2019 Indoor Air Quality Management Project
This year, we plan to conduct indoor air quality inspection and guidance for-non-classified places, whilst continuing to push indoor air quality maintenance management and promotion in public places within its administration scope to enhance independent management capabilities.
A total of 402 inspections on classified places and key counseling sites have been carried out, of which the inspected items include carbon dioxide (CO2), carbon monoxide (CO), formaldehyde (HCHO) and total volatile organic compounds (TVOC). Among them, places with non-compliance proportion of CO2 (Non-compliance ratio = number of non-compliance pollution inspections /number of places inspections x100%) are 11 (accounting for in which the proportion of medical institutions (45.5%) and child care centers (27.3%) is relatively high. The main causes of the excess are summarized as (1) the density of people within the same space is too high; (2) insufficient ventilation or the use of non-outdoor-air introducing circulating air conditioners that result s in CO2 accumulation.
Additionally, during the year, in conjunction with project audits and business investigations, 96 standard inspections on public places have been completed. Among the classified places, places with exceeding CO2 concentration include 2 sports fitness facilities and 3 hypermarkets, and places with exceeding bacteria concentration are 2 medical institutions, all of which were posted with non-compliance notices during the improvement period. For classified places, 3 post-natal care institutions have CO2 and bacterial concentration that exceed the standard. All experts were arranged to conduct on-site survey and counseling and provide suggestions for the improvement.
The project completes 7 types of places, of which 30 counseling and improvement activities with experts and scholars are conducted. These places include 14 sports and fitness facilities, 4 medical institutions, 4 postnatal care facilities, 3 baby care centers, 3 shopping malls ( hypermarkets ), 1 library and 1 financial institution For the needs of indoor environment of the places air conditioning and architecture design, experts are invited to provide on-site survey and counseling on improvement and management of the places Among them, sports and fitness places (57.1%, 8 places) are located in the basement and there is no outside air introduction device hospitals (100%, 4 places) and hypermarkets (66.7%, 2 places) have insufficient outside air introduction , resulting in exceeding CO2 concentration. It is recommended to enhance indoor ventilation and the amount of fresh external air introduction.
Also, the project provides installation of automatic continuous monitoring facilities in five locations, with priority given to sensitive community sites and those with high aspirations, namely, 3 baby care centers, 3 parent children centers and 3 meeting rooms of department of environment protection, of which the time period of peaks of CO2 concentration are from 9 to 11 and from 15 to 17 ; advices on improvement and maintenance management have been given 3 advocacy briefing sessions were held . Objects in 2019 evaluation (underground parking lot s and baby care centers), post-natal care institutions and long-term care center were invited, with 158 people attending the session. In the sessions , indoor air quality maintenance and management is the focus , and the use of self-management certification label as well automatic continuous monitoring equipment was promoted In this year ( 2019 ), 116 places have applied for the self-management certification label , with financial institutions ( accounting the most , followed by post-natal care institutions (22.4%) and baby care centers (17.2%).
The project proposes the following suggestions on improvements: (1) Establish a certification label control system for grasping the status of self-management labels and improve the continuity of place labels. (2) Specific places , such as shopping malls (department stores or hypermarkets ), should conduct more auditing , inspecting, or inspection sampling on holidays or anniversary period (3) Non-classified places with a large number of people may actively cooperate with authorities to further promote the importance of indoor air quality management.
