108年度花蓮縣空氣品質淨化區暨空氣品質監測、CEMS監督查核維護管理計畫

中文摘要 (一) 室內空氣品質作業 計畫每2月進行1次第一、二批場所巡檢作業30家,部分場所因尖峰時段有超標情形,原因皆為換氣不良或是人潮較多導致,經計畫多年宣導及提供相關資訊供場所参考,在自主管理部分,場所皆能應對室內空品不良時之應變措施。另針對非列管場所進行樓地板面積、進出人數及室內空調等調查與輔導工作,包含親子館、托嬰中心、觀光工廠、地下停車場及本縣非列管之健身房,並已將調查結果上傳至環保署網路平台。同時依巡檢30家列管場所中選5家場所於9月20日進行專家學者輔導作業,提供場所改善建議與輔導。 (二) 空氣品質監測站操作維護 維持本縣轄內空氣品質人工測站(3處)及自動測站(2處)正常運轉,以完成人工測站三站每月各二次TSP、PM10、PM2.5、落塵的收放樣與維護工作;自動測站部分也完成2站每月各二次的定期維護,資料可用率達96%以上。 1、 人工測站操作維護作業及監測結果 三座人工測站中TSP、PM10、PM2.5採樣器在正常操作及進行定期維護作業的情形下,截至108年12月底止共進行24次定期維護工作,並未發生臨時故障而需額外檢修之情形並按季執行多點校正及維護。108年人工測站TSP 1-12月平均測值為30μg/m3,較前三年同期平均值下降5%。PM101-12月平均測值為24μg/m3,較前三年同期平均值上升8%。PM2.51-12月平均測值為11μg/m3,較前三年同期平均值上升6%。108年落塵量與107年無太大變化。108年落塵量1-12月平均值為3.7(公噸/平方公里/月)符合法規標準。(10月份落塵水樣因物流公司在運送過程中失誤,導致本月無落塵數據)。 2、 自動測站操作維護作業及監測結果 本年度計畫要求每月進行二次定期維護。截至108年12月底止,本團隊針對鳳林測站之監測設備共進行24次定期維護工作,按季執行自動測站年度維護及校正。本計畫執行期間,鳳林測站1~12月的資料可用率平均達96%,自動測站每月採樣資料皆如期完成資料提送。108年1-12月鳳林測站SO2、NO2、CO、O3等監測項目由圖顯示與往年比較無太大差異性,另外在鳳林測站PM10 108年1-12月平均測值為34μg/m3,較前三年平均值上升23%。 3、 地方特色管制成效與成果PM10及PM2.5相關管制或研究工作 台九線PM10與PM2.5採樣結果:大漢技術學院前台九線人行道進行交通污染源特性所測得PM10為12μg/m3,PM2.5為7μg/m3;PM2.5-10為5μg/m3。測得PM2.5/PM10比值為0.61,與同時期花蓮空品站測站的比值0.47相比為高,應為交通污染源所貢獻PM2.5所導致。 交通污染源PM2.5來源推估:二次衍生性微粒佔43%、源自交通污染源佔30%、海鹽相關離子佔5%、非源自海鹽的Ca2+與Mg2+(塵土相關)佔2%,未鑑定量佔20%。同時期4樓高的大漢站PM2.5微粒中源自交通污染源所佔比例分別為17%。顯示交通污染源對於PM2.5微粒仍有所貢獻。 物種間相關性分析:PM2.5微粒質量濃度與微粒中的SO42-與NH4+相關係數R高達0.93與0.93,顯示衍生性微粒主導質量濃度的變動。PM10微粒質量濃度與微粒中的SO42-與NH4+相關係數R達0.87與0.86;與NO3-、Ca2+與Mg2+相關係數R達0.82、0.88與0.89,推論交通污染源所造成的車行揚塵為不可忽略的貢獻源。 與車流組成的相關性分析:微粒質量濃度與車流組成的相關性並不高,由台九線所採集PM10與PM2.5微粒質量濃度符合空氣品質標準,交通污染的影響仍在可接受的程度。 (三) 綠美化、空氣品質淨化區 為使污染淨化工作得以延續,本計畫今年度協助花蓮縣環保局持續推動之空氣品質淨化區巡視與輔導等工作,發現缺失督促管理單位改善,並辦理空品淨化區申影說明會協助更多鄉鎮市申請設置空品淨化區,以維護本縣良好空氣品質為目標。完成本縣空品淨化區共144處巡查作業、4次空品淨化區現場考評、完成20處基地認養、完成9處碳匯調查共161.279頓/CO2等作業。 縣內空氣品質淨化區共24處空氣品質淨化區中提報企業認養2處、民間社團單位認養2處參與環保署「108年空品淨化區優良認養單位甄選」活動,在各單位的努力及配合下,本縣認養單位共榮獲獎4座及機關推動獎1座,分別由吉安守望相助隊認養的公二公園(貢獻獎)、花蓮市民生社區發展協會認養的憲兵公園(貢獻獎)、中華紙漿認養的台九線稻香段(優勝)及亞洲水泥認養的陶樸閣衛生掩埋場(認養之星獎)等獎項。環保局並榮獲推動認養執行機關績優獎。 (四) 電動車相關業務 本計畫依據契約規範內容,按季針對轄內充電站(58站)進行巡查、維護保養及充電站部份用電度數查抄作業。至108年12月為止,已完成第1~4季之充電站巡查,維護保養及用電度數查抄作業,經計畫巡視結果及民眾需求,將柴魚博物館遷移至民生站,提高充電站使用率,其餘各站皆正常運作。並由電表數據換算出108年1~12月電動車共計減少了14349kg CO2e/度電(kWh)。 (五) 煙道連續監測系統CEMS 計畫依據合約規範進行本縣五大廠(台泥和平廠、亞洲水泥花蓮廠、和平電廠、中華紙漿廠)CGA、RATA、OP、電位及訊號比對、現場查核等查核作業,108年1-12月計畫完成10根次CGA標準氣體查核作業;32根次RATA監督查核作業;52根次監督定期檢測OP作業;32根次電位及訊號輸入比對作業;有效監測時數百分率為97.22%,符合法規標準85%以上。 (六) 宣導說明會及會議 1、 室內空氣品質自主管理宣導說明會 邀請明治科大 洪明瑞教授擔任講師,針對法規公告之第一、二批列管公共場所,於108年4月3日辦理一場次,與會人員約100人,說明該法規之稽查標準、流程、改善方式與罰則等,以及如何落實室內空氣品質自主管理機制,俾使各單位機關可預先作好室內空氣品質管理工作。 2、 空品淨化區經營管理暨室內植物宣導說明會 本次會議邀請縣府內各局、處及各鄉鎮市公所辦理設置相關人員與現有空品區養護單位承辦人員,於108年2月20日辦理一場次,約90人出席,藉由說明會希望能鼓勵及督促鄉鎮市公所負責提出空品淨化區設置計畫書及督促進行既有空氣品質淨化區維護管理,也藉由說明會可提升對於公眾環境中有哪些適合的室內植物可改變空氣品質的觀念。 3、 CEMS連線說明會 促使縣轄區內連線工廠(業)者瞭解環保機關對於連續自動監測重視及促使業者作好環境保護工作,並提供連線工廠管制最新資料及確實掌握連線工廠排放情況,以建立花蓮縣轄區內煙道連續監測連線系統功能正常及確保廠端CEMS資料之正確性。 4、 室內空氣品質跨局處會議 室內空氣品質管理法列管之相關場所,其管理局處及單位可先行瞭解環保署現行室內空氣品質之規劃,並由環保局說明各單位相關權責區分,建立花蓮縣政府相關局處橫向聯繫窗口,利於掌握室內空氣品質法令推行現況,避免管制名單公告後,各局處無法即時因應環保署施行之政策。另在聯絡窗口有部份更新聯絡人資料及延續107年名單。 (七) 創新作為 本計畫已於108年9月10日結束數據採集作業,數據採集期程為108年4月26日17時至108年9月10日9時止,總計約收集138天的數據,其間4G訊號傳輸穩定,除5月17日因電源瞬斷導致設備當機遺失約22小時數據外其餘數據傳輸並無斷線及缺漏情形發生,收集率高達99.30%,1分鐘值共計1172982筆、6分鐘值共計195486筆、15分鐘值共計72192筆、小時值共計19542筆。將已採集的監測數據與工廠傳輸至環保局監測數據進行訊號採集誤差計算,依目前CEMS管理辦法規定的傳輸頻率進行比對計算,其中不透光率為6分鐘值、氮氧化物及氧氣為15分鐘值、流速及溫度為60分鐘值,1分鐘值為因應未來草案規定增加收集,待未來公告後工廠傳輸1分鐘值後可進行更細部的比對,將各監測項目計算其採集誤差,各監測項目採集誤差均小於1%,經過138天的測試及更細部的資料比對可確認工廠監測數據完全反映儀器的監測結果並無偽造嫌疑,建議未來可針對所有煙道進行更久的電位比對以監控各廠數據的真實性,防止各廠監測數據有偽造情形發生。

108th Hualien County Air Quality Purification Zone and Air Quality Monitoring, CEMS Supervision, Inspection, Maintenance and Management Plan

(2) Operation and maintenance of air quality monitoring station     Maintain the normal operation of the air quality manual measurement stations (3 places) and automatic measurement stations (2 places) within the jurisdiction of the county to complete the collection and placement of TSP, PM10, PM2.5, and dust in the three manual stations twice a month Maintenance work; the automatic measuring station part also completes the regular maintenance of the two stations twice a month, and the data availability rate is more than 96%. 1. Operation and maintenance operations and monitoring results of manual stations The TSP, PM10, and PM2.5 samplers in the three manual stations under normal operation and regular maintenance operations have performed a total of 24 regular maintenance operations as of the end of December 108.
