農藥廢容器應用於水泥廠旋窯循環經濟推動示範計畫

中文摘要 本計畫因應循環經濟政策及零廢棄目標,將國內農藥廢容器目前回收上所遇困境提出有效循環再利用方式。環保署在農藥廢容器回收過程提倡3沖3洗的概念,但在處理廢塑膠容器時,仍面臨揮發性氣體(VOCs)與異味逸散、殘存農藥廢水處理及廢塑膠產品去化等問題。由於農藥廢容器之塑料為高熱值材料,可用於水泥廠旋窯替代高價化石燃料,且水泥廠旋窯製程之高溫、長滯留時間、鹼性條件皆有利於完全分解塑料及殘留農藥。可減少使用高價石化燃料的成本,將農藥廢容器能源化,並且減少農藥廢容器處理產生之環境污染。本計畫探討以農藥廢容器做為水泥廠旋窯替代燃料,藉由多元環境監測了解其應用特性,評估水泥廠旋窯作為農藥廢容器推廣循環經濟之可行性,並解決國內農藥廢容器回收處理廠廢塑膠處理及產品去化的困境。本計畫以農藥廢容器作為替代燃料之試運轉作業中,完成兩種不同比例添加(0.5%及1.3%)的混燒及空氣污染物監測,結果無負面影響。經濟成本可行性評估,證實具備商轉之可行性,計畫並完成農藥廢容器作為水泥廠旋窯替代燃料之操作規範,落實資源回收處理量增加及污染物減少的目標。

Evaluation of Pesticide Containers as Alternative Fuel for the Cement Industry

英文摘要 As part of the sustainable resource management policy, this proposal aims to evaluate the feasibility of resource recovery from pesticide containers through use as an alternative fuel source for the cement industry. Despite the EPA advocating triple-rinse practices, many obstacles exist in the management of discarded plastic pesticide containers, including the emission of volatile organic compounds and odors during recycling, treatment of trace amounts of remaining pesticide, and the final destination for the recycled plastic. Due to the high energy content of the waste agricultural plastics, use as an alternative energy source for cement kilns to replace expensive fossil fuels is a possibility worth investigating. The high temperatures, prolonged exposure time, and alkaline environment promote complete degradation of the plastic as well as remaining pesticide, thus leading to a decrease in environmental pollution while making efficient use of the energy from the plastics and reducing energy costs. To solve the current dilemma regarding pesticide container recycling, we propose in this study to investigate pesticide containers as an alternative fuel source for cement kilns, monitor the environmental impacts, and provide a guideline for future industrial applications. We have completed a nationwide and worldwide survey of pesticide container recycling programs and analyzed case studies of pesticide containers as alternative fuel for cement kilns. A pilot run has been completed using two proportions (0.5% and 1.3%) of plastic pesticide containers as alternative energy source. Sampling and analysis of several air pollutants have also been completed with no harmful environmental impacts. An economic feasibility assessment revealed potential for commercialization, and a manual has been compiled for cement kilns using pesticide containers as an alternative fuel source. The results of this study shall aid us in proceeding toward the goal of increasing the recycling of resources and decreasing air pollution.
