八、九條列管事業法規宣導說明會;完成各一場次種子講師培訓及完成授證及贈書儀式;完成1場次「全國土壤及地下水污染整治技術專題研討會」推動土壤及地下水污染調查及查證工作實務經驗交流,由源頭檢測出含有機氯污染場址,到場址整治後之褐地再利用;舉辦1場次跨縣市業務交流觀摩活動,藉由其他縣市對於列管場址管理之經驗分享,強化土壤及地下水污染整治經驗與督導管理。 九、民眾陳情及緊急應變工作及查證工作 (一)四維加油站驗證 召開驗證規劃書審查會,審查委員建議應於本場址內增列1點位地下水採樣點位,用以確定污染物並未擴散。 (二)青O段390、391、1106-1地號 由於青O段3筆地號之稻米檢出無機砷含量超過食品中污染物質及毒素衛生標準所訂重金屬限量標準,遂依前項作業原則進行農地污染查證,進行緊急應變作業對該農地土壤及引灌用地下水採樣前項土壤採樣檢驗結果,砷含量皆低於土壤污染物監測標準;引灌用民井地下水之檢測結果低於第二類地下水污染管制標準。後續請農業單位依「農業作物重金屬等污染監測管制作業程序(SOP)」輔導農民採行適當耕作技術或農地轉作並持續加強監測。初步判定可能原因為耕作方式不當造成水稻砷超過管制標準之單一事件。

On-site groundwater well monitoring Execute groundwater sampling and analysis twice a year (dry season and high season) of groundwater in the area with high potential for groundwater pollution in the area under jurisdiction, and conduct regular monitoring of groundwater quality during the dry season from March to April for monitoring wells in the groundwater restricted use zone of the Dongguang section In July of the second half of the year, regular monitoring of groundwater during the high water period was carried out. The testing items were volatile organic compounds (VOCs) listed in the groundwater pollution control standards in order to grasp the situation of groundwater quality. Inspection and Pollution Investigation of Underground Storage Tank System Operators The plan has carried out on-site inspections for 59 gas stations and 1 electronic component manufacturing industry in Hsinchu City.
