建置AERMOD本土化模式及空品模式審驗制度專案工作計畫

中文摘要 台灣空氣污染問題,隨時空環境變異,其本質特性與以往異行不同。自空氣污染防制費基金運作以來,民國84年至今各項防制措施不斷推展,空氣品質得到大幅度的改善。然而從長期濃度變化趨勢來看,仍有部分地區懸浮微粒(PM10)與臭氧(O3)空氣品質仍需持續改善或維護。另外,環保署於2012年公告細懸浮微粒(PM2.5)空氣品質標準至今,雖然PM2.5年平均濃度逐年顯著改善,PM2.5高污染(紅色警戒)事件也大幅減少,然而台灣西部均仍屬於PM2.5不符合標準之區域。一般認為臺灣的空氣污染問題除了與台灣本身之污染排放有關外,台灣身處嚴重空氣污染東亞大陸之下風區,境外空氣污染物長程傳輸對台灣之影響,亦扮演相當重要的角色。 根據「空氣品質模式模擬規範」第三條第一項規定,高斯類擴散模式應使用中央主管機關公告之模式,目前已公告高斯類擴散模式僅有ISCST3,用於空氣品質影響評估已逾數十年之久。隨著空氣品質模擬理論與技術的發展,美國環保署於1991年開始研發AERMOD高斯模式,並於2005年取代ISCST3正式成為美國環保署的「推薦模式」,而ISCST3目前已退為「替代模式」之一。另外,近年來AERMOD模式在國際上也越來越多國家推廣使用,為了與國際接軌並提升台灣在高斯類擴散模式之模擬水準,因此有必要推動建置AERMOD為適用於台灣之高斯類擴散模式系統相關工作。 空氣品質模式的發展與應用、必需包括不同專業領域的科技知識與資訊、相互整合與交互支援才能達成其任務。空氣品質模式支援中心經過多年的努力,已累積相當的經驗與成果,對空氣品質保護決策支援有實質的幫助,然而對整個空氣品質保護工作而言,過去多項與容許增量限值及空氣品質模式模擬規範相關工作仍須繼續推動執行,並且因應懸浮微粒與臭氧污染之改善要求及境外長程傳輸對台灣影響動態變化之掌握,未來仍有許多工作需要推動並執行,故有本計畫的構想與需求。

Establish domestic AERMOD model and air quality model validation system

英文摘要 As the environment changed with time, the essential characteristics of air pollution in Taiwan are different from those in the past. Since the operation of the Air Pollution Prevention Fund in 1995, there have been great improvement in air quality. From the variabilities of the monitored data, however, the preservation and the improvement of the air quality in some areas, where the classifications belong to non-attainment areas of fine particulate matter and ozone, are still necessary. Besides, there is a lot of effort need to be made to match the air quality standard of PM2.5 announced by the EPA in 2012. According to the Paragraphs 2 and 3 of Article 6 in Air Pollution Control Act, those new or modified stationary pollution sources within Class 2 and Class 3 of air pollution classification, where air pollutant emissions reach a certain regulatory scale, are required to perform air quality modeling by suitable air quality model and demonstrate the results will not exceed the allowable increment limits. As the Paragraph 2 of Article 8 in Air Pollution Control Act stands, within a total-control-system district that meets air quality standards, those new or modified stationary pollution sources which emissions reach a certain regulatory scale are required to perform air quality simulation by suitable air quality model and verify the compliance demonstration that the sources will not will not cause or contribute to the violation of allowable increments. Development and application of air quality models need to integrate the interdisciplinary science, knowledge and information. In addition, a standard operating procedures about the choice of air quality models and the performance of simulation processes should be legislated when the air quality modes are involved for the application of air pollution regulations. However, the information of air quality model is scattered among academic and technical advisory organizations, often resulting in shortcomings such as resource fragmentation, repeated construction and information barrier. Therefore, the establishment of an air quality model support center to integrate the relevant resources of the models and to provide relevant information for the model simulation specification, is demand and necessity in practice. In order to promote the allowable increments in the Air Pollution Control Act and the necessity for the standardization of the air quality model related to environmental impact assessment, the Air Quality Model Support Center was established to integrate human and data resources related to industry and government in 1991. After years of hard work, the Center has accumulated considerable experience and achievements, and has substantially offered contribution to the air quality protection polity decisions. For the entire air quality protection work, the multiple works related to allowable increments and air quality mode simulation regulations must continue to be promoted. Moreover, in response to the research and evaluation of fine Particulate Matter (PM2.5) and ozone (O3) pollution improvement strategies, the dynamic changes for the long-distance transportation of overseas influence on Taiwan, and the assessments of instantaneous air pollution episodes, there are still many tasks that need to be promoted and implemented in the future. Hence, it is crucial for the establishment and implementation of this project。
