無機再生粒料管理專案計畫

中文摘要 為提升我國無機再生粒料應用及管理,本計畫研析國外無機再生粒料再利用品質規範及管制機制,建議參考日本渣類資源化產品之環境用途溶出方法及管制精神,並慮及保護我國環境特性,採用地下水污染管制標準規定,作為再生粒料應用環境用途溶出方法及管制標準,並以焚化底渣再利用管理優先推動。 同時蒐集國內再生粒料來源及應用流向,進行再生粒料及加工再製產品之環境用途品質檢測試驗,以瞭解推動再生粒料環境用途溶出方法及管制標準對其再利用之影響。針對部分焚化再生粒料可能重金屬溶出超標狀況,提出焚化再生粒料降低重金屬溶出之精進做法建議,並進行自然熟化處理進階複測進行初步驗證,提供地方及再利用機構因應參考。 研析焚化再生粒料應用於不同環境用途之管理機制,明確焚化再生粒料限制使用地點及用途,正面表列焚化再生粒料之使用地點、用途、檢測項目及標準,分級規範以確保焚化再生粒料品質及保護環境,並透過辦理專家諮詢會議徵詢各界意見,據以檢討修正及提出「垃圾焚化廠焚化底渣再利用管理方式」草案。

Inorganic recycled pellet management

英文摘要 In order to improve the application and management of inorganic recycled aggregates in Taiwan, this project had studied and analyzed foreign regulations and management and suggested that the management concept and regulation of environmental leaching procedure in Japan would be worth for reference. Considering the domestic environment characteristics, the Groundwater Pollution Control Standards would be suggested to take reference from the leaching standard for the application and control of inorganic recycled aggregates. In the meantime, the project collected the information of the domestic recycled aggregates source and distribution, and implemented quality tests for the recycled aggregates and remanufactured products to assess the impact on the standard for promoting the use of recycled aggregates. The “The management of recycling for MSWI Bottom Ash from the incineration facility”(draft) has been revised and proposed based on the study of different environmental scenarios and control mechanism. The limitations of uses and sites, statutorily test items and standards have been certainly listed.
