Post-consumer plastic recycled (PCR) materials are the most valuable to enhance the market value added among the constituent materials of electrical and electronic equipment (EEE) products. By evaluation, the use of PCR in EEE has a relatively low risk of human health and environmental impact. Therefore, it is the most worthwhile to promote responsible recycling. As the international market for plastic recycled materials is deeply affected by the collected rate and cost comparison benefits, Taiwan's recycling and processing competitiveness has a big advantage. It is advisable to build a domestic renewable materials market environment as soon as possible and increase future economic competitiveness.
According to the first-line investigation and evaluation of the plan, if the electronic and electrical process adopts 2%~20% of plastic recycled materials, its market added value can be about 210 million~2.06 billion. With the substantial improvement and widespread application of recycling sorting technology, multinational companies have promoted successful cases of electronic and electrical plastic closed loops, which are technically feasible, but need to consider the costs of competition, quality and safety of plastic raw materials. To this end, with reference to relevant international policy experience and market experience, the plan proposes the following recommendations:
1.to encourage responsible industry players, recycling processors, regrind pelletizers or modification manufacturers to form alliances with different industries to form an electronic waste plastic recycling supply chain;
2.to promote and to encourage responsible industry players to voluntarily promise to use plastic recycled materials for electronic information products with economic incentive measures, and be able to provide proof;
3.to establish a cross-unit communication and exchange platform to promote the independent resource recovery of responsible electronic information product providers, and through interaction with market participants, promote a waste plastics re-use mediating mechanism.
