108年度屏東縣農業廢棄物減燒輔導計畫

中文摘要 摘要 屏東縣係屬台灣農業大縣,在農業產量及產值不斷提升下農業生產過程中會產生相當龐大的農業廢棄物,農民習慣以露天燃燒方式處理農業廢棄物,不僅嚴重影響空氣品質也會危害健康。緣此,屏東縣政府環境保護局歷年來透過妥善處理方案,藉由免費代清運方式,協助農民妥善處理農業廢棄物,並利用多樣化的媒體宣導方式,使宣導範圍層面更廣,目的無非是希望要導正農民處理農業廢棄物之方式及木質廢棄物資源再利用觀念,由根本解決木質廢棄物資源浪費情形,並透過不燒方式協助農民妥善處理這些木質廢棄物,以維護縣內空氣品質。 本計畫主要工作為改善屏東縣農業廢棄物露天燃燒及木質廢棄物處理問題,係藉由(一)輔導減燒方式,妥善處理本縣農業廢棄物,有效改善本縣露天燃燒情形,達成各項污染物削減。(二)以多元化妥善處理方式,達成60公頃覆土膠布面積改善。(三)跨局處整合資源,以建置物聯網方式,協調跨局處處理農業、枝葉廢棄物,收運1,800公噸木質廢棄物,並持續維護6處集中暫置場。(四) 透過平面或電子媒體、廣播等方式,宣導並推廣本縣改善露天燃燒方針,並辦理多場次宣導說明會,以提升屏東縣露天燃燒防制之能見度及曝光率,使民眾了解農業廢棄物妥善處理相關資訊與改善成果,以達轄內農業廢棄物多元化妥善處理行銷推廣之目的。 本計畫自108年7月1日開始執行至108年12月31日,共清運2,043.32公噸木質農業廢棄物,主要作物為露天燃燒管制重點作物蓮霧;而多元化處理輔導農民農膜回收再利用,實際輔導面積達到63.89公頃;在集中暫置場管理及維護方面,持續修繕及維護(林邊鄉、佳冬鄉、里港鄉、高樹鄉、內埔鄉及南州鄉)共6處,其中以佳冬鄉及南州鄉清運量為最高;此外在里港集中場另設有農膜回收示範專區,農民亦可將農膜運送至集中場暫置,各集中場均有架設監視設備,避免來路不明之其他廢棄物流入集中暫置場;為了使屏東縣木質農業廢棄物清運處理系統化,本計畫運用物聯網電子資訊系統,將屏東縣木質農業廢棄物清運種類及位置資料建檔,以徹底掌握縣內農業廢棄物處理情形,並介接跨局處地籍資訊,建置相關農地分布資料,以利後續清運規劃,透過APP電子系統處理行動申請及整合,建立屏東縣農業廢棄物處理流程,使屏東縣各局處資源可藉由物聯網達成串聯,有效利用資源物流及分配,達成跨局合作;在行銷宣導方面,今年度結合農政單位及露天燃燒計畫共計辦理完成12場次推廣說明會;並於露燃重點季節期間透過縣長錄製廣播帶,委由kiss radio電台撥放200檔次,以及各鄉鎮市公所資源回收車協助宣導不露天燃燒及免費代清運訊息,並利用公益頻道及縣政府所屬機關之跑馬燈宣導,另外為了使民眾能獲得環保局推動的妥善處理政策,共發佈4則電子社群及平面媒體資訊,使民眾更易接收農廢相關訊息,相關資料已彙整提報綜企科做為環境教育之成果,詳見計畫執行成果(附表一)。 經本計畫執行之成果可得以下結論:(一)免費代清運輔導方案獲得大多數農民肯定,其中最主要清運作物蓮霧與露天燃燒管制重點作物相同,藉由免費清運果樹廢枝葉,可有效降低露天燃燒情形;(二)覆土膠布回收再利用,提供農民適當的處理管道,透過補助清運方式減輕農民負擔,使之妥善處理意願提高,如能加入回收獎勵方式,增加誘因使其妥善處理此類農業廢資材,提高農廢資材回收再利用價值;(三)藉由多元的宣導方式及電子媒體資訊傳達,有效提升環保局相關輔導方案之曝光率,農民申請反映熱烈;(四)各集中暫置場之清運量相當高,顯示農民對此便民措施使用率越來越普及,後續如要增設集中暫置場,管理上仍需多加注意,避免不明廢棄物流入;(五)目前收運之木質農業廢棄物大多載往崁頂焚化廠焚化,資源無法被再利用造成浪費,後續仍須結合相關產業有效加以利用,提升農業廢棄物再利用效益。

