108年度前瞻水環境改善綜合管理計畫(南區)

中文摘要 本計畫係協助前瞻基礎建設計畫追蹤地方政府執行進度,定期列席前瞻基礎計畫預算執行會議,並協助辦理10處次地方現勘及協商會議,另針對14處目標改善河段或水體,辦理15次現地勘查及完成水質水量補充調查(包含流量與一般水質項目調查62處次、重金屬調查50項次),據以提出水質改善策略,並完成3處前瞻建設工程規劃並追蹤執行情形;另完成臺南市竹溪、高雄市鳳山圳、臺南市劉厝排水及屏東縣龍頸溪等4部亮點工程紀錄片拍攝(各含10分鐘完整版及2分鐘精華版),並協辦有關南區縣市前瞻計畫行政幕僚工作。 為推動南區縣市畜牧糞尿資源化處理,本計畫選定臺南市柳營區及高雄市永安區等2處推動示範鄉鎮,輔導沼液沼渣農地肥分使用申請20家,及小型畜牧場提出廢水管理計畫30家次,並配合辦理5場次媒合會議,另亦辦理30場稽查採樣工作。 本計畫彙整全國歷年補助已完工之現地處理設施操作維護資料,辦理30場次現地設施操作維護督導作業,並提出相關成果報告及改善建議,亦協助更新水質淨化現地處理網站,新增20處新設現地處理場址資料,並於108年8月28日辦理1場次現地處理技術分享會議。 本計畫亦針對南區6條指定河川(急水溪、鹽水溪、二仁溪、阿公店溪、愛河及東港溪)進行水質改善策略研擬與整治措施成效追蹤,更新繪製污染負荷魚骨圖,提出後續水質改善建議。透過籌辦4場次河川整治追蹤檢討會議,凝聚各單位整治共識,滾動檢討污染整治策略,另彙整鹽水溪整治大事記。 此外,配合環保署公共建設計畫執行期程,本計畫彙整並提出101~108年全國水體環境水質改善及經營管理計畫執行成果報告,亦協助研提109年至112年「永續水質推動計畫–氨氮削減示範計畫」。 另協助辦理南區各項綜合性業務,包含南區河川(水庫)關鍵測站考核作業、針對懸浮固體惡化者以無人機飛行確認污染來源、追蹤地方總量管制及檢討評估成效、辦理108年度地方補助款說明會等各項作業,及機關交辦配合事項。

Forward-Looking Plan for Integrated Management of Water Environment Improvement Project (South Region),2019

英文摘要 The purpose of this project is to assist the Forward-Looking Infrastructure Development Program management test and tracking performance, with regularly attending the weekly budget tracking meeting, and assist in 10 negotiation meetings with the local government. For 14 targeted river sections, 15 times in-situ and the water quality supplement survey (including 62 surveys for general water quality and quantity and 50 heavy metal surveys) was completed. Furthermore proposing river improvement strategies, and 3 forward-looking construction project plans was completed as well. In addition, the project also completed the filming of 3 Hightlight documentaries, including Fongshan Canal of Kaohsiung City, Fongshan Canal and Liu-cuo Regional Drainage of Tainan City, and Long Jing Regional Drainage of Pingtung County (Each consisting of a 10 minute full version and a 2 minute shortened version). And we also assist in handling general administrative work about forward looking infrastructure development program of the southern district. To promote the treatment of livestock manure and urine in the southern Taiwan, 2 sections in Liuying district of Tainan City and Yongan district of Kaohsiung City were selected to promote demonstration townships, purposing the application of 20 biogas slurry and biogas residues for agricultural land use and 30 waste water management plans. On the other hand, 5 meetings for matchmaking, and 30 sampling tasks were completed. Besides, 30 cases of on-site water purification operation & maintenance supervision were implemented, and improvement plans were then provided. Furthermore, 20 new on-site treatment site data were also updating on the water purification on-site processing site. On 28th of August, a river remediation result event which mainly about On-site Water Treatment Processing Technology Sharing Conference was held. The project also aims at improving the effectiveness of water quality improvement strategy research and remediation measures for six designated rivers in Southern Taiwan. By updating six designated cause-and-effect diagrams of river pollution load, the suggestions for follow-up remediation were proposed. Apart from what is mentioned above, six river remediation tracking reviews and critical water quality station assessment seminars were organized to discuss the pollution remediation strategy by coordinating the rectification of various units. In accordance with the implementation period of the Environmental Protection Agency's public construction design plan, we summarizes the results of “the implementation of the national water body environment water quality improvement and management plan, 2012~2019”, and assists in the development of the "Persistent Water Quality Promotion Plan-Demonstration Plan for Ammonia Nitrogen Reduction, 2020~2023". In addition, this project also assists in handling various comprehensive services in the Southern Taiwan, including the assessment of the critical water quality stations in Southern Taiwan, confirming the source of pollution by drone flights for the deterioration of suspended solids, reviewing and evaluating the effectiveness of total quantity control, and various tasks assigned by the authorities.
