使用中機車污染管制及機車排氣檢驗站品質管理專案工作計畫
| 中文摘要 | 機車排氣定期檢驗制度自民國85年起，推行至今已邁入第23年，本年度係致力於辦理機車排氣檢驗站補助款審查、檢驗站管理及設備審查作業、研擬使用中機車污染管制策略等工作。108年度全國機車排氣檢驗資料符合補助條件者計約767萬輛次，核撥金額計約6.1億元。透過電子金流方式撥付補助款，整體退匯比例僅0.05%。應用車牌辨識系統審查檢驗照片，109年1月照片規格正確率約99.3%，為歷年最佳。 檢驗站品質管理方面，抽驗使用中標準氣體100支，本年度無發生超標情形。針對機齡5年以上之排氣分析儀，執行氣體比對抽查作業300站次，據以瞭解分析儀實際漂移情形，整體抽查不合格率約5.0%，另依本次作業經驗建立分析儀氣體比對查核標準執行程序，俾供環保局依循。 計畫期間協助研擬淘汰二行程機車精進策略，106年至108年全國老舊二行程機車淘汰目標數為100萬輛，總計淘汰91萬3,317輛，總目標達成率約91%。108年度全國機車排氣定檢到檢率75.03%，定檢不合格率5.52%，不合格車輛經複驗改善後，CO、HC分別減量9,079、815噸。因檢驗制度促使機車淘汰、回收或報廢計43萬5,649輛，CO、HC分別減量3,110、1,313噸。 | ||

Motorcycle emissions control and exhaust inspection station quality management plan
| 英文摘要 | The regular motorcycle exhaust inspection system has been implemented for 23 years since initiated in 1996. The key programs of this year included subsidy evaluation of motorcycle exhaust inspection station, station management and equipment certification, drafting pollution control strategies for motorcycles in service. In 2019, about 7.67 million inspected vehicles were eligible to be subsidized in the country with appropriated amount about $613 million. And the overall returned remittance ratio was only 0.05% for the transaction through official E-billing system. The recognition system of license plates was adopted to examine inspection photographs, and the accuracy of photograph size in January, 2019 was close to 99.3%, being the best over the years. In the quality control management perspective of the inspection stations, 100 standard gas spot checks were done, and no exceeding standards were found this year. For the exhaust gas analyzers with more than five years of age, 300 gas comparison spot checks were carried out to understand the actual drift of the analyzers. The overall spot check failure rate was about 5.0%. Based on the experience of this operation, a standard implementation procedure of gas comparison and inspection of the analyzers was established to provide the Department of Environmental Protection to follow. Meanwhile the programs also included assistance on the drafting of aggressive strategies for eliminating two-stroke motorcycles. From 2017 to 2019, the country aimed to eliminate one million units of old two-stroke motorcycles. A total of 913,317 motorcycles were eliminated during the period, with a total target rate of about 91%. In 2019, Taiwan’s periodic inspection rate of motorcycle emissions was 75.03%, and the unqualified rate of the periodic inspection was 5.52%. After the defective motorcycles were re-inspected and improved, the CO and HC emissions were decreased by 9,079 and 815 metric tons respectively. Total 435,649 motorcycles have been eliminated, recycled or scraped under the prompt of this inspection system, and the CO and HC emissions were decreased by 3,110 and 1,313 metric tons respectively. | ||
