中文摘要 南投縣「108年度南投縣濁水溪上游沿岸加強洗街清理計畫」期末報告的相關數據統計自108年03月06日起至108年12月31日止共計執行洗街60,370.8公里,用水量為62,348.56公噸,總計TSP削減量為833.12公噸,PM10為157.0公噸。用水量部分符合環保署-街道揚塵洗掃手冊建議用水量(>0.9噸/公里)之規定。另進行排水孔清理及積土雜草鏟除作業,共計清除廢土量為38.84噸,目的為改善洗街車作業用水排除及積水情形。 為增加洗街作業成效,採用行車監控管理系統,以瞭解洗街車行車動態(如洗街車的行駛路線、時間、速度、方向等),讓監督人員能有效監控執行作業品質。本計畫除行車監控管理外,每月亦至現場查核洗街作業,計畫執行至108年12月31日查核結果皆為「乾淨」,顯示現場作業情況良好。 計畫期間每季各執行4個樣品的TSP與街塵負荷檢測,檢測結果顯示洗街後TSP削減率介於13.0~64.4 %,而洗街前後TSP濃度易受周邊環境影響,不同採樣點之測值有顯著差異;各次檢測總街塵負荷削減率介於60.7~66.8 %,洗街後可將道路髒污等級改善至A級;洗街作業對於街塵負荷有直接且立即性的削減效果。 配合環保局推動道路認養,透過與企業代表人員進行面對面溝通,提高廠商認養意願,認養對象為河川疏濬工程廠商,除告知執行理念及要求外,也建立其自主承諾認養制度機制。在成效評估上,逐月進行道路查核,依查核狀況結果安排洗街路線及洗街頻率。計畫執行至今共有27家廠商投入認養作業,本工作項目重點在於利用查核來提升廠商洗掃成效,規劃每月不定期查核認養企業,查核至108年12月31日為止,認養作業整體執行上情況良好。 此外,本計畫以源頭管制來加強洗街成效及降低街道揚塵,針對台16線及產業運輸道路等路段,執行污染調查及分級工作。每月彙整調查結果提送環保局及相關計畫,以聯合管制方式提升洗街車清洗路面效能。如調查過程中發現較嚴重污染情事,立即以電話通知相關權責單位,並要求廠商改善,降低污染情況。 本計畫針對洗街路段沿線村里長執行定期拜訪,以了解當地居民需求。至108年12月31日為止,受訪談村的里長對本計畫執行洗街作業皆為正面反應及肯定。相關村里長意見,若非屬本計畫範圍內權責,將彙整後橫向通報相關計畫或以發文方式轉交權責單位。

Strengthening the street cleaning plan along the upstream of Zhushuixi in Nantou County in 108

英文摘要 Relevant data statistics of the end of Nantou County's "108 Annual Nantou County Zhushuixi Upstream Coastal Washing and Cleaning Program" statistics were carried out from March 06, 108 to December 31, 108. A total of 60,370.8 kilometers of street washing were performed. 62,348.56 metric tons, total TSP reductions were 833.12 metric tons, and PM10 was 157.0 metric tons. The water consumption partly meets the requirements of the Environmental Protection Agency-Street Dust Cleaning Manual recommended water consumption (> 0.9 ton / km). In addition, drainage holes were cleaned up and soil weed removal was carried out. The total amount of waste soil removal was 38.84 tons. The purpose was to improve the water removal and water accumulation of street washing vehicles. In order to increase the effectiveness of street washing operations, a traffic monitoring management system is used to understand the driving dynamics of the street washing vehicles (such as the driving route, time, speed, and direction of the street washing vehicles), so that supervisors can effectively monitor the quality of the execution operations. In addition to the traffic monitoring and management, this plan also inspects street cleaning operations on the spot every month. The execution of the plan until December 31, 108 is "clean", indicating that the site operation is in good condition. During the planning period, 4 samples of TSP and street dust load tests are performed each season. The test results show that the TSP reduction rate after street washing is between 13.0 and 64.4%, and the TSP concentration before and after street washing is easily affected by the surrounding environment. There is a significant difference in the measured values; the total street dust load reduction rate of each test is between 60.7 and 66.8%, and the road pollution level can be improved to A level after street washing; street washing operations have a direct and immediate reduction in street dust load effect. Cooperate with the Environmental Protection Agency to promote road adoption, and through face-to-face communication with representatives of enterprises, increase the manufacturers' willingness to adopt. The target of adoption is river dredging project manufacturers. In addition to informing the implementation philosophy and requirements, they also establish their own independent commitment adoption mechanism. In terms of effectiveness evaluation, road inspections are performed monthly, and street washing routes and street washing frequencies are arranged according to the results of the inspection. Since the implementation of the plan, a total of 27 manufacturers have been engaged in the adoption operation. The focus of this work item is to use inspections to improve the effectiveness of cleaning and cleaning. In good condition. In addition, the plan uses source control to enhance the effectiveness of street washing and reduce street dust, and conduct pollution surveys and classifications for sections of the Taiwan 16 line and industrial transportation roads. As of December 31, 108, the leaders of the interviewed villages had positive reactions and affirmations to the street washing operation of the project. The opinions of the relevant village chiefs, if not within the scope of the plan, will be reported to the relevant plan horizontally after the reorganization or transmitted to the responsible unit by post.