108 Pingtung County Agricultural Waste Reduction Incineration Program

英文摘要 Abstract Pingtung County is a major agricultural county in Taiwan with agricultural output that is increasing in quantity and value. Copious agricultural waste is generated during agricultural production. Farmers typically eliminate agricultural waste through open-air burning, which causes air pollution and health hazards. Therefore, the Environmental Protection Bureau of the Pingtung City Government has implemented programs to assist farmers in appropriately processing agricultural waste, such as free clearance. Various media promotion is also used to guide farmers in proper agricultural waste disposal as well as wood recycling, thereby solving the problems associated with the wasting of wood resources. Assistance is provided to farmers regarding disposal of wood waste without burning to protect the air quality of Pingtung County. This program aims to mitigate problems related to the open-air burning of agricultural waste in Pingtung County and the disposal of wood waste through the following measures: (1) guiding farmers in open-air burning reduction and proper disposal of agricultural waste, thereby lowering pollutants; (2) improving the condition of the 60-ha soil covered by ground cover sheets through various methods to properly dispose of agricultural waste; (3) integrating resources across the departments of the Pingtung Country Government, establishing an Internet of Things (IoT) to dispose of agricultural waste as well as branches and leaves, disposing of 1,800 tons of wood waste, and maintaining six temporary waste collection sites; and (4) promoting guidelines for reducing open-air burning through print, electronic media, and broadcasting, hosting seminars to raise awareness and publicity regarding the open-air burning prevention programs in Pingtung County, and facilitating understanding of information on proper agricultural waste disposal and its results. The aforementioned promotion methods would increase the prevalence of various effective agricultural waste disposal measures in the governed area. From July 1 to December 31, 2019, a total of 2,043.32 tons of wood agricultural waste was cleared, most of which originated from wax apple production, a key crop for open-air burning control. The guidance to farmers on recycling ground cover sheets has resulted in a total area of 63.89 ha being recycled. Repair and maintenance of six temporary waste collection sites (located at Linbian, Jiadong, Ligang, Gaoshu, Neipu, and Nanzhou Townships) continue—among them, the sites at Jiadong and Nanzhou—cleared the largest quantities of agricultural waste. An agricultural film recycling pilot zone has been established at the waste collection site in Ligang for farmers to place their films. Each waste collection site has surveillance cameras installed to ensure that waste of unknown origins is excluded. To systemize wood waste clearance in Pingtung, an IoT electronic information system has been established to archive data on the types of agricultural waste disposed of and the disposal locations in Pingtung, providing a thorough grasp of the status regarding national agricultural waste disposal. Agricultural land distribution data are established according to the cadastral information recorded by each department of the Pingtung County Government to enhance future agricultural waste clearance plans. An app is used to process waste disposal applications, integrate data, and establish a waste disposal standard operating procedure. This facilitates the integration of resources across relevant departments in the IoT and effective resource logistics and distribution, thus attaining cross-department collaboration. Thus far, 12 promotional seminars have been hosted in 2019 in coordination with agricultural units and the open-air burning reduction plan. During the seasons when open-air burning occurs, the county mayor recorded a promotional video and broadcasted it on Kiss Radio 200 times. Recycling trucks from each township office also assisted in promoting open-air burning reduction and free clearance, and marquees were utilized by public welfare channels and the county government for promotion. To promote the disposal policies of the Environmental Protection Bureau, four articles published on social media channels and in print media provide information on agricultural waste to the general public. Relevant data have been organized and reported to the Division of Comprehensive Planning for presentation of environmental education achievements. See Appendix 1 for details on project implementation. The results of this program are summarized as follows: (1) The free clearance guidance plan has been approved by most farmers. In particular, the open-air-burning-control procedure for clearing the waste from wax apple production is the same as that for other key crops. Free clearance of waste branches and leaves from fruit trees effectively reduces open-air burning. (2) Recycling of ground cover sheets has provided farmers with a satisfactory approach for sheet disposal. Subsidized clearance has mitigated burdens on farmers and increased their willingness to properly dispose of films. Recycling incentives can be provided for farmers to properly dispose of agricultural waste, thereby raising the reuse value of the wastes. (3) Diverse promotion methods, including electronic media, have effectively enhanced the publicity of the guidance programs by the Environmental Protection Bureau, and farmers have participated enthusiastically. (4) High volumes of waste clearance in all of the temporary waste collection sites indicate an increasingly prevalent participation in waste disposal programs by farmers. The management of any additional waste collection sites constructed requires particular attention to ensure that waste of unknown origins is excluded. (5) Currently, most wood agricultural waste is incinerated in the Kanding Incineration Plant, wasting resources. Recycling of this waste must be further enhanced through coordination with relevant industries.
