檢討垃圾收運相關安全防護設施及更新低碳垃圾車專案工作計畫

中文摘要 本(108)年度計畫執行期限自108年4月18日起至108年12月31日止,本年度計畫執行成果略述如下:為協助環保署解決各地方政府垃圾車車後站人需求問題,本年度與嘉義市合作辦理垃圾車車後站人示範運行作業,收集清潔隊員實際使用觀感與建議,並回饋修正垃圾車車後站人設施安全作業規範。 此外,本計畫亦持續協助環保署推動低碳垃圾清運作業,在108年度協助環保署完成補助地方換購93輛電動壓縮垃圾車,並協助環保署確實掌握各縣市採購辦理進度,同時定期彙整地方政府與各機關利用共同供應契約集中採購之垃圾車種類及數量供各單位參考。 另外,為辦理垃圾車載運效益評估作業,已蒐集107年度桃園市、臺南市焚化廠之垃圾車過磅資訊,據以評估該兩個縣市垃圾車實際載運量及垃圾車運作調度建議,俾提升該兩個縣市垃圾車實際載運效益;另為持續精進低碳垃圾清運作業,本計畫協助收集目前國內外全電動垃圾車技術發展現況,並初步研析全電動垃圾車辦理標準測試之項目、程序,並研析其節能減碳效益;另本計畫亦協助彙整推動低碳垃圾清運工作辦理成效與節能減碳效益以及協助辦理其他相關工作等。

Project of reviewing safety facilities for refuse collection and renewing low carbon refuse trucks

英文摘要 This project carried out from April 18, 2019 to December 31, 2019. The implementation results of this project are as below: For assisting the EPA to solve the problem of the needs with device behind refuse truck for on-board labor, this project cooperated with the of Chiayi City EPB to carry out the demonstration operation to collect the opinions of all parties to review and revise the safety operation specifications of device behind refuse truck for on-board labor. This project also assists EPA continuously to promote the low-carbon collection by redeeming local government 88 electric compression refuse trucks and assist the EPA to review the progress of procurement for the local government by the information management system. Meanwhile, this project also regularly updated the information of types and quantities from the refuse trucks of local governments and various agencies through the common supply contract to reference all units. In order to evaluate of the efficiency of garbage truck transportation, this project collected the weighing information of garbage trucks entering Taoyuan City and Tainan City incineration plants in 2018, calculated the actual carrying capacity of the garbage trucks in the two cities and try to improve the efficiency of garbage truck transportation. This project collected the current status of all-electric garbage truck technology development Domestic and abroad, and preliminarily analyze the projects and procedures of all-electric garbage truck standard test, and evaluate its energy saving and carbon reduction benefits. The project also reviewed the operation results of electric compression refuse truck and other related works.
