In order to solve the problem of local waste disposal, the Environmental Protection Agency proposed a "Diversified Waste Disposal Plan" in 2017 to subsidize local governments to set up mechanical treatment(MT) or mechanical biological treatment (MBT)systems to convert the municipal wastes into refuse derived fuel(RDF). However, the application of RDF still faces various problems such as material sources, technologies, cost, product quality and marketing channel, etc. This project was carried out mainly to solve the problem of RDF marketing channel, and to develop the RDF promotion strategies and plans as a reference for subsequent governance Results obtained from this project are summarized as follows:
The project collected the domestic and foreign information on technologies and development status of RDF, including the development profile and quality specifications of RDF in European Union, Japan and South Korea, as well as the development trend of cement kilns using RDF as an alternative fuel. In addition, the current status of RDF-related plans implemented by the 4 local EPBs (Yunlin County, Tainan City, Taichung City, and Taoyuan City) in Taiwan was also collected.
In terms of the investigation of RDF potential materials and quantities in Taiwan, it was estimated that the total amount of RDF potential materials at present is about 1.409 million tons, including 0.027 million tons of MSW, 1.331 million tons of industrial wastes, and 0.051million tons of agricultural wastes, respectively, based on the statistical data obtained from the temporary storage quantity of MSW in each county, Industrial Waste Report and Management System of EPA, and agricultural statistics of Council of Agricultural.
In the part of RDF technologies and application benefits evaluation, the RDF manufacturing procedures, equipment characteristics(including crushing, sorting, drying, and granulating, etc.), as well as the pre-treatment system characteristics and scope of application of MT and MBT were collected in this project. Results of the benefit assessment indicated that the application of RDF has positive benefits in the environmental, economic and social aspects.
With regard to the feasibility evaluation of the promotion and application of RDF in the cement industry, 10 site visits, including 6 cement manufacturers (i.e. RDF users), 3 EPBs, and 1 waste recycling company (i.e. RDF suppliers) were completed. The coordination meeting of RDF suppliers and users, expert consultation meeting, and RDF promotion seminar were also conducted in this project. Results showed that the cement manufacturers generally have positive opinions on the application of RDF made from waste to cement kilns. The key issue is that the chlorine content of RDF should not be too high. In addition, providing RDF with stable quality and increasing economic incentives would be useful for the application and promotion of RDF.
In addition, this project also proposed some amendment and improvement suggestions to related regulations such as air pollution, waste, energy, material sources/products, and environmental impact assessment. The short, medium and long-term promotion strategies of RDF application were proposed to facilitate subsequent promotion.
